AIR FORCE

Lockheed Martin Missiles and Fire Control, Orlando, Florida, has been awarded a $961,160,000 indefinite-delivery/indefinite-quantity, firm-fixed-price, cost-reimbursable contract for sustainment, modernization and development. Work will be performed in Orlando, Florida; Ocala, Florida; and Warner Robins, Georgia, with an expected completion date of Dec. 17, 2022.  This contract was a sole-source acquisition.  Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8540-18-D-0001).

Lockheed Martin Missiles and Fire Control, Dallas, Texas, has been awarded an $110,000,000 indefinite-delivery/indefinite-quantity contract for the gray wolf science and technology demonstration effort.  The contract provides for the design, development, manufacture, and testing of prototype-affordable cruise missiles to advance networked collaborative operations technologies for defeat of enemy integrated air defense systems.  Work will be performed in Dallas, Texas, with an expected completion date of Dec. 17, 2022.  Fiscal 2018 research and development funds in the amount of $2,814,490 are being obligated at the time of award.  This contract was a competitive acquisition, and seven offers were received.  Air Force Research Laboratory, Eglin Air Force Base, Florida, is the contracting activity (FA8651-18-D-0002).

Tac Air Ops LLC, Jamul, California, has been awarded a $17,137,300 contract for battlefield airmen military freefall.  Work will be performed in Jamul, California, with an expected completion date of Dec. 31, 2022.  Fiscal 2018 operations and maintenance funds in the amount of $75,724 are being obligated at the time of award.  This contract was a competitive acquisition and six offers were received.  The 338th Specialized Contracting Squadron, Joint Base San Antonio-Randolph, Texas, is the contracting activity (FA3002-18-D-0007).

SRC Inc., North Syracuse, New York, has been awarded a $13,367,386 modification (P00003) to a previously awarded contract (FA7037-17-D-0001) for the sensor beam program.  Work will be performed at Joint Base San Antonio-Lackland Air Force Base, Texas, with an expected completion date of Jan. 31, 2019.  Acquisition Management and Integration Center, Joint Base San Antonio-Lackland Air Force Base, Texas, is the contracting activity.

The Boeing Co., El Segundo, California, has been awarded a $10,608,672 modification (P00025) to a previously awarded contract (FA8823-15-C-0002) for services required to ensure continued wideband global sitcom satellite operations and logistics sustainment support.  Work will be performed at Schriever Air Force Base, Colorado; El Segundo, California; and Colorado Springs, Colorado, with an expected completion date of Dec. 31, 2018.  Fiscal 2018 operations and maintenance funds in the amount of $1,018,247 are being obligated at the time of award.  Space and Missile Systems Center, Peterson Air Force Base, Colorado, is the contracting activity.

Marvin Engineering Co. Inc., Inglewood, California, has been awarded a $10,190,376 firm-fixed-price supply contract for 1343 launcher sub-assembly components as follows umbilical assembly, fastener assembly, aft dampener assembly, and detent assemblies used on the AIM-120 missile launcher 12X structural rail section.  Work will be performed in Inglewood, California, with an expected completion date of Nov. 28, 2023.  This contract involves foreign military sales.  Fiscal 2018 aircraft procurement funds in the amount of $247,367 are being obligated at the time of award.  This award was a competitive acquisition, and three offers were received.  Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8554-18-D-0003).

Raytheon BBN Technologies Corp., Cambridge, Massachusetts, has been awarded a $7,967,993 cost-plus-fixed-fee contract for Samson software. Work will be performed in Cambridge, Massachusetts, with an expected completion date of June 18, 2022. Fiscal 2017 research, development, test and evaluation funds in the amount of $421,758 are being obligated at the time of award. This contract was a competitive acquisition, and 49 offers were received.  Air Force Research Laboratory, Rome, New York, is the contracting activity (FA8750-18-C-0012).

CORRECTION:  The contract announced on Dec. 15, 2017, for The Boeing Co., for an $18,100,000 modification (P00010) to a previously awarded cost-plus-fixed-fee contract (FA8509-16-C-0001) has not yet been awarded.

NAVY

Lockheed Martin Rotary and Mission Systems, Manassas, Virginia, is being awarded a $135,584,779 indefinite-delivery/indefinite–quantity, cost-plus-fixed-fee, cost-plus-incentive-fee, and firm-fixed price contract (N00039-18-D-0001) for integrated common processors (ICP) on behalf of the Program Executive Office Submarines’ Maritime Surveillance Systems Program Office.  The ICP program provides a common Integrated Undersea Surveillance Systems (IUSS) signal processing and display system software and hardware suite for Surveillance Towed Array Sensor System ships and IUSS shore sites.  This contract has a five-year ordering period up to the contract award amount. There are no options. Work will be performed in Manassas, Virginia, and is expected to be completed by December 2022.  No funding will be obligated on the base contract award. Funds will be obligated as individual delivery orders are issued.  This is a sole-source acquisition that was not competitively procured pursuant to the authority of 10 U.S. Code 2304(c)(1) – only one responsible source (Federal Acquisition Regulation Subpart 6.302-1).  The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity.

