DEPARTMENT OF DEFENSE CONTRACTS

ARMY

Mevacon-NASCO JV,* Las Cruces, New Mexico, was awarded a $30,000,000 firm-fixed-price contract to provide maintenance, repairs, and minor construction for various facilities on Fort Hood, Texas. Twelve bids were solicited, and 11 bids received. Work locations and funding will be determined with each order, with an estimated completion date of July 9, 2021. U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting activity (W9126G-17-D-0043).

Bell Helicopter Textron Inc., Hurst, Texas, was awarded a $22,050,000 modification (P00022) to foreign military sales (Iraq) contract W58RGZ-15-C-0070 for one additional year of contractor logistics support (CLS) and adding Iraq’s Bell 407GX helicopters to the fleet being covered by that CLS, as well as procuring 407GX spare parts for repair efforts to those aircraft. Work will be performed in Fort Worth, Texas, with an estimated completion date of Aug. 7, 2017. Fiscal 2017 other funds in the amount of $22,050,000 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

BAE Systems Land and Armaments LP, Sterling Heights, Michigan, was awarded a $15,222,829 modification (P00034) to contract W56HZV-15-C-A001 to modify the Armored Multi-Purpose Vehicle platform integration design to accommodate evolving Army network hardware and software required to be integrated into the design. Work will be performed in Sterling Heights, Michigan, with an estimated completion date of Nov. 6, 2019. Fiscal 2017 research, development, test, and evaluation funds in the amount of $4,302,301 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

DEFENSE LOGISTICS AGENCY

CenterPoint Energy Services Inc., Houston, Texas (SPE600-17-D-7516, $23,977,912); and IGI Resources Inc., Boise, Idaho (SPE600-17-D-7515, $10,848,721), have each been awarded a fixed-price with economic-price-adjustment, requirements contract under solicitation SPE600-17-R-0403 for pipeline quality direct supply natural gas. These were competitive acquisitions with five offers received. These are two-year contracts with a possible six-month carryover. Locations of performance are Texas, Idaho, Arizona, New Mexico, Nevada, Utah, and Washington, with a Sept. 30, 2019, performance completion date. Using customers are Army, Navy, Air Force and various federal civilian agencies. No money is obligated at the time of award; however, customers are solely responsible to fund these requirements contracts. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia.

Avfuel Corp., Ann Arbor, Michigan, has been awarded a minimum $18,895,092 fixed-price with economic-price-adjustment contract for fuel. This was a competitive acquisition with 99 responses received. This is a 43-month contract with a six-month option period. Locations of performance are Michigan and the U.S. Virgin Islands, with a March 31, 2021, performance completion date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2017 through 2021 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-17-D-0145).

NAVY

AE Strategies LLC,* McLean, Virginia, is being awarded a $20,699,433 indefinite-delivery/indefinite-quantity contract that will include terms and conditions for the placement of both cost-plus-fixed-fee and firm-fixed-price task orders to provide professional services formulating civilian human resources (HR) policy and guidance, providing program oversight for HR services, and developing and implementing Department of the Navy (DoN) HR information technology plans in support of the DoN Office of Civilian Human Resources.  The contract will include a five-year ordering period.  Work will be performed in Washington, District of Columbia, and the ordering period of the contract is expected to be completed by July 2022.  Fiscal 2017 operations and maintenance (Navy) funds in the amount of $1,300,000 will be obligated at the time of award and will expire at the end of the current fiscal year.  This contract was competitively procured with the solicitation posted to the Federal Business Opportunities website as a 100 percent small business set-aside requirement, with 11 offers received.  Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office, Pennsylvania, is the contracting activity (N00189-17-D-Z033).

ViaSat Inc., Carlsbad, California, is being awarded a maximum contract ceiling $12,038,131 five-year, firm-fixed-price, indefinite-delivery/indefinite-quantity contract for LinkWay hardware and software maintenance.  This contract contains a 12-month base ordering period and four one-year ordering periods.  Work will be performed in Carlsbad, California, and is expected to be completed by July 30, 2018.  If all ordering periods are exercised, work will continue through July 2022.  Fiscal 2017 operations and maintenance funds (Marine Corps) in the amount of $1,270,893 will be obligated at the time of award and will expire at the end of the current fiscal year.  This contract is being awarded as a sole-source in accordance with 10 U.S. Code 2304(c)(1).  The Marine Corps System Command, Quantico, Virginia, is the contracting activity (M67854-17-D-2611).

L-3 Communications Vertex Aerospace LLC, Madison, Mississippi, is being awarded $8,790,461 for modification P00022 to a previously awarded indefinite-delivery requirements contract (N00019-13-D-0007) for the procurement and installation of 96 automatic dependent surveillance (ADS) broadcast avionics kits (48 A kits and 48 B kits) required to upgrade the transceiver and transponders; navigation aid system wiring, radio/ADS-broadcast avionics; and global positioning systems in the TH-57 aircraft.  Work will be performed at the Naval Air Station Whiting Field, Milton, Florida (70 percent); and Melbourne, Florida (30 percent), and is expected to be completed in May 2018.  No funds are being obligated at time of award, funds will be obligated against individual delivery orders as they are issued.  The Naval Air Warfare Center Training System Division, Orlando, Florida, is the contracting activity.

United Technologies Corp., Pratt & Whitney Military Engines, East Hartford, Connecticut, is being awarded not-to-exceed $7,906,242 for modification P00014 to a previously awarded cost-plus-incentive, fixed-price-incentive-fee contract (N00019-15-C-0004).  This modification provides for the procurement of one F-35 Lightning II low-rate initial production II short take-off vertical landing full scale engine mockup training device to support sustainment activities for the United Kingdom’s initial operational capability.  Work will be performed in East Hartford, Connecticut (95 percent); and Indianapolis, Indiana (5 percent), and is expected to be complete in May 2019.  International partner funds in the amount of $3,188,587 will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

CH2M HILL Inc., Englewood, Colorado, is being awarded $7,285,139 for firm-fixed-price task order N44255-17-F-4041 under a previously awarded indefinite-delivery/indefinite-quantity contract (N62470-16-D-9000) for the preliminary assessment, site inspection and emergency response actions at Naval Air Station, Whidbey Island.  The work to beperformed provides for a preliminary assessment, site inspection, potential expedited response actions, and community outreach/public relation support as part of the Navy’s Environmental Restoration Program.  Work will beperformed in Oak Harbor, Washington, and is expected to be completed by February 2020. Fiscal 2017 environmental restoration (Navy) contract funds in the amount of $7,285,139 are obligated on this award and will expire at the end ofthe current fiscal year. One proposal was received for this task order.  The Naval Facilities Engineering Command,Northwest, Silverdale, Washington, is the contracting activity.
