The National Counterintelligence and Security Center (NCSC) releases the latest National Counterintelligence Strategy, marking a significant step forward in how the United States tackles foreign intelligence threats. This comprehensive strategy, signed by President Biden, aims to enhance integration, action, and resources across the counterintelligence community to effectively counter foreign intelligence entities (FIEs).

A Vision for the Future

The new strategy is designed to outmaneuver and constrain FIEs, protect America’s strategic advantages, and invest in the future to prepare for tomorrow’s threats. “Today’s strategy is designed to drive integration, action, and resources across the counterintelligence community to outmaneuver and constrain foreign intelligence entities, protect America’s strategic advantages, and invest in the future to meet tomorrow’s threats,” said NCSC Director Michael Casey. Developed in collaboration with partners across the U.S. government, this strategy provides a clear vision and direction for addressing increasingly complex foreign intelligence threats.

Strategic Priorities and Integration

The strategy updates counterintelligence (CI) priorities based on current and anticipated threats. It communicates these priorities to the CI community, federal, state, and local partners, as well as Congress, industry, academia, foreign partners, and the public. By aligning CI efforts with the U.S. National Security Strategy and other national strategies, the new CI strategy aims to drive progress in key mission areas. The strategy outlines three main pillars: outmaneuvering and constraining FIEs, protecting America’s strategic advantages, and investing in the future.

A Comprehensive Approach

The National Counterintelligence Strategy provides strategic direction for the U.S. federal government and the counterintelligence community for the next three years. By aligning CI efforts with national security priorities and updating CI priorities based on the current threat landscape, the strategy aims to enhance the ability of the CI community to counter foreign intelligence threats effectively.

President Biden emphasized the importance of this strategy, stating, “Foreign intelligence and security services and their proxies persist in seeking to acquire our most sensitive information, technology, and intellectual property. To keep pace with these threats, the National Counterintelligence Strategy provides strategic direction for the United States Federal Government and its counterintelligence community.”

With a focus on integration, action, and investment, the new National Counterintelligence Strategy aims to ensure that the U.S. is well-positioned to counter foreign intelligence threats and protect America’s strategic advantages. By working together with partners across the government, private sector, academia, and foreign allies, the CI community can effectively address the increasingly complex and evolving foreign intelligence threat landscape.