The Boeing Co., St. Louis, Missouri, is being awarded a $79,270,289 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract.  This contract provides for aircraft maintenance, manufacturing of parts, instrumentation, aircraft modifications and engineering support for the F/A-18A-F and EA-18G aircraft, including future variants, domestic and foreign military sales, for ground and flight test programs conducted at the Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland.  Work will be performed in Patuxent River, Maryland, and is expected to be completed in December 2022.  No funds will be obligated at time of award.  Funds will be obligated on individual task orders as they are issued.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-18-D-0013).

Lockheed Martin Rotary and Mission Systems, Moorestown, New Jersey, is being awarded a $73,346,900 undefinitized contract action in-scope modification to previously awarded contract (N00024-14-C-5114) for one AEGIS weapon system Mk 7 in support of DDG 127 as well as associated system-level integration testing at the production test center.  Work will be performed in Moorestown, New Jersey (59 percent); Clearwater, Florida (40 percent); and Owego, New York (1 percent), and is expected to be completed by September 2020.  Fiscal 2016 shipbuilding and conversion (Navy) funding in the amount of $36,666,115 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

HDR, Charlotte, North Carolina, is being awarded a maximum amount $30,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity, architect-engineering (AE) contract for multi-discipline AE services in the Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic area of responsibility (AOR).  The work to be performed provides for AE services for primarily administrative facility types which may include, but are not limited to, personnel housing facilities (bachelor enlisted quarters and bachelor officer quarters); office facilities; academic and training facilities (operational, maintenance and classroom); medical and dental facilities; dining facilities; recreational facilities, child development centers; and supporting facilities such as utilities, water treatment plants, parking structures and roadways.  Projects may include multiple disciplines or single disciplines, including but not limited to architectural, structural, mechanical, electrical, civil, planning, environmental studies, master planning, fire protection, audio visual, cost estimating, and interior design.  Projects may be for new construction, additions, or renovations.  Task order 0001 is being awarded at $1,688 for design services in support of the development of a Department of Defense Form 1391 for planning, meeting and cost development in support of Marine Headquarters Replacement at Camp Lejeune, North Carolina.  Work for this task order is expected to be completed by January 2018.  All work on this contract will be performed at various Navy facilities and other government facilities within the NAVFAC Mid-Atlantic AOR including, but not limited to, North Carolina (75 percent); South Carolina (15 percent); Georgia (5 percent); and other areas within the AOR (5 percent).  The term of the contract is not to exceed 60 months with an expected completion date of December 2022.  Fiscal 2017 military construction (planning and design) contract funds in the amount of $1,688 are obligated on this award and will not expire at the end of the current fiscal year.  Future task orders will be primarily funded by military construction funds.  This contract was competitively procured via the Navy Electronic Commerce Online website, with 15 proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-18-D-0061).

R. A. Burch Construction Co. Inc.,*, Ramona, California, is being awarded $27,655,431 for firm-fixed-price task order N6247318F4138 under a previously awarded multiple award construction contract (N62473-16-D-1884) to construct an F-35 communication building and infrastructure upgrade at Marine Corps Air Station Miramar, California.  The work to be performed provides for the design, construction, procurement and installation services of a multi-story communications and telephone exchange facility consisting of reinforced concrete masonry unit frame and walls, standing seam metal roof and concrete foundation with communications vault to allow access to communication lines.  Project constructs communication ductbank outside the plant infrastructure in support of new facilities.  Work will be performed in San Diego, California, and is expected to be completed by September 2019.  Fiscal 2017 military construction (Navy) contract funds in the amount of $27,655,431 are obligated on this award and will not expire at the end of the current fiscal year.  Seven proposals were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity.

Insitu Inc., Bingen, Washington, is being awarded $22,728,810 for modification P00030 to a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N00019-13-D-0016).  This modification provides for additional field service representatives, training and program management services for the ScanEagle Unmanned Aviation System in support of Navy Special Warfare fleet operations.  Work will be performed in Bagram, Afghanistan (83 percent); and Bingen, Washington (27 percent), and is expected to be completed in September 2018.  No funds will be obligated at the time of award.  Funding will be obligated on individual task orders as they are issued.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Hydraulics International Inc.*, Chatsworth, California, is being awarded a $21,702,456 fixed-price, indefinite-delivery/indefinite-quantity contract for the production of  up to 130 shipboard aircraft handlers, which are used for moving aircraft in the tight confines of aircraft carrier shipboard hangar bays.  Work will be performed in Chatsworth, California, and is expected to be completed in December 2022.  Fiscal 2018 aircraft procurement (Navy) funds in the amount of $3,556,316 are being obligated at time of award, none of which expire at the end of the current fiscal year.  This contract was competitively procured via an electronic request for proposals, three offers were received.  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N68335-18-D-0011).

