DEFENSE LOGISTICS AGENCY

Fisher Scientific Co. LLC, Pittsburgh, Pennsylvania, has been awarded a maximum $312,500,000 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for laboratory supplies and wares.  This was a competitive acquisition with seven responses received.  This is a five-year contract with no option periods.  Location of performance is Texas and Pennsylvania, with a May 13, 2024, performance completion date.  Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies.  Type of appropriation is fiscal 2019 through 2024 defense working capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2DE-19-D-0007).

NAVY

Omnitec Solutions, Bethesda, Maryland, is awarded a $45,350,778 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract.  This contract provides support to improve acquisition program planning and execution of Naval Aviation and joint programs in support of Integrated Project Management (IPM).  Specific support to be provided includes strategic research and analysis, industry collaborative exchange, enculturation, strategic and operational implementation, supplier analysis and management, data collection and management, IPM, earned value management and integrated government scheduling.  Work will be performed in Patuxent River, Maryland (92 percent); Lakehurst, New Jersey (4 percent); and Orlando, Florida (4 percent), and is expected to be completed in June 2024.  No funds will be obligated at the time of this award.  Funds will be obligated on individual orders as they are issued.  This contract was competitively procured via an electronic request for proposal; four offers were received.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-19-D-0066).

CSRA LLC, Falls Church, Virginia, is awarded a $24,249,327 modification for the fixed-price cost-plus-fixed-fee portion of the previously awarded contract M67854-17-C-9000 to exercise Option Period Two to continue information support services for software development and maintenance of business mission area systems to include, but not limited to, personnel and financial accounting systems to support the mission of the Department of Defense.  Work will be performed in Kansas City, Missouri (80 percent); and Indianapolis, Indiana (20 percent), and is expected to be completed by May 14, 2020.  Fiscal 2019 operations and maintenance (Marine Corps) funds in the amount of $16,754,745 will be obligated at the time of award and funds will expire the end of the current fiscal year.  The base contract was competitively procured via Federal Business Opportunities website, with three offers received.  The contract option was evaluated as part of the competition of the original contract award.  The contract modification was prepared in accordance with Federal Acquisition Regulation 17.207.  The Marine Corps Systems Command, Quantico, Virginia, is the contracting activity (M67854-17-C-9000 P00009).

BAE Systems Land & Armaments L.P., Minneapolis, Minnesota, is awarded a $22,740,122 firm-fixed-price modification to previously awarded contract N00024-17-C-5375 for the production of three 57mm MK 110 Mod 0 gun mounts and associated hardware.  This contract modification will result in the production of three MK 110 Mod 0 gun mounts(GM).  The MK 110 GM consists of a 57mm gun, ammunition hoist, power distribution panel, muzzle velocity radar, barrel-mounted television camera and a ruggedized laptop computer gun control panel.  Work will be performed in Louisville, Kentucky, and is expected to be complete by January 2022.  Fiscal 2019 weapons procurement (Navy) funding in the amount of $22,740,122 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded an $18,472,006 cost-plus-fixed-fee modification to a previously awarded firm-fixed-price, fixed-price-incentive-firm, cost-sharing contract (N00019-16-C-0033).  This modification authorizes the procurement of Diminishing Manufacturing Sources redesign activities in support of the F-35 aircraft.  Work will be performed in Fort Worth, Texas, and is expected to be completed in January 2024.  Fiscal 2017 aircraft procurement Air Force funds in the amount of $7,385,847; fiscal 2018 aircraft procurement Navy funds in the amount of $7,385,846; and non-U.S. Department of Defense participant funds in the amount of $3,700,313 will be obligated at time of award, $7,385,847 of which will expire at the end of the current fiscal year.  This modification combines purchases in the amount of $18,472,006 for the Air Force; Navy, and non-U.S. DoD participants.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

