AIR FORCE

AllSource Global Management LLC, Sierra Vista, Arizona (FA8224-23-D-0001); Filius Corp., San Jose, California (FA8224-23-D-0002); R2C LLC, Huntsville, Alabama (FA8224-23-D-0003); and SierTek Ltd., Beavercreek, Ohio (FA8224-23-D-0004), have been awarded an aggregate ceiling $90,000,000 firm-fixed-price, multiple award, indefinite-delivery/indefinite-quantity contract, for overhead production support to provide business and management, production operations and overhead services to support depot maintenance for the Ogden Air Logistics Complex and geographically separated units. Work will be performed at Hill Air Force Base, Utah; Davis-Monthan AFB, Arizona; and Randolph AFB, Texas. The work is expected to be completed by Jan. 17, 2030. The awards are the result of a competitive acquisition and six offers were received. Fiscal 2023 Consolidated Sustainment Activity Group maintenance funds in the amount of $2,000 ($500 per awardee), are being obligated at the time of award. The Air Force Sustainment Center, Hill AFB, Utah, is the contracting activity.

Lockheed Martin Aeronautics Co., Fort Worth, Texas, was awarded a $57,367,184 firm-fixed-price contract with a maximum time and material ceiling amount of $200,000 for F-16 Systems Program Office Foreign Military Sales (FMS) support. This contract involves FMS support to Romania Air Force (RoAF) and the requirement is for F-16 RoAF Peace Carpathian M6.6 Operational Flight Program and System upgrade. Work will be performed at Fort Worth, Texas; Greenville, South Carolina; and Romania, and is expected to be complete by Dec. 31, 2026. This contract was a sole source acquisition. FMS funds in the amount of $57,567,184 are being obligated at time of award. The Air Force Life Cycle Management Center, Hill Air Force Base, Utah, is the contracting activity (FA8232-23-C-0008). Flight Safety International Inc., Columbus, Ohio, has been awarded a $9,900,000 program ceiling, indefinite-delivery/indefinite-quantity contract for Israeli Air Force Gulfstream V initial pilot training, Gulfstream V recurrent pilot training, and Gulfstream 550 recurrent pilot training. This contract provides an operational capability for a follow-on request to conduct Simulator Flight Training services. This contract involves Foreign Military Sales (FMS) support to the Israeli Air Force. Work will be conducted in various U.S. locations, and is expected to be completed by June 30, 2028. This contract was a sole source acquisition. FMS funds in the amount of $2,500 are being obligated at time of award. The 338th Enterprise Sourcing Squadron, Joint Base San Antonio – Randolph AFB, Texas, is the contracting activity (FA3002-23-D-0007).

DEFENSE LOGISTICS AGENCY

Burlington Industries LLC, Greensboro, North Carolina, has been awarded a maximum $43,085,610 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for poly/wool cloth. This was a competitive acquisition with one response received. This is a three-year contract with no option periods. The ordering period end date is July 4, 2026. Using military service is Air Force. Type of appropriation is fiscal 2023 through 2025 defense working capital funds. Renzi Food Service, Watertown, New York, has been awarded a maximum $7,896,580 modification (P00001) exercising the first 18-month option period of a two-year base contract (SPE300-21-D-3319) with two 18-month option periods for full-line food distribution. This is a fixed-price with economic-price-adjustment, indefinite-quantity contract. The ordering period end date is Jan. 4, 2025. Using customers are Army, Air Force, Marine Corps, and Coast Guard. Type of appropriation is fiscal 2023 through 2025 defense working capital funds. The contracting agency is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-21-D-3319).

NAVY

Integration, Innovation Inc. (i3,) Huntsville, Alabama, was awarded a $24,500,000 indefinite-delivery/indefinite-quantity contract (N0017323D2005) for research and development support for Tactical Electronic Warfare Simulation. The contract does not include options and has a cumulative value of $24,500,000. A $9,827,810 cost-plus-fixed-fee task order was issued concurrently (N0017323F2036). Work will be performed at U.S. Naval Research Laboratory, Washington, D.C., and is expected to be completed by July 2028. Fiscal 2023 research, development, test and evaluation (Navy) funds in the amount of $225,000 were obligated at time of award and will not expire at the end of the current fiscal year. This contract was competitively procured with one offer received via Contract Opportunities on SAM.gov. The U.S. Naval Research Laboratory, Washington, D.C., is the contracting activity.