The Boeing Co., Seattle, Washington, is being awarded $16,994,941 for cost-plus-fixed-fee delivery order N0001918F2005 against a previously issued basic ordering agreement (N00019-16-G-0001).  This delivery order provides for the procurement of one Ground Calibration of Operational Loads Monitoring System installed on a P-8A lot 7 production aircraft in support of the government of Australia.  Work will be performed in Seattle, Washington, and is expected to be completed in January 2019.  Cooperative engagement agreement funds in the amount of $16,994,941 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Huntington Ingalls Inc., Newport News, Virginia, is being awarded a $15,961,861 cost-plus-fixed-fee modification to a previously awarded contract (N00024-14-C-2111) for the pre-advance planning requirements in support of the refueling complex overhaul of USS John C. Stennis (CVN 74).  This effort will provide for pre-advance planning, fiscal 2018 shipchecks, design, documentation, engineering, procurement, fabrication, material and preliminary shipyard support work.  Work will be performed in Newport News, Virginia, and is expected to complete by July 2018.  Fiscal 2017 shipbuilding and conversion (Navy) funding in the amount of $15,600,367 will be obligated at the time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

Harris Corp., Government Communications Systems Division, Melbourne, Florida, is being awarded $15,919,920 for modification P00008 to a previously awarded firm-fixed-price contract (N00019-15-C-0108) for the procurement of 65 Distributed Targeting System (DTS) B-kits and 22 operational bulk data cartridges from full-rate production (FRP) lot 5 and 25 DTS B-kits and eight operational bulk data cartridges from FRP 6 for F/A-18E/F and EA-18G aircraft.  Work will be performed in Melbourne, Florida, and is expected to be completed in May 2020.  Fiscal 2017 and 2018 aircraft procurement (Navy) funds in the amount of $15,919,920 are being obligated at time of award, none of which expire at the end of the current fiscal year. Kratos Space and Missile Defense Systems Inc., San Diego, California, is being awarded an $11,097,936 firm-fixed-price modification to a previously awarded contract (N63394-16-C-0007) for the procurement of additional Oriole rocket motor systems.  This modification is for the procurement of additional Oriole rocket motors and hardware that will be used as sub-orbital vehicles known as Aegis readiness assessment vehicles.  Work will be performed in Rocket City, West Virginia (75 percent); and Glen Burnie, Maryland (25 percent), and is expected to be completed by January 2020.  Fiscal 2017 research, development, test and evaluation (other defense agencies); fiscal 2010 shipbuilding and conversion (Navy); and foreign military sales (other defense agencies) funding in the amount of 11,097,936 will be obligated at time of award and funds in the amount of $9,390,561 will expire at the end of the current fiscal year.  The Naval Surface Warfare Center Port Hueneme Division, Port Hueneme, California, is the contracting activity.

L-3 Technologies Inc., Arlington, Texas, is being awarded a $10,590,979 firm-fixed-price, cost-plus-fixed-fee contract that provides for a software upgrade and integration of the CF-18 C21X-B2.0 Operational Flight program for the government of Canada, under the Foreign Military Sales program.  Work will be performed at Arlington, Texas (50 percent); Cold Lake, Canada (25 percent); and Bagotville, Canada (25 percent), and is expected to be completed in November 2021.  Foreign military sales funds in the amount of $10,590,979 will be obligated at the time of award, none of which expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-4.  The Naval Air Warfare Center Training Systems Division, Orlando, Florida, is the contracting activity (N61340-18-C-0002).

General Electric Aviation Systems, Vandalia, Ohio, was awarded a $9,699,196 firm-fixed-price contract to procure conversion kits to modify G3 generator converter units to the G4 variant and G4 generator converter units for the F/A-18 aircraft in support of the government of Australia.  Work will be performed in Vandalia, Ohio, and is expected to be completed in November 2018.  Foreign military sales funds in the amount of $9,699,196 were obligated at time of award, none of which will expire at the end of the fiscal year.  This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-18-C-0004).   (Awarded Dec. 15, 2017)

General Dynamics Information Technology, Fairfax, Virginia, has been awarded a $13,344,368 cos-plus-fixed-fee contract to operate and maintain the information technology networks for U.S. Army Intelligence and Security Command. One bid was solicited with one bid received. Work will be performed in Fort Belvoir, Virginia, with an estimated completion date of May 21, 2018. General Dynamics Land Systems, Sterling Heights, Michigan, has been awarded a $12,536,478 modification (P00003) to contract W56HZV-17-C-0052 for receipt, inspection, testing diagnosis, repair, storage, issue, and unique identification marking for the M1A1 and M1A2 Abrams tank, M2A3 and M3A3 Bradley fighting vehicles, and the M104 Wolverine heavy assault bridge (Wolverine) platforms, current referred to as the Team Armor Partnership program. CAE USA Inc., Tampa, Florida, has been awarded a $7,487,966 firm-fixed-price contract for the upgrade of the existing Abrams M1A1 engine diagnostic and troubleshooting trainers at Fort Benning, Georgia; Fort Lee, Virginia; and Gowen Field, Idaho. Bids were solicited via the Internet with three received. Work will be performed in Tampa, Florida, with an estimated completion date of July 12, 2019. Fiscal 2017 other procurement (Army) funds in the amount of $7,487,966 were obligated at the time of the award.
