DEFENSE LOGISTICS AGENCY

American States Utility Services Inc., San Dimas, California, has been awarded a $348,993,609 fixed-price with economic-price-adjustment contract for the ownership, operation, and maintenance of water and wastewater utility systems at Naval Air Station Patuxent River, Maryland. This was a competitive acquisition with five responses received. This is a 50-year contract with no option periods. The performance completion date is Feb. 28, 2074. Using military service is Navy. Collins Aerospace, Windsor Locks, Connecticut, has been awarded a maximum $18,178,000 firm-fixed-price, one-time-buy for computer flight controls. This was a non-competitive acquisition using justification 10 U.S. Code 3204(a)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a one-year contract with no option periods. The performance completion date is Aug. 10, 2024. Using military service is Army. Type of appropriation is fiscal 2023 Army working capital funds. The contracting activity is Defense Logistics Agency Aviation, Redstone Arsenal, Alabama (SPRRA1-23-R-0005).

UPDATE: Altec Industries Inc., Birmingham, Alabama (SPE8EC-23-D-0014, $248,000,000), has been added as an awardee to the multiple award contract for trucks and trailers, issued against solicitation SPE8EC-21-R-0007 and awarded March 18, 2022.

CORRECTION: The contract announced on July 28, 2023, for General Dynamics Land Systems, Sterling Heights, Michigan (SPRDL1-23-D-0041) for $32,020,324 was announced with an incorrect award date. The correct award date is Aug. 14, 2023.

ARMY

Raytheon Land & Air Defense Systems, Tucson, Arizona, was awarded a $322,500,000 fixed-price-incentive contract to procure Tube-Launched, Optically-Tracked, Wireless-Guided 2B Missiles. Bids were solicited via the internet with one received. Work will be performed in Tucson, Arizona, with an estimated completion date of Sept. 30, 2026. Raytheon-Lockheed Martin Javelin JV, Tucson, Arizona, was awarded a $116,986,051 modification (P00095) to contract W31P4Q-19-C-0076 for lightweight command launch units. Work will be performed in Tucson, Arizona, with an estimated completion date of Nov. 30, 2026. Fiscal 2022 aircraft procurement, Army; and 2023 special funds in the amount of $116,986,051 were obligated at the time of the award. BAE Systems Ordnance Systems Inc., Radford, Virginia, was awarded a $37,169,655 modification (P00001) to contract W519TC-23-F-0174 for facility sustainment and recapitalization. Blue Oak Projects LLC, Winchester, Tennessee (FA910-23-D-B006); Ingenium-Spectrum SDVOSB JV II LLC, Oak Ridge, Tennessee (FA910-23-D-B007); LHH Construction Services Inc., Florence, Alabama (FA910-23-D-B008); and Bacik Group LLC, Pelham, Alabama (FA910-23-D-B009), have been awarded a five-year $99,000,000 ceiling indefinite-delivery/indefinite-quantity, firm-fixed-price contract for the Civil Engineering Building and Utilities Mechanical Program III at Arnold Air Force Base, Tennessee. These contracts provide for mechanical installation, minor construction, infrastructure sustainment; and maintenance and repair of heating ventilation, air conditioning systems, water systems (raw, potable, industrial, fire protection), steam systems, and fuel systems projects. Work will be performed at Arnold AFB, Tennessee, and is expected to be completed by Aug. 15, 2028. These contracts were the result of a competitive acquisition and four offers were received. Fiscal 2023 research, development, test, and evaluation funds in the amount of $705,653 are being obligated at time of award. Ohio Aerospace Institute, Cleveland, Ohio, has been awarded a $17,500,000 contract for aeroscience collaborative research and development. This contract provides for research and development projects applicable to vehicle aerodynamics across all speed regimes. Work will be performed in Cleveland, Ohio, and is expected to be completed by Aug. 13, 2032. This contract was a competitive acquisition and three offers were received. This contract provides for the development of infrared sensor technology. Work will be performed at Linthicum, Maryland, and is expected to be completed by Aug. 16, 2026. Marinette Marine Corp., Marinette, Wisconsin, is awarded an $80,267,282 cost-plus-fixed-fee and cost modification to previously awarded contract N00024-20-C-2300 to exercise options for engineering and class support requirements and to fund projects for the frigate surface combatant industrial base and workforce development in support of detail design and construction of the Constellation-class guided-missile frigate. Work will be performed in Marinette, Wisconsin (65%); Newport News, Virginia (13%); New York, New York (5%); Columbia, Maryland (5%); Philadelphia, Pennsylvania (5%); Ayer, Massachusetts (3%); Arlington, Virginia (3%); and other various locations (1%), and is expected to be completed by May 2034. American Petroleum Tankers LLC, Blue Bell, Pennsylvania, is being awarded an option (P00010) in the amount of $28,548,000 for contract N3220520C4105. The option is a firm-fixed-price contract with reimbursable elements to support a time charter of the U.S flagged vessel M/T Empire State supporting the Department of Defense’s bulk fuel movement requirements. This option is the third of the current contract. This contract includes a 12-month base period with three 12-month option periods and one 11-month option period, which, if exercised, would bring the cumulative value of this contract to $136,560,500. Work will be performed worldwide and is expected to be completed if all options are exercised, by July 23, 2025. Working capital funds (transportation) in the amount of $28,548,000 are obligated for fiscal 2023, and will expire at the end of the fiscal year. Boston Ship Repair,* Boston, Massachusetts, is awarded a $13,824,169 firm-fixed-price contract (N3220523C0190) for a 98-calendar day shipyard availability for a regular overhaul and dry docking of Military Sealift Command’s expeditionary fast transport USNS Burlington (T-EPF 10). This contract includes a base period and two unexercised options which, if exercised, would bring the cumulative value of this contract to $13,880,012. Work will be performed in Boston, Massachusetts, beginning Nov. 1, 2023, and is expected to be completed by Feb. 6, 2024. Working capital funds (Navy) in the amount of $13,824,169 are obligated for fiscal 2024, and will expire at the end of the fiscal year. This contract was a small business set-aside with proposals solicited via the Government Point of Entry website and four offers were received. Military Sealift Command, Norfolk, Virginia, is the contracting activity (N3220523C0190).

The Boeing Co., St. Louis, Missouri, is awarded a $12,815,681 firm-fixed-price order (N0001923F0267) against a previously issued basic ordering agreement (N0001921G0006). This order provides for the rework, repair, and overhaul of 16 Harpoon capsules and six all-up round encapsulated Harpoon missiles for the Navy. Work will be performed in St. Charles, Missouri (57%); and Burnley, Lancashire, England (43%), and is expected to be completed in September 2024. Fiscal 2023 operations and maintenance (Navy) funds in the amount of $12,815,681 will be obligated at the time of award, all of which will expire at the end of the current fiscal year. DEFENSE HEALTH AGENCY

Advancia Aeronautics LLC, Milwaukee, Wisconsin, is awarded a $63,959,630 firm-fixed-price contract (HT942523C0077) to provide budgeting, financial, accounting, property, system support, financial improvement, audit readiness, category management, business process re-engineering, and training support services, in support of the Defense Health Agency Office of the Comptroller to ensure the highest level of accuracy of the agency’s financial and accounting computation and uniform application of policies, procedures, and acceptable accounting standards to reflect the true financial reporting position to the Office of the Secretary of Defense. The award is the result of a non-competitive direct 8(a) acquisition. Fiscal 2023 Defense Health Program operation and maintenance funding will be obligated at the time of award.
