PAE Government Services, Arlington, Virginia, was awarded a $142,061,874 cost-plus-incentive-fee, foreign military sales (Afghanistan) contract for training and mentoring, and contractor logistics support for the Afghanistan National Defense Security Forces. Bids were solicited via the Internet with five received. Work will be performed in Afghanistan, with an estimated completion date of May 22, 2022. Affigent LLC, Herndon, Virginia, was awarded an $11,006,180 firm-fixed-price contract for Oracle software maintenance on previously-acquired licenses in support of Program Executive Office Enterprise Information Systems and Army Materiel Command. Three bids was solicited and two bids were received. Work will be performed in Fort Belvoir, Virginia, with an estimated completion date of Dec. 31, 2017. Fiscal 2017 operations and maintenance (Army); other; and research, development, test and evaluation funds in the combined amount of $9,086,633 were obligated at the time of the award. AIR FORCE
National Native American Construction, Coeur d’ Alene, Idaho (FA465917DC001); Pro-Mark Services, West Fargo, North Dakota, (FA465917DC002); Sand Point Services Inc., Anchorage, Alaska, (FA465917DC003); T.F. Powers Construction, Fargo, North Dakota (FA465914DC004); Exbon Development Inc., Garden Grove, California (FA465917DC005), have been awarded a combined, not-to-exceed $75,000,000 indefinite delivery/indefinite quantity contract for construction services. Contractor will provide all material, equipment, labor and general conditions to accomplish “non-complex” and/or “simple” design, maintenance, repair, and minor construction projects. The construction work includes tasks in various trades such as carpentry, new construction, renovation, HVAC building systems-both new and retrofit, fire protection system, overhead and underground utilities. Work will be performed at Grand Forks Air Force Base, North Dakota; and Cavalier Air Force Station, North Dakota, and is expected to be complete by May 31, 2022. This award is the result of a competitive acquisition and offers were solicited and 12 offers were received. Fiscal 2017 operations and maintenance funds in the amount of $500 are being obligated at the time of award to each awardee. MISSILE DEFENSE AGENCY
Parsons Government Services Inc., Pasadena, California, was awarded a $69,980,565 cost-plus-fixed-fee contract (including options) for advisory and assistance services for facilities lifecycle management in support of technical, engineering, advisory and management support. This effort is required for the Missile Defense Agency facilities, military construction, and the environmental management directorate. Requirements include facilities lifecycle management, siting, site activation planning and programming, design, engineering, construction oversight, sustainment, demolition and disposal, deployment, and integration for geographically dispersed locations identified in this performance work statement. These locations include, but are not limited to, National Capital Region, Virginia; Huntsville, Alabama; Kirtland Air Force Base, New Mexico; Schriever Air Force Base, Colorado; Dahlgren, Virginia; Ft. Drum, New York; Vandenberg Air Force Base, California; Eareckson Air Force Station, Alaska; Ft. Greely, Alaska; Pacific Missile Range Facility, Hawaii; Kwajalein Island; Meck Island; Wake Island; Kodiak Island; Ramstein Air Force Base, Germany; Missile Defense Agency sites in Romania, Poland, and Japan; Clear Air Force Station, Alaska; Qatar; Saudi Arabia; United Arab Emirates; Central Command (CENTCOM) 1; and CENTCOM 2. Expected completion date of June 2022. Fiscal 2017 research, development, test and evaluation funds in the amount of $41,535 are being obligated at time of award. NAVY
General Dynamics – Ordnance and Tactical Systems, Williston, Vermont, is being awarded a $40,815,838 firm-fixed-price, cost-plus-fixed-fee modification to a previously awarded contract (N00024-13-C-5113) for the production of Missile Fire Control System MK 82 director/MK 200 director controller equipment, and associated engineering services. This contract modification supports and delivers fully functionally tested Missile Fire Control System MK 82/MK 200 ship sets without adverse impact to scheduled ship deployment requirements for operational use. These components are part of the Missile Fire Control System MK99 framework which is a critical component of the Aegis Weapon System. This contract modification combines purchases for the governments of the Republic of Korea (60 percent); and Japan (40 percent), under the Foreign Military Sales program. Work will be performed in Saco, Maine, and is expected to be completed by December 2021. Foreign military sales funds in the amount