Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a not-to-exceed $1,051,400,000 fixed-price incentive (firm-target), undefinitized advanced acquisition contract. This contract procures long lead time materials, parts, components, and efforts necessary to maintain on-time production and delivery of 118 Lot 18 aircraft F-35 aircraft for the Air Force, Marine Corps, Navy, non-U.S Department of Defense (DOD) participants, and Foreign Military Sales (FMS) customers. Work will be performed in Fort Worth, Texas (57%); El Segundo, California (14%); Warton, United Kingdom (9%); Cameri, Italy (4%); Orlando, Florida (4%); Nashua, New Hampshire (3%); Baltimore, Maryland (3%); San Diego, California (2%); Nagoya, Japan (2%); and various locations outside the continental U.S. (2%), and is expected to be completed in January 2024. Fiscal 2023 aircraft procurement (Air Force) funds in the amount of $172,000,000; fiscal 2023 aircraft procurement (Navy) funds in the amount of $289,000,000; FMS customer funds in the amount of $427,200,000; and non-U.S. DOD funds in the amount of $163,200,000 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. The Applied Research Laboratory, The Pennsylvania State University (ARL/PSU), University Park, Pennsylvania, is awarded a $734,972,174 cost-plus-fixed-fee modification to previously awarded contract N00024-18-D-6401 to exercise an option for research, development, engineering, and test and evaluation in support of programs throughout the Department of Defense (DOD) within its core competency areas including: (1) Guidance, navigation and control of undersea systems; (2) Advanced thermal propulsion concepts and systems for undersea vehicles; (3) Advanced propulsors and other fluid machinery for marine systems; (4) Materials technology and manufacturing technology to meet the unique requirements of Naval systems and components; (5) Atmosphere and defense communications systems research that supports and complements maintained capabilities; and (6) Mission related and public service oriented research, technology developments, test evaluation and systems analysis required to provide a quick response to rapidly evolving DOD and other government agency requirements.  Work will be performed in University Park, Pennsylvania and is expected to be completed by February 2028. Funds of multiple different appropriation types and years from program offices and agencies throughout the DOD may be obligated on individual task orders for efforts that fall within the core competency areas. AgustaWestland Philadelphia Corp., Philadelphia, Pennsylvania, is awarded a $110,590,500 firm-fixed-price modification (P00022) to a previously awarded contract (N6134020C0007). This modification exercises an option for the production and delivery of 26 TH-73A Lot IV aircraft and related data in support of the Advanced Helicopter Training System program for the Navy. Work will be performed in Philadelphia, Pennsylvania (80%); Mineral Wells, Texas (5%); and various locations outside the continental U.S. (15%), and is expected to be completed in December 2024. Fiscal 2023 aircraft procurement (Navy) funds in the amount of $110,590,500 will be obligated at time of award, none of which will expire at the end of the current fiscal year. Rolls-Royce Corp., Indianapolis, Indiana, is awarded a $74,695,424 firm-fixed-price contract. This contract procures 28 V-22 AE1107C engines (24 for production aircraft and 4 spare engines) in support of the V-22 Osprey for the Navy and Marine Corps. Work will be performed in Indianapolis, Indiana, and is expected to be completed in December 2023. Fiscal 2022 aircraft procurement (Navy) funds in the amount of $74,695,424 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Lockheed Martin Corp., Owego, New York, is awarded a $43,420,087 firm-fixed-price modification (P00002) to an order (N0001922F2291) against a previously issued basic ordering agreement (N0001921G0017). This modification exercises options for the production and delivery of one MH-60R aircraft, and to procure one Australia unique modification kit in support of modifying the MH-60R aircraft from standard Foreign Military Sales configuration to a unique configuration for the Commonwealth of Australia. Work will be performed in Owego, New York (52%); Stratford, Connecticut (40%); and Troy, Alabama (8%), and is expected to be completed in May 2026. Foreign Military Sales customer funds in the amount of $43,420,087 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Amentum Services Inc., Germantown, Maryland, is awarded a $27,072,000 cost-plus-incentive-fee modification under previously awarded contract N62742-17-C-3570 