The Department of Homeland Security (DHS) issued a final rule last month, altering the Homeland Security Acquisition Regulation (HSAR). The new rule adds requirements for DHS contractors to safeguard Controlled Unclassified Information (CUI) and report cyber incidents. It builds on an earlier 2017 proposal and updates an existing HSAR clause while creating two new ones. These changes impose more obligations on DHS contractors than those applied by the Department of Defense (DoD) and other agencies. Notably, the DHS contractors must now protect CUI using different security controls than those mandated by the DoD.
Layoffs: GKN Aerospace
St. Louis aerospace manufacturer is closing its doors, laying off over 700 workers. GKN Aerospace plans to close their Hazelwood plant on or before December 31, 2024. Their first wave of layoffs begin in August 25, impacting 715 employees next month and in October.
Hiring: Boeing
Boeing is investing $950,000 in scholarships for pilot training to grow and diversify talent required to meet significant long-term demand for commercial airplane pilots. Boeing is also donating $500,000 to fund 25 scholarships with five aviation organizations committed to developing future pilots.
“The demand for qualified and diverse pilots remains high at airlines worldwide. While becoming a pilot provides a lifelong career, access to training remains a barrier to entry for many,” said Ziad Ojakli, executive vice president of Government Operations at Boeing. “These organizations are helping the next generation of pilots realize their full potential while also showing communities that are historically underrepresented in the industry that a future in aviation is possible.”
Long-term demand for newly qualified aviation personnel remains strong. Boeing projects 602,000 new pilots will be needed to fly and maintain the global commercial fleet over the next 20 years. Boeing will release its latest Pilot and Technician Outlook on July 25.

Cyber Security Training and Consulting LLC launched a new metaverse platform focused on cybersecurity within the defense industrial base (DIB). They also announced the first of its kind cybersecurity conference to be held in the virtual venue. The new CMMC Metaverse provides an immersive educational and gaming experience that is uniquely focused on the new DoD Cybersecurity Maturity Model Certification (CMMC) program. CMMC MetaCon is a virtual conference to be held in the CMMC Metaverse on November 14.
