DEFENSE LOGISTICS AGENCY

US Foods Kansas City, Topeka, Kansas, has been awarded a maximum $54,250,000 fixed-price with economic-price-adjustment, indefinite-quantity contract for full-line food distribution. This was a competitive acquisition with two responses received. This is a five-year contract with no option periods. Location of performance is Kansas, with an April 3, 2027, ordering period end date. Using military services are Air Force and Army. Type of appropriation is fiscal 2022 through 2027 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-22-D-3335).

NAVY

HHM Laulima Constructors JV, Honolulu, Hawaii, is awarded a $30,570,000 firm-fixed-price task order (N6247822F4124) for repair to the primary and secondary clarifiers at the Naval Facilities Engineering Systems Command (NAVFAC) Hawaii wastewater treatment plant at Joint Base Pearl Harbor-Hickam, Hawaii. The work to be performed provides for removal and replacement of existing primary and secondary clarifier assemblies and scum pumps; repair the concrete spalls and epoxy coat the clarifier walls and surfaces; replace the existing sludge pumps, piping, valves, appurtenances, controls, and mechanical ventilation systems; and install programmable logic controller and supervisory control and data acquisition systems for the clarifier equipment. Work will be performed at Oahu, Hawaii, and is expected to be completed by March 2024. Fiscal 2022 operation and maintenance (Navy) funds in the amount of $30,570,000 will be obligated at time of award, and funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Procurement Integrated Enterprise Environment website, with five offers received. Martin Defense Group LLC,* Honolulu, Hawaii, is awarded a $14,967,196 cost-plus-fixed-fee contract for the development of an Amphibious Vehicle for Unmanned Surface Mobility (AVUSM). This contract provides for technology development and maturation with the objective of transitioning the technology /capability to Navy and/or Marine Corps acquisition programs. The AVUSM system provides the capability of autonomously delivering a lay-flat fuel line hose from a floating embarkment platform, through the surf-zone, to above a high water mark line for fuel delivery in support of Expeditionary Advanced Base Operations. This is also known as a Reach-to-the-Beach capability. Work will be performed in Honolulu, Hawaii, and is expected to be completed by April 5, 2025. The maximum dollar value, including a 36-month base period, one 12-month option period and one 36-month option period that, if exercised, can run concurrent with the base, is $14,967,196. Fiscal 2022 research, development, test and evaluation (Navy) funds in the amount of $285,001 are obligated at time of award. No funds will expire at the end of the current fiscal year. This contract was competitively procured under the (N00014-22-S-B001), Office of Naval Research long range broad agency announcement (BAA) for Navy and Marine Corps science and technology. Since proposals are received throughout the year under the long range BAA, the number of proposals received in response to the solicitation is unknown. ARMY

Pine Bluff Sand and Gravel Co., White Hall, Arkansas, was awarded a $9,630,900 firm-fixed-price contract for stone paving and stone repairs along the banks of the Mississippi River. Bids were solicited via the internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 30, 2022. U.S. Army Corps of Engineers, New Orleans, Louisiana, is the contracting activity (W912P8-22-F-0066).

AIR FORCE

Serco Inc., Herndon, Virginia, has been awarded an $8,521,596, option modification to a previously awarded firm-fixed-price contract. This contract provides operations and maintenance support for the Ground-based Electro-optical Deep Space Surveillance System located in Socorro, New Mexico; Diego Garcia, British Indian Ocean Territory; and Maui, Hawaii. The option is funded with fiscal 2022 operations and maintenance funds. Total contract value is $61,716,063. The contracting activity is the Space Acquisition Management Delta, Peterson Air Force Station, Colorado (FA2517-20-C-0003). (Awarded April 4, 2022)
