ClearanceJobs is pleased to announce the establishment of its Policy Advisory Board, a strategic initiative to enhance advocacy for the national security workforce. Comprised of distinguished experts in national security and federal workforce policy, the board will provide guidance to help attract and retain top cleared talent, aligning with the federal government’s mission. This initiative underscores ClearanceJobs’ commitment to shaping the future of security clearance hiring and workforce development. 

The inaugural members of the ClearanceJobs Policy Advisory Board include:  

  •   The Honorable William Evanina is the former Director of the National Counterintelligence and Security Center (NCSC) and the Founder and CEO of the Evanina Group. He is recognized for his leadership in counterintelligence and insider threat programs.  
  • The Honorable Ellen McCarthy is the former Assistant Secretary of State for Intelligence and Research (INR), and the current CEO and Founder of Trust in Media.  She is an authority on open-source intelligence gathering and workforce planning.  
  • Jamie Jones Miller is the former Principal Deputy Assistant Secretary of Defense for Legislative Affairs and the current Regional Dean and CEO, Northeastern University- Arlington.  She is widely known as an innovative expert in defense, security, and policy.  
  • Charles Phalen is the former Acting Director of the Defense Counterintelligence and Security Agency (DCSA) and the current principal of CS Phalen & Associates.  He brings decades of leadership in personnel vetting and security policy.  

The Policy Advisory Board’s formation is a cornerstone of ClearanceJobs’ updated strategy to ensure the national security workforce remains resilient, well-supported, and positioned to address evolving challenges. By leveraging the expertise of its members, the board will provide critical guidance to advance solutions for federal agencies and the cleared professional community.
