Back in July, the U.S. Army had 50% of the DoD’s biggest contract awards. But in August, as we creep closer to the end of the fiscal year, the 10 largest contracts totaled $33,567,253,804, and there’s not an Army award in sight. Navy and the U.S. Transportation Command are the winners for the month. Navy has three awards over $11 billion, and USTRANSCOM is over $5 billion.
Top 10 Biggest DoD Contracts for August 2022
Here are the top 10 individual award contracts in August 2022, in order of contract dollar amount. In August, if the award amount wasn’t at least a billion, it didn’t make the cut.
1. August 12 (Navy, $7,630,940,571)
Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a not-to-exceed $7,630,940,571 firm-fixed-price, fixed-price incentive (firm target), undefinitized modification (P00016) to a previously awarded advanced acquisition contract (N0001920C0009). This modification increases the ceiling to procure 129 Lot 15 aircraft, as follows: 49 F-35A aircraft for the Air Force; three F-35B aircraft and 10 F-35C aircraft for the Marine Corps; 15 F-35C aircraft for the Navy; 32 F-35A aircraft and four F-35B aircraft for non-U.S Department of Defense (DOD) participants; and sixteen F-35A aircraft for Foreign Military Sales customers, as well as 69 shipsets of technical hardware. Work will be performed in Fort Worth, Texas (57%); El Segundo, California (14 %); Warton, United Kingdom (9%); Cameri, Italy (4%); Orlando, Florida (4%); Nashua, New Hampshire (3%); Baltimore, Maryland (3%); San Diego, California (2%); Nagoya, Japan (2%); and various locations outside the continental U.S. (2%), and is expected to be completed in October 2024. Fiscal 2021 aircraft procurement (Air Force) funds in the amount of $2,162,537,083; fiscal 2021 aircraft procurement (Navy) funds in the amount of $1,538,490,483; fiscal 2020 aircraft procurement (Air Force) funds in the amount of $54,747,445; fiscal 2020 aircraft procurement (Navy) funds in the amount of $32,338,565; FMS funds in the mount of $693,338,015; and non U.S. DOD participant funds in the amount of $682,929,685 will be obligated at the time of award, $87,086,010 of which will expire at the end of the current fiscal year. 2. August 30 (Air Force, $5,712,635,494)
CACI NSS LLC, Chantilly, Virginia, has been awarded a $5,712,635,494 blanket purchase agreement (BPA) for Enterprise Information Technology as a Service (EITaaS) Wave 1. This BPA provides enterprise IT services. CACI NSS LLC is the contractor team arrangement (CTA) team lead and will provide EITaaS Wave 1 services with CTA members Bowhead Logistics Management LLC,* Springfield, Virginia; Cartridge Technologies LLC,* Rockville, Maryland; InSequence Inc.,* Herndon, Virginia; Cask NX LLC,** San Diego, California; CDIT LLC,** Slidell, Louisiana; Vision Information Technology Consultants LLC,** San Antonio, Texas; Oneida Technical Solutions LLC,** Oneida, New York; Enhanced Veterans Solutions Inc.,*** Fairfax, Virginia; and Expansia Group LLC,*** Nashua, New Hampshire. Work will predominantly be performed in Chantilly, Virginia, with additional locations depending on individual BPA order requirements, and is expected to be completed by Aug. 29, 2032. This award is the result of a competitive acquisition with four quotations received. Fiscal 2022 operations and maintenance funds in the amount of $16,019,340 are being obligated at the time of award. 3. August 30 (Missile Defense Agency, $5,021,000,000)
The Boeing Co., Huntsville, Alabama, is being awarded an indefinite-delivery/indefinite-quantity contract with a maximum dollar amount of $5,021,000,000. Under this new contract, the system integration, test, and readiness (SITR) contractor is responsible for overall Ground-Based Midcourse Defense (GMD) Element engineering, integration including physical and logical integration of the GMD Element and components and GMD integration with the Missile Defense System; and planning, and execution of all necessary testing to verify overall requirements compliance. In addition, SITR is responsible for day-to-day systems operations and readiness, performs routine maintenance functions, performs analysis related to GMD Element health and availability, and executes failure/fault checklists, as appropriate. A task order in the amount of $506,670,786 is being issued at this time. The work will be performed primarily in Huntsville, Alabama. The ordering period is from Sept. 1, 2022, through Aug. 31, 2027. This contract was competitively procured via publication on the government-wide Point of Entry website with three proposals received. Fiscal 2022 research, development, test and evaluation funds in the amount of $4,548,306 are being obligated on this award. 4. August 22 (Navy, $4,396,000,000)
