Continuous vetting has changed how the security clearance process works, but for service members, it can be unclear whether the program applies automatically. The short answer: not every service member is enrolled in continuous vetting.

Continuous vetting applies to individuals who hold a security clearance. In 2021, the Department of Defense announced that civilians, contractors, and service members across its ecosystem would begin enrollment into the first phase of continuous vetting through the Defense Counterintelligence and Security Agency. While service members participated in early pilot programs, enrollment is tied to clearance status—not military service alone.

Not every service member holds a clearance. Those without one should not assume they are actively monitored under the continuous vetting program. That said, all service members undergo some level of background screening, and many of the same issues reviewed under continuous vetting—such as criminal conduct, DUIs, or serious financial problems—are already addressed through military reporting requirements and, in some cases, the Uniform Code of Military Justice.

Continuous vetting is also expanding into certain non-sensitive and public trust roles as part of the broader Trusted Workforce initiative. However, there is no notification process. Individuals are not formally told when they are enrolled, and many may never receive confirmation.

Because of that uncertainty, the safest approach is to act like continuous vetting applies if you work in national security or hold a position of trust. Activities such as foreign travel, criminal conduct, major financial issues, and significant relationship changes may all carry reporting obligations—especially for those who currently hold or may seek a clearance in the future.

Bottom line: Being in the military does not automatically mean you are under continuous vetting. But awareness of the rules and responsible conduct remain essential.