The Boeing Co., Huntington Beach, California, is awarded a $15,054,330 firm-fixed-price modification to previously-awarded contract N00024-17-C-4108 to exercise options for production AN/USQ-82(V) Gigabit Ethernet Data Multiplex Systems and to procure corresponding spare parts.  This contract involves foreign military sales to Korea and Japan.  Work will be performed in Lemont Furnace, Pennsylvania (70 percent); Anaheim, California (19 percent); and Huntington Beach, California (11 percent), and is expected to be completed by October 2020.  Fiscal 2019 shipbuilding and conversion (Navy); fiscal 2019 other procurement (Navy); fiscal 2019 operations and maintenance (Navy); and Foreign Military Sales funding in the amount of $15,054,330 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

The Boeing Co., St. Louis, Missouri, is awarded a $10,870,386 modification (P00001) to a previously awarded cost-plus-fixed-fee contract (N00019-19-C-0016).  This modification provides for obsolescence redesign efforts in support of the production and delivery of Harpoon Block II Missiles for the government of Saudi Arabia.  Work will be performed in St. Charles, Missouri (48.49 percent); McKinney, Texas (11.9 percent); Pontiac, Michigan (10.03 percent); Gove, Oklahoma (6.76 percent); Middletown, Connecticut (6.5 percent); Lititz, Pennsylvania (4.62 percent); Galena, Kansas (2.6 percent); Lancaster, Pennsylvania (1.62 percent); Newtown, Pennsylvania (1.27 percent); and various locations within the continental U.S. (6.21 percent), and is expected to be completed in August 2019.  Foreign Military Sales funds in the amount of $10,870,386 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

DEFENSE INFORMATION SYSTEMS AGENCY

General Dynamics Mission Systems Inc., Scottsdale, Arizona, was awarded a sole-source, firm-fixed-price, indefinite-delivery/indefinite-quantity contract (HC1013-19-D-0004) with the Defense Information Systems Agency (DISA).  This contract will provide enhanced mobile satellite services secure voice equipment.  The cumulative face value of this action is $32,600,000.  Performance will be at the contractor’s facility.  In accordance with the pre-solicitation notice posted to FedBizOpps on Sept. 10, 2018, a proposal was solicited directly from General Dynamics Mission Systems Inc., on a sole-source basis under the statutory authority of 10 U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.  The period of performance is 12 months, or May 14, 2019, through May 13, 2020, with four 12-month option periods.  The DISA/Defense Information Technology Contracting Organization, Scott Air Force Base, Illinois, is the contracting activity (HC1013-19-D-0004).

ARMY

Clark Construction Group LLC, Bethesda, Maryland, was awarded a $17,843,472 modification (P00018) to contract W912DR-16-C-0013 to design and build a multi-story office building.  Work will be performed in Fort Meade, Maryland, with an estimated completion date of December 30, 2020.  Fiscal 2014 and 2018 military construction funds in the amount of $17,843,472 were obligated at the time of the award.  U.S. Army Corps of Engineers, Baltimore, Maryland, is the contracting activity.

Culmen International LLC, Alexandria, Virginia, was awarded a $12,476,716 firm-fixed-price contract for acquisition program management and planning support.  One bid was solicited with one bid received.  Work locations and funding will be determined with each order, with an estimated completion date of May 13, 2024.  U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W911QY-19-D-0042).

Integration Innovation Inc., Huntsville, Alabama, was awarded a $7,559,067 modification (0001 10) to Foreign Military Sales (Egypt, Greece, United Kingdom, United Arab Emirates, India, Indonesia, Israel, Japan, Kuwait, Netherlands, Qatar, Saudi Arabia, Singapore, Republic of Korea, and Taiwan) contract W31P4Q-18-A-0089 for technical support services.  Work will be performed in Huntsville, Alabama, with an estimated completion date of May 13, 2020.  Fiscal 2019 Foreign Military Sales funds in the amount of $7,559,067 were obligated at the time of the award.  U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.
