The Navy’s Integrated Primary Prevention Workforce (IPPW), aimed at reducing harmful behaviors like suicide and sexual assault, is feeling the effects of the Pentagon’s current hiring freeze. While the program launched in 2022 with plans to expand to all 70 Navy installations by 2028, that timeline is now uncertain. So far, 103 of 139 shore-based roles have been filled, but further hiring is on hold.
Despite the pause, services continue at 23 installations and across all 10 Navy regions, with virtual support offered at other locations. Some ship-based prevention roles remain exempt from the freeze, and no staff have been laid off. Still, with a few departures through a voluntary buyout program, existing teams are managing heavier workloads to keep support in place.
Layoffs: Peraton
Peraton has announced a planned layoff affecting 49 employees at its Princess Anne, MD location, according to a recent notice filed with the Maryland Department of Labor. The layoffs were set to take effect on April 30, with details about the future of remaining positions at the site still unclear.
The Princess Anne team has played a long-standing role in defense-related work, including missile target design and support for sounding rocket missions. While this facility’s current work is separate from Peraton’s NASA contract at Wallops, the company has emphasized its continued commitment to key national security and space programs across other locations.
Hiring: Anduril
California-based defense tech company Anduril Industries is actively recruiting for autonomous software roles in Pittsburgh, even without a physical office in the city. This move aligns with the company’s strategy to tap into talent hubs rich in robotics and AI expertise.
Beyond Pittsburgh, Anduril is making significant investments in manufacturing and R&D. The company plans to build a $1 billion, 5-million-square-foot facility near Rickenbacker International Airport in Ohio, aiming to create over 4,000 jobs by 2035. Additionally, Anduril is considering establishing a factory and R&D center in the UK, contingent on securing sufficient orders.

A federal judge has ordered a temporary halt to the Trump administration’s sweeping layoff plans across most major government agencies. The 14-day restraining order, issued by Judge Susan Illston of the Northern District of California, blocks agencies from issuing any new reduction-in-force (RIF) notices through May 23. This pause comes just as several departments—including Interior and Agriculture—were preparing to implement wide-scale cuts.
The court noted that significant reorganization of the executive branch must be done in partnership with Congress. The ruling applies to more than a dozen agencies, including the EPA, HUD, and the Departments of State, Labor, and Veterans Affairs. While the legal process plays out, agencies must now submit their RIF plans for review, with a follow-up hearing scheduled for May 22.
