David Walker, former Comptroller General and head of the Government Accountability Office (GAO), spoke to Congress about the potential for President-elect Donald Trump’s proposed Department of Government Efficiency (DOGE) advisory group to help trim federal spending by hundreds of billions of dollars annually. Walker emphasized that while DOGE’s goals are commendable, aiming for a $2 trillion reduction— as suggested by Elon Musk— may be unrealistic. Instead, Walker highlighted that with the right approach, the group could still achieve significant savings by consolidating agencies, leveraging technology, and reforming acquisition practices. He recommended that the DOGE explore recommendations from the GAO’s High Risk List, which identifies areas of government prone to inefficiency and waste, and coordinate with relevant congressional committees and the White House Office of Management and Budget. Walker also called for the creation of a fiscal sustainability commission to address the nation’s debt crisis in a comprehensive manner, stating that piecemeal reforms are insufficient for long-term fiscal health. He closed by sharing his success in transforming the GAO into a smaller, more productive agency and urged the DOGE to adopt similar principles for broader government-wide transformation.


Contract Opportunities to Watch: BAE Systems

BAE Systems has been awarded an $85 million contract by the U.S. Navy to deliver additional Network Tactical Common Data Link (NTCDL) systems, which will enhance real-time communication and situational awareness across the fleet. The NTCDL system enables the simultaneous exchange of voice, data, imagery, and full-motion video between air, surface, subsurface, and man-portable sources. This next-generation technology is already being installed on U.S. Navy aircraft carriers and will soon be implemented on the new Constellation-class frigates. Amber Dolan, director of Adaptive Communications and Sensing at BAE, emphasized that the new NTCDL system is designed to meet the Navy’s evolving connectivity needs and provide a secure, trusted solution for critical mission success. The award also extends the program’s duration by three years, allowing BAE to continue enhancing its support of the Navy’s communication capabilities across multiple platforms. The work will be carried out at BAE’s facilities in Maryland, Colorado, New Jersey, and New York.
