DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $7 MILLION AND ABOVE

AIR FORCE

Cherokee Nation Aerospace and Defense, Stilwell, Oklahoma, has been awarded a $403,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for F-16 Systems Program Office support at Hill Air Force Base, Utah. The contractor will provide F-16 service life extension program kits for the F-16 fleet. Work will be performed in Stilwell, Oklahoma, and is expected to be complete by May 31, 2029.  This award is the result of a competitive, small business acquisition. Procurement funds in the amount of $1,211,476 are being obligated at the time of award. Air Force Life Cycle Management Center, Hill AFB, Utah, is the contracting activity (FA8232-18-D-0001).

LinQuest Corp., Los Angeles, California, has been awarded a $37,149,798 modification (P00078) to contract FA8808-13-C-0009 for systems engineering and integration support to the Military Satellite Communications (MILSATCOM) Systems Directorate. The contract modification is to provide support for MILSATCOM’s emerging programs.  Work will be performed in Los Angeles, and is expected to be completed by June 30, 2019. Fiscal 2018 research and development; operations and maintenance; and space procurement funds in the amount of $17,990,676 will be obligated at the time of award. Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity.

Altamira Technologies Corp., McLean, Virginia, has been award a $24,634,635 cost-plus-fixed-fee completion contract for research and development.  The contract will provide cutting-edge research and development of radio frequency (RF) systems and sub-system technology concepts, to provide next-generation RF sensing technologies to external customers and the warfighter.  Work will be performed in McLean, Virginia; Fairborn, Ohio; and Wright-Patterson Air Force Base, Ohio, with an expected completion date of June 29, 2023. This award is the result of a competitive acquisition, and four offers were received. Fiscal 2018 research and development funds in the amount of $200,000 are being obligated at the time of award. Air Force Research Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity (FA8650-18-C-1055).

Cyber Defense Information Assurance, Round Rock, Texas, has been awarded a $12,150,174 modification (P00010) to contract FA8773-15-C-0045 for Air Force enterprise-level network management, optimized communications and defensive measures at Air Force information network gateways. Work will be performed at Maxwell Gunter Air Force Base, Alabama, and is expected to be complete by July 8, 2018. Fiscal 2018 operations and maintenance funds in the amount of $9,100,130 are being obligated at the time of award. The 38th Contracting Squadron, Tinker Air Force Base, Oklahoma, is the contracting activity.

Lockheed Martin Aeronautics Corp., Marietta, Georgia, has been awarded an $86,798,783 five-year contract order (FA8553-17-F-0020-PZ0001) under the basic indefinite-delivery/indefinite-quantity contract (FA8553-17-D-0004) for support to the Iraqi Air Force. The support will include contractor logistics support, technical assistance and logistics, to include aircraft and aerospace ground equipment, spares, repairs and familiarization training on their six C-130J aircraft.  Work will be performed at Martyr Mohammed Ala Air Base, Iraq, and is expected to be completed by June 30, 2022. Foreign military sales funds in the amount of $16,648,642 are being obligated at the time of award. The overall value of the contract is set at a ceiling value of $100,000,000. This contract order is the result of a sole-source acquisition. Air Force Life Cycle Management, Robins Air Force Base, Georgia, is the contracting activity.

NAVY

Advanced Technology International (ATI), Summerville, South Carolina, is awarded a $100,000,000 expenditure-based other transaction agreement (OTA) for an information warfare research project.  Work will be performed in Summerville, South Carolina, and other various places depending on the award of prototype project awards (PPAs). Work on this contract has an expiration date of June 2021.  No funds are being obligated at the time of award.  Contract is incrementally funded. Fiscal 2018 research, development, test and evaluations funds will be placed on the PPAs that will be placed under the OTA.  Contract funds will not expire at the end of the current fiscal year.  This contract was competitively procured via a Program Announcement, with six offers received.  Space and Naval Warfare Systems Center Atlantic, North Charleston, South Carolina, is the contracting activity (N65236-18-9-0001).

Raytheon Co., Tucson, Arizona, is awarded a $29,688,168 cost-plus-fixed-fee contract for the Low Cost UAV Swarming Technology (LOCUST) Innovative Naval Prototype (INP).  Work will be performed in Tucson, Arizona, and work is expected to be completed by Jan. 25, 2020.  Fiscal 2018 research, development, test and evaluation (Navy) funds in the amount of $7,129,599 will be obligated at the time of award.  No funds will expire at end of current year.   This contract was competitively procured under N00014-18-S-B001 entitled, Long-range broad agency announcement (BAA) for Navy and Marine Corps Science and Technology.  Since proposals will be received throughout the year under the long-range BAA, the number of proposals received in response to the solicitation is unknown.  The Office of Naval Research. Arlington, Virginia, is the contracting activity (N00014-18-C-1020).

