AIR FORCE

AAR Supply Chain Inc., Wood Dale, Illinois, has been awarded a $909,394,297 firm-fixed-price with economic price adjustment requirements contract for the Landing Gear Performance Based Logistics One program. Contractor will provide total supply chain management including purchasing, remanufacturing, distribution and inventory control to support all Air Force depot and field-level, foreign military sales, other services, and contractor requisitions received for all C-130, KC-135 and E-3 landing gear parts. Work will be performed at Wood Dale, Illinois; Miami, Florida; and Ogden, Utah, and is expected to be complete by March 31, 2032. This award is the result of a competitive acquisition with two offers received. No funds are being obligated at the time of award. UES Inc., Dayton, Ohio, has been awarded a $48,744,000 indefinite-delivery/indefinite-quantity, cost-plus-fixed fee contract for research and development with the laser materials for Blue Systems Survivability program. Contractor will provide advanced laser hardened materials and techniques. The materials, components, and systems to be protected range in a wide variety of performance parameters, configurations and materials, and are designed for many different applications. Work will be performed at Wright-Patterson Air Force Base, Ohio, and is expected to be complete by June 30, 2023.  This award is the result of a competitive acquisition with one offer received. Fiscal 2017 research, development, test, and evaluation funds in the amount of $505,000 are being obligated at the time of award for the first two delivery orders. Air Force Research Laboratory, Wright Patterson Air Force Base, Ohio, is the contracting activity (FA8650-17-D-5407).

Lockheed Martin Corp. – Space Systems Co., Santa Maria, California, has been awarded a $47,000,000 single award, indefinite-delivery/indefinite-quantity contract for engineering, development, and sustainment support. Contractor will provide engineering and operations services in support of the Space and Missile Systems Center Ground systems and Space Operations division. Work will be performed at Kirtland Air Force Base, New Mexico; and Schriever Air Force Base, Colorado, and is expected to be complete by Jan. 5, 2019. This award is the result of a sole-source acquisition. No funds are being obligated at the time of award. Space and Missile Systems Center, Kirtland Air Force Base, New Mexico, is the contracting activity (FA8818-17-D-0001).

Northrop Grumman, San Diego, California, has been awarded a not-to-exceed $20,069,000 modification (P00050) to previously awarded contract FA8726-13-C-0001 for Battlefield Airborne Communication Node platform maintenance. Work will be performed at San Diego, California; and multiple international locations, and is expected to be complete by Sept. 24, 2017. Fiscal 2017 overseas contingency operations; and operations and maintenance funds in the amount of $3,000,000 are being obligated at the time of award. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity.

Raytheon Co., Space and Airborne Systems, McKinney, Texas, has been awarded a $12,625,282 cost-plus-fixed-fee contract for MQ-1 and MQ-9 support. Contractor will establish a dedicated software team to develop, field, and sustain the Medium Altitude Long Endurance Tactical Multi-spectral Targeting systems software line. Work will be performed at McKinney, Texas, and is expected to be complete by March 24, 2020. This award is the result of a sole-source acquisition. Fiscal 2017 research, development, test and evaluation funds in the amount of $4,298,351 are being obligated at the time of award. ARMY

Grand Coastal Builders Inc.,* Pensacola, Florida, was awarded a $25,000,000 firm-fixed-price contract for design and build general construction projects located within the boundaries of Jacksonville District, U.S. Army Corps of Engineers area of responsibility. Bids were solicited via the Internet with 19 received. Work locations and funding will be determined with each order, with an estimated completion date of March 23, 2022. AH Environmental Consultants Inc.,* Newport News, Virginia (W91278-17-D-0020); CH2M Hill Inc., Englewood, Colorado (W91278-17-D-0014); and Garver LLC, North Little Rock, Arkansas (W91278-17-D-0011), will share in a $10,000,000 firm-fixed-price contract for architect and engineering services to support the Water and Wastewater Technical Center of Expertise, Mobile District, U.S. Army Corps of Engineers. DEFENSE LOGISTICS AGENCY

Philips Electronics of North America, doing business as Philips Healthcare, Andover, Massachusetts, has been awarded a maximum $77,172,660 modification (P00120) exercising the eighth one-year option period of a one-year base contract (SPM2D1-09-D-8349) with nine one-year option periods for patient monitoring systems, subsystems, accessories, consumables and training. This is a fixed-price with economic-price-adjustment contract. Location of performance is Massachusetts, with a March 29, 2018, performance completion date. This was a competitive acquisition with 30 offers received. This is a one-year contract with a 30-day carryover. Location of performance is Texas, with an April 30, 2018, performance completion date. Using customer is Defense Logistics Agency Energy. Type of appropriation is fiscal 2017 defense working capital funds. Hunt Refining Co., Tuscaloosa, Alabama, has been awarded a maximum $8,130,552 modification (P00002) to a one-year contract (SPE600-17-D-0479) with a 30-day carryover for jet fuel. The modification brings the total cumulative face value of the contract to $41,189,215 from $33,058,662. This is a fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract. Location of performance is Alabama, with an April 30, 2018, performance completion date. Northrop Grumman Systems Corp. Aerospace Systems, Melbourne, Florida, is being awarded $32,766,375 for modification P00037 to a previously awarded fixed-price-incentive, cost-plus-fixed-fee contract (N00019-13-C-9999) to exercise an option for software support activity and product support efforts for the full-rate production Lot 5 E-2D Advanced Hawkeye aircraft.  Work will be performed in Melbourne, Florida (65.9 percent); Syracuse, New York (12.8 percent); Norfolk, Virginia (5.4 percent); St. Augustine, Florida (5.4 percent); Indianapolis, Indiana (3.7 percent); Owego, New York (2.2 percent); Greenlawn, New York (2.2 percent); Bethpage, New York (1.6 percent); Woodland Hills, California (0.5 percent); and Marlborough, Massachusetts (0.3 percent), and is expected to be completed in March 2018.  Fiscal 2017 aircraft procurement (Navy) funds in the amount of $32,766,375 are being obligated on this award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Sikorsky Aircraft Corp., Stratford, Connecticut, is being awarded a $32,263,949 delivery order (N00019-17-F-0150) against a previously issued basic ordering agreement (N00019-14-G-0004) for aircraft spares and manufacturing labor for the Marine Corps CH-53K system demonstration test article.  Work will be performed in Stratford, Connecticut, and is expected to be completed in May 2019.  Fiscal 2017 research, development, test and evaluation (Navy) funds in the amount of $32,263,949 are being obligated on this award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Work will be performed in Fort Worth, Texas (75 percent); Orlando, Florida (10 percent); Lancashire, United Kingdom (10 percent); and Redondo Beach, California (5 percent), and is expected to be completed in March 2020.  International partner funds in the amount of $10,470,663 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

U.S. TRANSPORTATION COMMAND

Jacobs Technology Inc., Tampa, Florida, is being awarded a $9,065,120 base period modification (P00001) to extend services under a fixed-price, incentive-fee, cost-plus-fixed-fee contract HTC711-17-C-D001.  This brings the cumulative face value of the contract from $249,854 to $9,314,974.  The contract is for information technology service management enterprise support.  Work will be performed at primarily Scott Air Force Base, Illinois; Defense Information Systems Agency Defense Enterprise Computing Center, St. Louis, Missouri; U.S. Transportation Command Office, Washington, District Of Columbia; Joint Enabling Capabilities Command, Norfolk, Virginia; and the Pentagon, with an expected base period completion date of Sept., 2017.  The support is funded by 2017 transportation working capital funds; operations and maintenance funds; and defense health program funds.  The U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois, is the contracting activity.