to exercise Option Period Six for various support services to Department of Defense components in the Naval Facilities Engineering Systems Command Pacific area of responsibility. This award brings the total cumulative contract value to $186,070,367. Work will be performed in Papua New Guinea (19%); Timor (18%); Palau (18%); Northern Mariana Islands (16%); Philippines (14%); Federated States of Micronesia (12%), and various other locations in South Asia, Southeast Asia, and Oceania (3%), and is expected to be completed by December 2023. Fiscal 2023 operation and maintenance (Navy) funds in the amount of $3,750,000 will be obligated at time of award and will expire at the end of the current fiscal year. Bell Textron Inc., Fort Worth, Texas, is awarded a $19,593,371 cost-plus-fixed-fee modification (P00002) to an order (N0001922F0974) against a previously issued basic ordering agreement (N0001921G0012). This modification exercises an option to provide engineering and logistics support in support of UH-1Y and AH-1Z aircraft sustainment for the Marine Corps, as well as UH-1Y and AH-1Z production aircraft for the government of the Czech Republic. Northrop Grumman Systems Corp., Rolling Meadows, Illinois, is awarded a $12,398,352 cost-plus-fixed-fee order (N0001923F0103) against a previously issued basic ordering agreement (N0001920G0005). This order provides non-recurring engineering in support of software modifications to correct software trouble reports identified by the Navy, Marine Corps, and Air Force aircrews and the test community for the Department of the Navy Large Aircraft Infrared Countermeasures AN/AAQ-24 system. Work will be performed in Rolling Meadows, Illinois, and is expected to be completed in April 2025. Health Net Federal Services LLC, Sacramento, California, is awarded a $70,560,961 modification to previously awarded, cost-plus-fixed-fee T2017 TRICARE Managed Care Support Services Contract, West Region HT9402-16-C-0002. This modification definitizes change order P00405 (CONREQ20598), Change 85 of the TRICARE Operations Manual, and Change 47 of the TRICARE Systems Manual, titled “Autism Care Demonstration (ACD) Comprehensive Revisions,” which allows clinically necessary and appropriate applied behavior analysis services for TRICARE eligible beneficiaries diagnosed with Autism Spectrum Disorder (ASD). The ACD comprehensive revisions in TOM85 and TSM47 significantly expand TRICARE services to beneficiaries diagnosed with ASD and their families, with a major emphasis on support to the family.  Health Net Federal Services provides ACD services within its healthcare provider network in the western region of the continental U.S.  The contract period of performance ends Dec. 31, 2024. General Electric Co., Lynn, Massachusetts, has been awarded a maximum $18,384,724 firm-fixed-price delivery order (SPRTA1-23-F-0034) against a five-year basic ordering agreement (SPE4A1-22-G-0010) for J85 aircraft engine compressor rotors. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1(a)(2). The delivery order completion date is July 1, 2024. Using military service is Air Force. Type of appropriation is fiscal 2023 defense working capital funds. AIR FORCE

Defense Engineering Corp., Beavercreek, Ohio, was awarded a $9,959,974 cost-plus-fixed-fee contract for research and development of the Sensors for Unrivaled Multi-Function Missions with Integrated Technologies. This contract provides for research and development of antennas, front-end and back-end hardware for multifunction radio frequency systems and to evaluate the performance of innovative antenna concepts identified by Air Force Research Laboratory with traditional and non-traditional experimentation and measurement techniques capable of comparing the innovative antennas with equivalent reference antennas. This contract includes systems engineering, research, development, experimentation, and demonstration of sensor system technologies covering a large portion of the radio frequency spectrum allowing for waveform agility and advanced signal processing techniques and coordination with agencies operating unmanned/attritable platforms. Work will be performed at Wright-Patterson Air Force Base, Ohio, and is expected to be completed by Feb. 27, 2026. The award is the result of the multi-spectral sensing technologies research and development broad agency announcement (BAA), solicitation number FA8650-21-S-1180.  This is two-step BAA and formal request for proposal was issued on Oct. 19, 2021. This contract was a sole source acquisition. Fiscal 2023, research and development funds in the amount of $10,000 are being obligated at time of award.
