This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1). Location of performance is Missouri, with a Dec. 30, 2019, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2017 through fiscal 2019 Navy working capital funds. Robertson Fuel Systems, Tempe, Arizona, has been awarded a $16,720,000 delivery order (0001) against basic ordering agreement SPRPA1-16-G-001V for MH-60R Seahawk aircraft spare parts. This is a sole-source acquisition using justification 10 U.S. Code 2304(c)(1). Location of performance is Arizona, with a Dec. 31, 2018, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2015 through fiscal 2017 Navy aircraft spares and repair parts funding. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.
Oceanic Medical Products Inc.,* Atchison, Kansas, has been awarded a maximum $15,000,000 firm-fixed-price contract for a portable field anesthesia machine, anesthesia service kits and their related accessories. This is a five-year contract with no option periods. This was a competitive acquisition with 84 responses received. Location of performance is Kansas, with an Oct. 20, 2021, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through fiscal 2021 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2D1-17-D-0004).
ARMY
Zodiac-Poettker Joint Venture LLC,* Chesterfield, Missouri, was awarded a $26,340,224 firm-fixed-price contract for construction of phase one of the Air Force Reserve Command consolidated mission complex on Robins Air Force Base. Bids were solicited via the Internet with five received. Work will be performed at Warner Robins Air Force Base, Georgia, with an estimated completion date of April 27, 2018. Military construction fiscal 2013, 2014 and 2015 funds in the amounts of $949,248; $626,357; $24,764,620; respectively, were obligated at the time of the award. Army Corps of Engineers, Louisville, Kentucky, is the contracting activity (W912QR-17-C-0001).
BAE Systems Ordnance Systems Inc., Kingsport, Tennessee, was awarded a $7,189,680 modification (P00607) to contract DAAA09-98-E-0006 to award insensitive munitions ingredients production facility in building G8 phase two, part two, at Holston Army Ammunition Plant. Work will be performed in Kingsport, Tennessee, with an estimated completion date of Aug. 31, 2018. Fiscal 2016 other funds in the amount of $7,189,680 were obligated at the time of the award. Army Contracting Command, Rock Island, Illinois, is the contracting activity.
NAVY
Lockheed Martin Corp., Moorestown, New Jersey, is being awarded an $11,815,569 cost-plus-fixed fee, indefinite-delivery/indefinite-quantity modification to a previously awarded contract (N63394-13-D-1301) to incorporate an additional quantity of labor hours procured under the basic contract in accordance with the maximum quantity limitations identified in the contract. The work to be performed will provide engineering and logistics support for life-cycle maintenance of the MK 92 Fire Control System (FCS) to the U. S, and foreign military sales customers. Current tasking is to support the Polish Navy and the Royal Saudi Naval Forces in their overhaul and installation effort of the MK 92 FCS installed on their ships. Work will be performed in Huntsville, Alabama (80 percent); and Moorestown, New Jersey (20 percent), and is expected to be completed by June 2017. No funds are being obligated at the time of award. Foreign military sales funding will be obligated via individual task orders awarded against the contract. The Naval Surface Warfare Center, Port Hueneme, California, is the contracting activity.
Offshore Service Vessels LLC, Galliano, Louisiana, is awarding a $9,471,750 modification under a previously awarded firm-fixed-price contract (N00033-13-C-2001) to fund the fourth, one-year option period. The option will continue to provide U.S. flagged vessel M/V C-Champion, for maritime security operations in support of Commander, Special Operations Command Pacific in accordance with the terms of the charter. The vessel is capable of deployment to worldwide locations. Work will be performed worldwide and is expected to be completed by Sept. 30, 2017. Fiscal 2017 working capital funds (Navy) in the amount of $9,471,750 will be obligated at the time of award. Funds will not expire at the end of the current fiscal year. Military Sealift Command, Norfolk, Virginia, is the contracting activity (N00033-13-C-2001).