The Johns Hopkins University Applied Physics Laboratory, Laurel, Maryland, is awarded a $4,396,000,000 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for research, development, engineering, and test and evaluation for programs throughout the Department of Defense within its core competency areas including strategic systems test and evaluation; submarine security and survivability; space science and engineering; combat systems and guided missiles; air and missile defense and power projection; information technology, simulation, modeling, and operations analysis; and mission related research, development, test and evaluation. This contract includes options which, if exercised, would bring the cumulative value of this contract to $10,600,000,000. Work will be performed in Laurel, Maryland, and is expected to be completed by August 2027. If all options are exercised, work will continue through August 2032. Fiscal 2022 research, development, test and evaluation (Navy) funds in the amount of $6,803,376 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(3)(B), as implemented in Defense Federal Acquisition Regulation 6.302-3 — industrial mobilization; engineering, developmental, or research capability; or expert services. 5. August 1 (U.S. Special Operations Command, $3,000,000,0000)
L3 Communications Integrated Systems, Greenville, Texas, was awarded an indefinite-delivery/indefinite-quantity contract (FA8637-22-D-B001) in the amount of $3,000,000,000 (maximum ceiling value) in support of Armed Overwatch. Research, development, test, and evaluation; and procurement funds in the amount of $170,000,000 were obligated at time of the award. Armed Overwatch will provide Special Operations Forces deployable, affordable, and sustainable crewed aircraft systems fulfilling close air support, precision strike, and armed intelligence, surveillance and reconnaissance, requirements in austere and permissive environments for use in irregular warfare operations in support of the National Defense Strategy. The contract will be a mixture of firm-fixed-price, cost-plus-fixed-fee, time and materials, and cost reimbursement no-fee for the procurement of up to 75 aircraft, training systems, mission planning systems, support equipment, spares, and logistics support, with a period of performance from July 2022 to July 2029, including all options. The majority of the work will be done in Greenville, Texas. This action is a follow-on production contract in accordance with 10 U.S. Code 4022(f) authorized or required by statute. The Boeing Co., Defense, Space & Security, Seattle, Washington, has been awarded a $2,214,952,163 modification (P00215) to contract FA8625-11-C-6600 for KC-46A Air Force Production Lot 8 aircraft, subscriptions and licenses. The contract modification provides for the exercise of an option for an additional quantity of 15 KC-46A aircraft, data, subscriptions and licenses being produced under the basic contract. Work will be performed in Seattle, Washington, and is expected to be completed by Nov. 30, 2025. Fiscal 2021 aircraft procurement funds in the amount of $147,540,041; and fiscal 2022 aircraft procurement funds in the amount of $2,065,560,574 are being obligated at the time of award. Lumen Technologies Government Solutions Inc., Herndon, Virginia, was awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity contract with a maximum ceiling amount of $1,500,000,000, for Indo-Pacific Transport Services, to provide end-to-end transmission services and capabilities essential to the Defense Information System Network (DISN) Indo-Pacific, the Department of Defense’s consolidated enterprise level telecommunications infrastructure for the U.S. Indo-Pacific Command area of responsibility, to include Alaska. The contract consists of a 10-year performance period; individual orders will be funded by the Defense Working Capital Fund. Proposals were solicited via SAM.gov and three offers were received. Rolls-Royce Corp., Indianapolis, Indiana, is awarded a $1,013,571,576 firm-fixed-price, indefinite-delivery, requirements contract. This contract provides intermediate, depot-level maintenance and related logistics support for approximately 210 in-service T-45 F405-RR-401 Adour engines in support of the Navy. Work will be performed in Meridian, Mississippi (47%); Kingsville, Texas (46%); Pensacola, Florida (6%); and Patuxent River, Maryland (1%), and is expected to be completed in July 2027. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued.
