This action combines purchases for the Navy (50%) and the government of Japan (50%) under the Foreign Military Sales (FMS) program. Work will be performed in Aberdeen, South Dakota (90%), and Minneapolis, Minnesota (10%), and is expected to be completed by September 2028. Waterman Transport Inc., Mobile, Alabama is awarded a $16,016,000 firm-fixed-price contract with pass-through elements (N3220526C1247) for a 64-day time charter of two, U.S. flag, self-sustaining roll-on/roll-off vessels per offer capable of carrying a minimum of 110,000 square feet of military cargo (wheeled vehicles, tracked vehicles, and breakbulk). This contract is for a 64-day period of performance, for each vessel, with no option period. Work will be performed between the U.S. East Coast, the U.S. West Coast, and the Far East region, and expected to be completed by October 2026. Working capital funds (Transportation) in the amount of $16,016,000 are obligated for fiscal 2026 and will expire at the end of the fiscal year. Integer Technologies LLC,* Columbia, South Carolina, is awarded a $9,769,318 option exercise contract modification (P00002) to a contract (N0001425C2204) for the “Intelligent Autonomous Systems for Seabed Warfare” effort. The modification provides continuing science and technology research into an operational decision-support tool for intelligent autonomous systems conducting seabed warfare and undersea missions. The tool consists of physics and data-based models, deployed at the edge, that allow for real-time processing of seabed warfare sensor datasets, monitoring of the evolving environmental conditions in an area of operation, and real-time adaptation of onboard data collection, data processing, and vehicle command parameters to maximize the likelihood of mission success. The tool has the potential to improve the intelligence and independence of autonomous systems employed on seabed warfare missions, to enable multi-domain seabed warfare missions, and allow for autonomous systems to operate for significantly longer with minimal human intervention. The project will develop and demonstrate the application of edge deployed modeling and simulation tools, combined with artificial intelligence and machine learning to real-time decision making for intelligent autonomous systems. This capability is foundational to the Navy’s envisioned long-duration, forward deployments of autonomous systems, particularly underwater autonomous systems, for seabed warfare missions in contested maritime regions. Work will be performed in Columbia, South Carolina, and is expected to be completed in July 2029. The total cumulative value of this contract is $24,803,999, inclusive of base period ($4,377,498), Option One ($10,657,183), and Option Two ($9,769,318). The base is fully funded and Option One exercised. Option Two will be incrementally funded with an initial obligation of $6,389,978. Fiscal 2026 research, development, test and evaluation (Navy) funds in the amount of $6,389,978 are obligated at time of award and will not expire at the end of the current fiscal year.