Coastal Enterprises of Jacksonville Inc., Jacksonville, North Carolina, was awarded a $14,339,395 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for custodial services for the Naval Medical Regional Trauma Center (NMRTC) at Marine Corps Base Camp Lejeune, North Carolina. The work to be performed provides for custodial services at the NMTRC, medical clinics, dental clinics, and Wounded Warriors complex. Work will be performed in Jacksonville, North Carolina. The maximum dollar value, including the base period and four option years, is $74,798,826. Fiscal 2023 operation and maintenance (Defense Health Agency) funds in the amount of $14,339,395 was obligated via recurring work task order issued at time of award and will expire at the end of the current fiscal year. These services were procured directly from the procurement list with AbilityOne under Federal Acquisition Regulations Part 8. The Naval Facilities Engineering Systems Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-23-D-0065). (Awarded June 30, 2023)

Mission Systems Davenport Inc., Davenport, Iowa, is awarded a $12,065,976 firm-fixed-price order (N0042123F0113) against a previously issued basic ordering agreement (N0042122G0101). This order provides non-recurring engineering in support of the redesign and upgrade of the existing On-Board Oxygen System GGU-12+ oxygen concentrator for the government of Australia F/A-18F program. Work will be performed in Davenport, Iowa, and is expected to be completed in November 2026. Foreign Military Sales customer funds in the amount of $12,065,976 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. The Naval Air Warfare Center, Aircraft Division, Patuxent River, Maryland, is the contracting activity.

L3Harris Global Communications Inc., Rochester, New York, was awarded a $10,424,820 firm-fixed-price contract for the delivery and support of communication and electronics equipment on behalf of the government of Indonesia. The work to be performed provides communication and electronics equipment and contractor engineering technical services as required by the government of Indonesia under Foreign Military Sales (FMS) Case ID-P-BAC. This work includes the contractor providing the government of Indonesia with multi-band radios, very high and ultra-frequency radios, high frequency radios, Battle Management Systems including vehicular, dismount and Rigid Hull Inflatable Boat, intercom systems, maintenance benches, accessories and spares. The work to be performed also includes engineering technical services, including integration and installation support, site surveys, operator training, diagnostics training, and network planning on behalf of the government of Indonesia. Work will be performed in Indonesia, with an expected completion date of Feb. 28, 2025. The maximum dollar value is $10,424,820. Fiscal 2023 FMS contract funds in the amount of $10,424,820 will not expire at the end of the current fiscal year. This contract was a sole source acquisition under Federal Acquisition Regulation 6.302-4. Marine Corps Systems Command, Quantico, Virginia, is the contracting activity (M67854-23-C-2003).

ARMY

CH2M Hill, Greenwood Village, Colorado, was awarded a $12,544,704 firm-fixed-price contract to design an aircraft beddown site. Bids were solicited via the internet with one received. Work will be performed in Greenwood Village, Colorado, with an estimated completion date of Dec. 6, 2024. Fiscal 2023 Foreign Military Sales (Israel) funds in the amount of $12,544,704 were obligated at the time of the award. U.S. Army Corps of Engineers, European District, is the contracting activity (W912GB-23-C-0014).

Maloof Weathertight Solutions LLC,* Warner Robins, Georgia, was awarded a $9,220,916 firm-fixed-price contract for roof replacement and repair. Bids were solicited via the internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of June 29, 2028. U.S. Army 419th Contracting Support Brigade, Fort Stewart, Georgia, is the contracting activity (W9124M-23-D-0003).

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

CORRECTION: The $15,272,429 modification (P00012) announced July 3, 2023, to Applied Physical Sciences Corp., Groton, Connecticut, to cost-plus-fixed-fee contract HR0011-20-C-0100 for Phase 3D of a research project for undersea sensing systems, was awarded today, July 5, 2023.