Acosta Inc., Jacksonville, Florida, is being awarded $18,100,000 for an indefinite-delivery requirements contract that includes provisions for economic price adjustment to acquire commercially available items for authorized resale to include food, beverages, tobacco, and personal care items at various locations in support of the Navy Exchange Service Command Ships Store Program.  The contract includes a one-year base period and four 12-month option periods, with an option to extend services for a six-month ordering period pursuant to Federal Acquisition Regulation 52.217-8 which if exercised, will reach a total value of $99,550,000. Work will be performed in California (20 percent); Pacific Northwest (10 percent); Japan (10 percent); Hawaii (10 percent); Guam (10 percent); Virginia (10 percent); goods for export (10 percent); Florida (10 percent); and Diego Garcia (10 percent). The delivery period is expected to be completed by June 2019; if all options are exercised, work will be completed by December 2023. No funds will be obligated at the time of award, and funds will not expire at the end of the current fiscal year.  Working capital funds (Navy) appropriate for the fiscal year in which each task order is awarded will be obligated as individual task orders are issued.  The requirement was sole-sourced pursuant to Federal Acquisition Regulation Part 12 Acquisition of Commercial Items, Part 15 Contracting by Negotiation, and Subpart 16.5 Indefinite Delivery Contracts. Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department, Norfolk, Virginia, is the contracting activity (N00189-18-D-0035).

Armtec Countermeasures Co., Coachella, California, is awarded $9,072,512 for firm-fixed-price job order 0003 under a previously awarded contract (N00164-13-G-WR02) for airborne expendable infrared countermeasures.  Airborne expendable infrared countermeasures provide spectrally-tailored infrared signatures to defeat the discrimination logic of advanced missile seeker threats.  Work will be performed in Camden, Arkansas, and is expected to be completed by June 2019.  Fiscal 2018 procurement of ammunition (Navy and Marine Corps) funding in the amount of $9,072,512 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was not competitively procured, in accordance with 10 U.S. Code 2304(c)(1) – only one responsible source and no other supplies or services will satisfy agency requirements.  The Naval Surface Warfare Center, Crane Division, Crane, Indiana, is the contracting activity.

Bell Boeing Joint Program Office, Amarillo, Texas, is awarded $10,097,044 for modification P00006 to a previously issued delivery order (N001917F1011) placed against basic ordering agreement N00019-17-G-0002.  This modification provides for the procurement of software updates to address capability defect packages in support of the V-22 aircraft.  Work will be performed in Ridley Park, Pennsylvania (92 percent); and Fort Worth, Texas (8 percent), and is expected to be completed in August 2019.  Fiscal 2018 operation and maintenance (Navy) funds in the amount of $10,097,044 will be obligated at time of award, all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

ARMY

Talbert Manufacturing Inc.,* Rensselaer, Indiana, was awarded a $42,950,093 modification (P00004) to contract W56HZV-18-C-0004 to procure 443 M872A4 trailers and associated items. Work will be performed in Rensselaer, Indiana, with an estimated completion date of June 30, 2019. Fiscal 2016 and 2017 other procurement, Army funds in the amount of $42,950,093 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

Medico Industries Inc., Wilkes Barre, Pennsylvania, was awarded a $35,512,402 modification (P00024) to foreign military sales (Bosnia and Herzegovina and Lebanon) contract W15QKN-13-C-0050 for a total quantity of 85,251 120mm high explosive (HE); 184,519 120mm full range practice charge (FRPC); 23,187 120mm smoke shell bodies; and 120mm HE/FRPC fuze adapters to be integrated into the shell bodies. Work will be performed in Wilkes Barre, Pennsylvania, with an estimated completion date of July 31, 2020. Fiscal 2016, 2017 and 2018 other procurement, Army funds in the amount of $35,512,402 were obligated at the time of the award. U.S. Army Contracting Command, Picatinny Arsenal, New Jersey, is the contracting activity.

Oasis Advanced Engineering Inc.,* Auburn Hills, Michigan, was awarded a $12,779,162 hybrid (cost-plus-fixed-fee and firm-fixed-price) contract for Stryker Maintenance Training System Phase V. Bids were solicited via the Internet with four received. Work will be performed in Fort Lee, Virginia, with an estimated completion date of Dec. 26, 2021. Fiscal 2016 other procurement, Army funds in the amount of $12,779,162 were obligated at the time of the award. U.S. Army Contracting Command, Orlando, Florida, is the contracting activity (W900KK-18-C-0049).

Olin Corp. – Winchester Division, East Alton, Illinois, was awarded an $8,129,222 modification (P00029) to contract W52P1J-16-C-0003 for 7.62mm small caliber cartridges. Work will be performed in Oxford, Mississippi, with an estimated completion date of Dec. 31, 2019. Fiscal 2016 and 2018 other procurement, Army funds in the amount of $8,129,222 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

L3 Technologies Inc., Salt Lake City, Utah, was awarded a $7,234,658 firm-fixed-price contract for the Remote Operated Video Enhanced Receiver hardware production. One bid was solicited with one bid received. Work locations and funding will be determined with each order, with an estimated completion date of June 29, 2021.
