Today the Defense Counterintelligence and Security Agency announced it had successfully begun implementing Continuous Vetting (CV) for the Non-Sensitive Public Trust (NSPT) population.
“The milestone achievement marks the start of a process that will eventually see more than one million additional personnel enrolled in CV services – ensuring a trusted workforce in near real time through automated records, time and event based investigative activity, and agency-specific information sharing,” said the DCSA release.
The enrollment of NSPT population into CV is a key aspect of the Trusted Workforce 2.0 overhaul, which is increasing the scope and emphasis on better vetting and mobility of the entire Trusted Workforce, and not just those in national security roles.
CV replaces current reinvestigation requirements, and will help the government identify issues faster than the current Periodic Reinvestigation interval for public trust positions of 5 years (a policy requirement of 5 CFR Part 1400).
“Expansion of CV to the NSPT workforce is a critical component of federal Trusted Workforce 2.0 policy and enhances the trustworthiness of all federal employees,” said DCSA Director David Cattler. “This milestone is a testament to the hard work and cooperation between DCSA and our federal customers and partners.”
Enrollment of the full Public Trust population into CV was originally set to be completed by the end of Fiscal Year 2024, after successful pilots were completed in 2023. Delays in the National Background Investigation Services (NBIS) have moved the deadline out, and DCSA now hopes to complete enrollment by the end of Fiscal Year 2025.
Agencies should await guidance from DCSA on enrollment of their populations into CV, but should begin preparing now by ensuring personnel have current standard forms on file and are educated on any agency-specific self reporting guidelines.
