This week Fairfax, VA based Salient CRGT announced that it was awarded a $39.4 million prime contract with the Office of Personnel Management (OPM).

Salient CRGT, a leading technology firm that provides health, data analytics, cloud, agile software development, mobility, cybersecurity, and infrastructure solutions, has 22 offices – including its Fairfax headquarters – with personnel in more than 270 global locations. The company was created in September 2015 following the merger of Salient Federal Solutions and CRGT. In 2017 Salient CRGT purchased Springfield-based Information Innovators Inc. In addition to OPM, the company’s client base includes the Patent and Trademark Office, the Department of Defense and the Department of Homeland Security.

The newly announced prime contract is to provide Application Services including requirements analysis, development support, operational support, integration and customization of application components COTS product integration, and cyber security/information assurance support for OPM’s National Background Investigations Bureau (NBIB) Information Technology Program Management Office (ITPMO) Case Processing Branch (CPB).

PIPS: Powering Your Security Clearance Background Investigation

ITPMO CPB is the office responsible for the development, enhancement, maintenance, and production support of OPM’s Personal Investigation Processing System (PIPS), which supports the background investigations process end-to-end. PIPS accepts the subject-entered data from e-QIP, scopes investigative leads, distributes work to field investigators, provides automated National Agency Checks such as fingerprint searches to the FBI, supports review of cases, closes cases, and delivers closed cases, as well as advance products to the agencies.

“Our support and expertise allow the OPM NBIB ITPMO to provide ongoing Development and Operations support to maintain the core system used to support Background Investigation activities required for clearance processing by numerous federal government agencies,” said Tom Ferrando, Salient CRGT CEO, via a statement.

“Central to this experience is our 19-year relationship providing systems engineering and integration support for the OPM National Background Investigations Bureau (NBIB) IT PMO and Personnel Investigations Processing System (PIPS), which processes more than 90% of all federal background investigations today,” added Ferrando.

The announcement of Salient CRGT’s new contract comes just following the June 24 deadline for OPM and DoD to finalize plans to transfer thousands of employees and contractors to the Department of Defense (DoD) under an executive order signed by President Donald Trump.

The EO also gave DSS a new name – the Defense Counterintelligence and Security Agency – and it was tasked to take over all background investigations work this coming autumn. The transfer 3,300 OPM employees and 6,000 contractors to the DoD is on track for completion, and October 1, both investigators – and PIPS – will make the move to DCSA.