of $40,815,838 will be obligated at the time of award and will not expire at the end of the current fiscal year. Raytheon Co., Keyport, Washington, is being awarded a $14,727,503 firm-fixed-price, cost-plus-fixed-fee, indefinite delivery/indefinite quantity requirements contract to provide maintenance and support for the AN/AQS-20 sonar mine detecting set to maintain and improve system sustainability. The AN/AQS-20 is a towed, mine hunting and identification system for Program Executive Office, Littoral Combat Ships. Support will include but will not be limited to, repair; overhauls and other scheduled maintenance; hardware and software maintenance; tracking and resolution of obsolescence issues; technology improvements; reliability and maintainability improvements; development and incorporation of change notices and engineering change proposals; test support; engineering services; spares and repair parts; design efforts and hardware upgrades to improve system performance, sustainability, reliability, and other activities in support of the program. This contract includes options which, if exercised, would bring the cumulative value of this contract to $77,104,544. Work will be performed in Portsmouth, Rhode Island (65 percent); Keyport, Washington (30 percent); and Panama City, Florida (5 percent), and is expected to be completed by May 2018. No funding will be obligated at the time of award. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) – only one responsible source and no other supplies or services will satisfy agency requirements. Kellogg Brown & Root Services Inc., Houston, Texas, is being awarded a $12,650,509 indefinite delivery/indefinite quantity contract for base operating support services at Naval Support Activity Muhhraq, Bahrain; Department of Defense Dependents Schools, Bahrain School, Juffair, Bahrain; Riffa Army Base, Riffa Bahrain; Sheik Isa Air Base, Bahrain; and Jebel Ali, United Arab Emirates (UAE). The maximum dollar value including the base period and seven option years is $90,838,446. The work to be performed provides for all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide for public safety (force protection); galley; housing (unaccompanied housing); facilities support (facility management, facility investment, custodial services, pest control services, integrated solid waste management and grounds maintenance and landscaping); utilities (utilities management, electrical, wastewater, water (reverse osmosis plant and distribution system), and chiller plant); and base support vehicles and equipment. Work will be performed in Muhhraq, Bahrain (55 percent); Juffair, Bahrain (30 percent); Riffa, Bahrain (5 percent); Sheik Isa Air Base, Bahrain (5 percent); and Jebel Ali, UAE (5 percent), and is expected to be completed by August 2025. No funds will be obligated at time of award. Fiscal 2017 operations and maintenance (Navy) contract funds in the amount of $7,502,950 for recurring work will be obligated on individual task orders issued during the base period. This contract was competitively procured via the Navy Electronic Commerce Online website with eight proposals received. Northrop Grumman Corp. Aerospace Systems, Melbourne, Florida, is being awarded $7,584,417 for delivery order 0050 against a previously issued basic ordering agreement (N00019-15-G-0026) in support of the E‑2D Advanced Hawkeye aircraft. This order includes preliminary testing, identifying integration differences between the Embedded National Tactical Receiver (ENTR) (V2) and the E-2D Universal Serial Bus ENTR (V4), and updating the Tactical Receiver Segment software to the latest version. Work will be performed in Melbourne, Florida (99 percent); and Patuxent River, Maryland (1 percent), and is expected to be completed in September 2018. Fiscal 2015 aircraft procurement (Navy) funds in the amount of $7,584,417 are being obligated on this award, all of which will expire at the end of the current fiscal year. City of Bangor, doing business as Bangor International Airport,* Bangor, Maine, has been awarded a minimum $38,376,088 fixed-price with economic-price-adjustment contract for various types of fuel. This was a competitive acquisition with 99 responses received. This is a 44-month contract with a six-month option period. Location of performance is Maine, with a March 31, 2021, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. GENCO Infrastructure Solutions Inc., Pittsburgh, Pennsylvania, has been awarded a $7,418,482 modification (P00052) exercising the fourth one-year option period of a one-year base contract (SP3300-13-C-5002) with four one-year option periods providing distribution and warehouse support services at the Defense Logistics Agency Distribution Depot in Bahrain.
