Defense contracts valued at $7 million and Above

AIR FORCE

CACI INC.–FEDERAL, Chantilly, Virginia (FA564122D0001); and M.C. Dean Inc., Tysons, Virginia (FA564122D0002), have been awarded a $91,000,000 indefinite-delivery/indefinite-quantity, multiple award contract for U.S. European Command integrated base defense security systems. This contract provides for streamlined delivery of electronic security and emergency management deliverable products in the U.S. European Command area of responsibility. The product solutions will be provided to various locations throughout the U.S. European Command area of responsibility with delivery locations concentrated in Germany, United Kingdom, Italy, Portugal, Spain, Turkey, Belgium, and Kosovo. The initial three-year ordering period for the contract ends April 6, 2025, with four optional one-year ordering periods ending April 6, 2029, and potential performance through April 6, 2030. This award is the result of a competitive acquisition with three offers received. Fiscal 2022 operations and maintenance funds in the amount of $5,000 total will be obligated to the guaranteed minimum delivery orders, which will be issued concurrently with the basic contracts. Air Force Installation Contracting Command, 764th Enterprise Sourcing Squadron, Ramstein Air Base, Germany, is the contracting activity. (Awarded April 7, 2022)

NAVY

Bollinger Shipyards, Lockport, Louisiana, is awarded a $33,704,757 firm-fixed-price contract for construction of the multi-mission dry dock caissons at Portsmouth Naval Shipyard (PNSY). The work to be performed provides for two graving dock caissons at PNSY for Dry Dock #1N and Dry Dock #1W. Caisson construction includes steel fabrication, installation of mechanical and electrical systems, and a full testing program of the caissons and its interface with the newly constructed dry dock seats. The contract contains two unexercised options, which if exercised, would increase cumulative contract value to $33,747,000. The contract is incrementally funded with the first increment of $7,000,000 being allocated at the time of award. The second increment will be funded later in fiscal 2022 at $26,704,757.  Work will be performed in Kittery, Maine, and is expected to be completed by September 2025. Fiscal 2021 military construction (Navy) contract funds in the amount of $7,000,000 are obligated on this award and will not expire at the end of the current fiscal year. This contract was solicited via the beta.sam.gov website with two non-price proposals received. The Naval Facilities Engineering Systems Command Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-22-C-0010).

Sierra Nevada Corp., Sparks, Nevada, is awarded an $18,838,343 cost-plus-fixed-fee order (N0042122F0561) against a previously issued basic ordering agreement (N6833519G0013). This order provides for the Air Traffic Control and Landing Systems Divisions’ engineering analysis and technical expertise in support of resolution of the Navy Precision Approach and Landing Systems and Joint Precision Approach and Landing Systems issues designated in hardware and software trouble reports.  Work will be performed in Sparks, Nevada, and is expected to be completed in April 2025. Fiscal 2022 other procurement (Navy) funds in the amount of $25,000, none of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity.

Leidos Inc., Reston, Virginia, is awarded a $12,541,060 cost-plus-fixed-fee modification (P00001) to a previously awarded contract (N00014-22-C-1004) for the Marine Corps Warfighting Laboratory Autonomous Littoral Connector (ALC) project. The ALC project integrates autonomy onto connectors (vessels) to deliver equipment, fuel or supplies from ship-to-shore and throughout the littoral environment; improves autonomous beaching, well deck ops, payload integration; conducts an Amphibious Assault Direction System spiral; and adds autonomous navigation to multiple vessels. This modification provides for the execution of Option 7, Contract Line Item Number 0015, for an additional vessel (AV) and design, build and test of AV #1. Work will be performed in Reston, Virginia, and is expected to be completed by April 10, 2026. This action brings the cumulative value of the contract to $15,924,605. The total potential amount for the contract, including unexercised options, is $40,694,536. Fiscal 2021 research, development, test and evaluation (Navy) funds in the amount of $100,000 are obligated at time of award and will expire at the end of the current fiscal year. The Office of Naval Research, Arlington, Virginia, is the contracting activity.

Atlantic Diving Supply Inc.,* Virginia Beach, Virginia, is awarded an $11,159,678 firm-fixed-price modification to previously-awarded contract N61331-20-D-0006 for maritime armor systems, to support the Antiterrorism Afloat Equipage Program. Work will be performed in Virginia Beach, Virginia, and is expected to be completed by May 2023. If all options are exercised, then performance will be completed May 2025 and not exceed $19,329,230. No funding will be obligated at time of award. The Naval Surface Warfare Center Panama City Division, Panama City, Florida, is the contracting activity.

Point Blank Enterprises Inc., Pompano Beach, Florida, is awarded a $10,748,799 firm-fixed-price modification to previously awarded contract N61331-20-D-0008 for maritime armor systems, to support the Antiterrorism Afloat Equipage Program. Work will be performed in Pompano Beach, Florida, and is expected to be completed by May 2023. If all options are exercised, performance will be completed May 2025 and not exceed $18,130,269. No funding will be obligated at time of award. The Naval Surface Warfare Center Panama City Division, Panama City, Florida, is the contracting activity.

Slate Solutions LLC,* Davie, Florida, is awarded a $10,017,191 firm-fixed-priced modification to previously awarded contract (N61331-20-D-0009) for maritime armor systems, to support the Antiterrorism Afloat Equipage Program. Work will be performed in Pompano Beach, Florida, and is expected to be completed by May 2023. If all options are exercised, performance will be completed May 2025 and not exceed $17,348,059. No funding will be obligated at time of award. The Naval Surface Warfare Center Panama City Division, Panama City, Florida, is the contracting activity.
