Defense contracts valued at $7 million and above

AIR FORCE

Healtheon Inc., New Orleans, Louisiana (FA9101-22-D-B001); Turner Construction Co., Huntsville, Alabama (FA9101-22-D-B002); Burns & McDonnell Engineering Company Inc., Kansas City, Missouri (FA9101-22-D-B003); and Federal Inc., Chicago, Illinois (FA9101-22-D-B004), have been awarded a $300,000,000 ceiling, indefinite-delivery indefinite-quantity, firm-fixed-price contract for Facilities Acquisitions for Restoration and Modernization II. These provide for mechanical, electrical, instrumentation, data systems, and controls and/or design-build projects for military ground testing facilities. Work will be performed at Arnold Engineering Development Complex, Eglin Air Force Base, Florida, and several geographically separated units, and is expected to be completed by March 7, 2027. This award is the result of a competitive acquisition and eight offers were received. Fiscal 2021 research, development, test, and evaluation funds in the amount of $1,514,195 are being obligated at the time of award. Air Force Test Center, Arnold AFB, Tennessee, is the contracting activity.

KOMAN Integrated Solutions LLC, Anchorage, Alaska, has been awarded a $29,500,000 indefinite-delivery/indefinite-quantity, firm fixed-price contract for demolition and abatement services. This contract provides for flooring installation/removal at Edwards Air Force Base, California. Work is expected to be completed by March 8, 2027. This award is the result of a non-competitive 8(a) direct award. Fiscal 2022 operations and maintenance funds in the amount of $47,380 are being obligated at the time of award.  Air Force Test Center, Edwards Air Force Base, California, is the contracting activity (FA9301-22-D-0006).

ARMY

Advanced Technology Leaders Inc.,* Martinez, Georgia, was awarded a $65,000,000 firm-fixed-price contract for procurement of non-personal services to provide cyber experimentation support. Bids were solicited via the internet with nine received. Work locations and funding will be determined with each order, with an estimated completion date of March 31, 2027. U.S. Army Field Directorate Office, Fort Eustis, Virginia, is the contracting activity (W91249-22-D-0011).

Olsson Industrial Electric Inc., Springfield, Oregon, was awarded a $7,584,293 firm-fixed-price contract to replace switchgears, transformers, electric wiring and equipment. Bids were solicited via the internet with four received. Work will be performed in Sweet Home, Oregon, with an estimated completion date of Oct. 1, 2023. Fiscal 2022 civil construction funds in the amount of $3,659,795 were obligated at the time of the award. U.S. Army Corps of Engineers, Portland, Oregon, is the contracting activity (W9127N-22-C-0007).

NAVY

HDT Expeditionary Systems Inc., Solon, Ohio, is awarded a $24,499,953 firm-fixed-price, indefinite-delivery/indefinite-quantity contract. This contract procures up to 51 electric powered Shipboard Variant Air Conditioners A/M32C-27 and 30 diesel/electric powered land-based Variant Air Conditioners A/M32C-26 that supply conditioned air during maintenance of various Navy and Marine Corps aircraft. Work will be performed in Florence, Kentucky, and is expected to be completed in March 2024.  No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was not competitively procured pursuant to Defense Federal Acquisition Regulation 6.302-1. The Naval Air Warfare Center, Lakehurst, New Jersey, is the contracting activity (N6833522D0015).

AECOM Technical Services Inc., Los Angeles, California, is awarded a $19,320,198 cost-plus-award-fee contract task order (N6274222F0122) for Red Hill drinking water monitoring at Joint Base Pearl Harbor-Hickam, Hawaii. The work to be performed provides for, but is not limited to, drinking water sampling services as part of the drinking water long-term monitoring related to the ongoing emergency petroleum contamination, which is currently being addressed in the Red Hill Pumping Station. The maximum dollar value is $19,320,198. Work will be performed at Oahu, Hawaii, and is expected to be completed by March 2023. Fiscal 2022 operation and maintenance (Navy) funds in the amount of $19,320,198 will be obligated at time of award, and will not expire at the end of the current fiscal year. The Naval Facilities Engineering Systems Command Pacific, Joint Base Pearl Harbor-Hickam, Oahu, Hawaii, is the contracting activity (N62742-17-D-1800).

Raytheon Intelligence and Space, El Segundo, California, is awarded a $13,583,743 cost-plus-fixed-fee, cost reimbursable, indefinite-delivery/indefinite-quantity contract. This contract provides test, evaluation and systems engineering support, to include mission planning, test plans and procedures, mission conduct and data collection, real-time range safety mission support, mission data analyses and reporting, operations research support, and technical management support for the Missile Defense Agency/AEGIS Ballistic Missile Defense Program. Work will be performed in San Diego, California (80%); Point Mugu, California (6%); Barking Sands, Kauai, Hawaii (6%); White Sands Missile Range, New Mexico (6%); and various locations within the continental U.S. (2%), and is expected to be completed in March 2026. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued.  This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1). The Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity (N6893622D0024).
