DEFENSE CONTRACTS VALUED AT $7.5 MILLION AND ABOVE 

AIR FORCE

Northrop Grumman Mission Systems, McLean, Virginia, was awarded a ceiling $801,048,000 indefinite-delivery/indefinite-quantity contract for combat air forces distributed mission operations services. This contract provides for virtual, distributed training to Air Force trainers worldwide including daily team training to large scale exercises. Work will be performed in Orlando, Florida, and is expected to be completed by Dec. 11, 2034. This contract was a competitive acquisition, and three offers were received. Fiscal 2025 operation and maintenance funds in the amount of $5,526 are being obligated at the time of award. The Air Force Lifecycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8621-25-D-B001).

Odyssey Systems Consulting Group Ltd., Colorado Springs, Colorado, has been awarded a $41,202,618 contract modification (P00049) to a previously awarded contract (FA8823-22-F-0008) for Space Domain Awareness technical acquisition and advisory services. This modification brings the total cumulative face value of the contract to $145,229,640 from $104,027,022. Work will be performed in Colorado Springs, Colorado, and is expected to be completed by May 9, 2027. No funds are being obligated at the time of award. The Space Systems Center Directorate of Contracting, Peterson Space Force Base, Colorado Springs, Colorado, is the contracting activity.

Technology Service Corp., Arlington, Virginia, has been awarded a $15,200,000 cost-plus-fixed-fee ceiling increase modification (P00001) to previously awarded (FA8651-24-D-B005) for low-cost seeker research and development. The modification brings the total cumulative face value of the contract to $20,000,000 from $4,800,000. Work will be performed in Huntsville, Alabama, and is expected to be completed by April 18, 2029. No funds are being obligated at time of award. The Air Force Research Laboratory, Eglin Air Force Base, Florida, is the contracting activity.

General Atomics Aeronautical Systems Inc., Poway, California, has been awarded a face value $12,960,098 cost-plus fixed-fee contract modification (P00010) to a previously awarded contract (FA8689-23-C-2013) to exercise an option for continued sustainment of the Italian Air Force MQ-9 unmanned aerial system program fleet. Work will be performed in Poway, California; Italy; and Kuwait, and is expected to be completed by Jan. 31, 2026. This contract involves Foreign Military Sales to Italy. Foreign Military Sales in the amount of $12,960,098 are being obligated at the time of award. The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

NAVY

Academy of Applied Technology LLC (AAT), Fort Walton Beach, Florida (N66001-25-D-0016); Phoenix Technology Solutions LLC (PTS), Columbia, Maryland (N66001-25-D-0017); and Ultimate Knowledge Corp. (UKC), Scottsdale, Arizona (N66001-25-D-0017), are each being awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity, multiple award contract to provide technical training courses required to meet operational standards at national-level organizations providing support to cybersecurity missions. The contracts are valued at $34,617,104 for AAT; $30,833,404 for PTS; and $31,007,767 for UKC. Throughout the duration of the awarded contracts, the total obligated amount on orders for all the awarded contracts combined will not exceed $34,617,104. The courses will be aligned to compliment ongoing cybersecurity technological initiatives within Marine Corps Forces Cyberspace Command and U.S. Fleet Cyber Command. No contract funds will be obligated on the basic multiple award contract awards. It is anticipated that task orders will be funded with Navy working capital funds. Work will be performed in the greater Washington D.C. area (88 %); Fort Bragg, North Carolina (4 %); Tampa, Florida (4 %); and Scott Air Force Base, Illinois (4 %). Work is expected to be completed by November 2029. Contract funds will not expire at the end of the current fiscal year. These contracts were awarded pursuant to full and open competition after exclusion of sources under a total small business set-aside, with eight offers received. The Naval Information Warfare Center Pacific, San Diego, California, is the contracting activity.

WSP USA Inc., Federal Way, Washington, was awarded a $51,000,000 indefinite-delivery/indefinite-quantity architect-engineering modification to previously awarded contract (N44255-20-D-0001) for increased capacity of waterfront architect-engineering services. Work to be performed includes architectural design and engineering services for waterfront projects. Work will be performed in the Naval Facilities Engineering Systems Command (NAVFAC) Northwest area of responsibility at government installations including Washington (90%), Alaska (1%), Idaho (1%), Iowa (1%), Minnesota (1%), Montana (1%), Nebraska (1%), Oregon (1%), North Dakota (1%), South Dakota (1%), and Wyoming (1%), with an expected completion date of February 2026. No funds will be obligated at time of award. Future task orders will be funded by military construction and operations and maintenance, (Navy) funds. NAVFAC Northwest, Silverdale, Washington, is the contracting activity.

SCI Technology Inc., Huntsville, Alabama, is awarded a $40,701,910 firm-fixed-price, indefinite-delivery/indefinite-quantity contract to procure SCI Technology Inc. Tactical Operations Center Network Intercommunication System equipment to include: a minimum quantity of 15 power hubs, and a maximum quantity of 3,780 interface panels, 2,060 radio control and audio equipment, 730 speakers, 600 power hubs, and 8,800 cables in support of the Naval Air Warfare Center Aircraft Division (NAWCAD), Webster Outlying Field, Special Communications Mission Solutions Division. Work will be performed in Huntsville, Alabama and is expected to be completed in December 2029. Fiscal 2024 other procurement (defense-wide) funds in the amount of $129,600 will be obligated at time of award, none of which will expire at the end of the fiscal year. This contract was not competed. NAWCAD, Lakehurst, New Jersey, is the contracting activity (N6833525D0004).

Ultra Electronics Ocean Systems Inc., Braintree, Massachusetts, was awarded a $36,075,942 firm-fixed-price modification to previously awarded contract N6660421DC100 to increase the overall contract value ceiling from $69,816,849 to $105,892,788. This increase will allow for the purchase of additional TR-317D and TR-353A transducer units as well as additional TR-353A installation kits over the remainder of the 60 month ordering period. Work will be performed at the contractor’s facility in Braintree, Massachusetts, and the ordering period ends April 15, 2026.  Fiscal 2024 other procurement Navy funds in the amount of $20,286,913 will be obligated on the task order immediately following award of the modification, none of which will expire at the end of the current fiscal year. DEFENSE LOGISTICS AGENCY

Starrag USA Inc., Hebron, Kentucky, has been awarded a maximum $22,040,984 firm-fixed-price contract for computer numerical control high speed propeller profilers. This was a sole-source acquisition using U.S. Code 3204 (a)(1), as stated in Federal Acquisition Regulation 6.302-1(a)(ii)(A). This is a three-year contract with no option periods. Locations of performance are Kentucky, Pennsylvania, and Germany with a Feb. 1, 2027, performance completion date. Using customer is Naval Foundry and Propeller Center. Type of appropriation is fiscal 2023 defense working capital and fiscal 2024 project order funds. The contracting activity is the Defense Logistics Agency Aviation at Richmond, Virginia (SPE4A8-25-C-0001).

Crown Clothing Co.,* Vineland, New Jersey, has been awarded a maximum $8,803,318 modification (P00011) exercising the fourth one-year option period of a one-year base contract (SPE1C1-21-D-1432) with four one-year option periods for men’s green dress coats, belts and keepers. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. The ordering period end date is Dec. 17, 2025. Using military service is Marine Corps. Type of appropriation is fiscal 2025 through 2026 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.
