NAVY

Everllence Middle East and Africa LLC, Dubai, United Arab Emirates (N3220526D1008); and Motor-Services Hugo Stamp Inc., Fort Lauderdale, Florida (N3220526D1010), is awarded a multiple-award, indefinite-delivery/indefinite-quantity contract, utilizing firm-fixed-price and time-and-materials orders, with a shared ceiling of $759,000,000, for supplies and services in support of Military Sealift Command’s diesel engines aboard the command’s fleet of ships. This award will provide parts and services for these diesel engines. Only original equipment manufacturer (OEM) parts and service technicians, and MSC-approved non-OEM service technicians are authorized to maintain the diesel engines aboard multiple classes of ships including MSC’s submarine tenders, hospital ships, dry cargo ammunition ships, fleet replenishment oilers, expeditionary mobile bases, expeditionary transfer docks, large, medium speed roll-on/roll-off ships and the Kocak class of roll-on/roll-off container ships. Work will be performed worldwide, with an expected completion date of June 3, 2031. The maximum dollar value across awardees is $759,000,000. Working capital funds (Navy) in the amount of $3,500 (one order per awardee) are being obligated for the first orders of fiscal 2026 at time of award. Additional orders may be placed throughout the five-year ordering period. General Funds, operation and maintenance (Navy) and working capital funds (Navy) for the fiscal year in which orders are placed will be utilized at that time. This limited source contract was procured under solicitation number (N3220525R0010) via the government-wide Point of Entry website, and four timely offers were received. POWER-HDR JV, Hailey, Idaho, is awarded a $249,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N62742-26-D-1203) for architect-engineer services. This contract provides for various electrical related projects with associated multidiscipline Architect-Engineering support services under the cognizance of Naval Facilities Engineering Systems Command (NAVFAC) Pacific but may also include work worldwide. Work will be performed within the NAVFAC area of responsibility, including but not limited to Hawaii (24%), Guam (70%), Tinian (1%), Diego Garcia (1%), Australia (1%), Japan (1%), Korea (1%), and other Pacific Ocean areas (1%), and is expected to be completed by April 2031. The maximum dollar value, including one 12-month base period and four 12-month option periods, is $249,000,000. Fiscal 2023 military construction funds in the amount of $10,000 will be obligated at time of award to satisfy the minimum guarantee and funds will not expire at the end of the current fiscal year. Jacobs/HDR, JV, Arlington, Virginia, is awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity contract in support of the Navy’s facility sustainment, restoration, and modernization program. Work will be performed at Navy installations worldwide and is expected to be completed by June 2031. The maximum dollar value, including the base period and four option years, is $90,000,000. Fiscal 2026 operations and maintenance (Navy) funds in the amount of $10,000 will be obligated at time of award for the minimum guarantee and will expire at the end of the current fiscal year. This contract was competitively procured via the SAM.gov website with one offer received. DEFENSE LOGISTICS AGENCY

Senn Bros. Inc.,* West Columbia, South Carolina, has been awarded a maximum $376,050,000 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for fresh fruit and vegetable items. This was a competitive acquisition with three responses received. This is a five-year contract with no option periods. The ordering period end date is June 3, 2031. Using customers are Army, Navy, Air Force, Marines, Coast Guard, and Department of Agriculture schools. Type of appropriation is fiscal 2026 through 2031 defense working capital funds. AIR FORCE

Terra Site Constructors LLC, Front Royal, Virginia (FA480026D0005); and Capital Brand Group LLC, Beltsville, Maryland (FA480026D0006), were awarded a ceiling $320,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for simplified acquisition base engineering requirements. These contracts provide for necessary resources, labor, materials, equipment, and incidentals, for maintenance, repair, and minor construction work on various real property facilities. Work will be performed at Joint Base Langley-Eustis, Virginia, and is expected to be completed by Aug. 31, 2034. These contracts were competitive acquisitions and four bids were received. Fiscal 2026 operations and maintenance funds in the amount of $2,000 per contract are being obligated via two task orders for the minimum guarantee amounts at time of awards. The 633d Contracting Squadron, Langley Air Force Base, Virginia, is the contracting activity.

Stellar Solutions Inc., Los Altos, California, was awarded a $33,801,779, firm-fixed-price task order (FA8810-26-FB0003) under the Federal Supply Schedule. This task order contract provides for research and development services to sustain critical Overhead Persistent Infrared capabilities for missile warning and environmental awareness missions. Work will be performed at El Segundo, California; Boulder, Colorado; Buckley Space Force Base, Colorado; Kirtland Air Force Base, New Mexico; Chantilly, Virginia; and Aurora, Colorado, and is expected to be completed by Dec. 8, 2027. This contract was a sole source acquisition. Fiscal 2026 for research and development, test, and evaluation funds in the amount of $4,100,000 are being obligated at time of task order award. ARMY

Sherpa 6 Inc.,* Littleton, Colorado, was awarded a $239,649,259 firm-fixed-price contract for Phase III Small Business Innovation Research to provide critical technologies in chemical and biological detection and Soldier protection. Bids were solicited online, with one received. Work locations and funding will be determined with each order, with an estimated completion date of June 3, 2031. Luhr Crosby LLC, Columbia, Illinois (W912EE-26-D-A002); Michels Construction Inc., Brownsville, Wisconsin (W912EE-26-D-A003); Pine Bluff Sand and Gravel Co., White Hall, Arkansas (W912EE-26-D-0004); and Midwest Construction Co.,* Nebraska City, Nebraska (W912EE-26-D-A005), will compete for each order of a $99,500,000 firm-fixed-price contract for all plant, labor, materials, and equipment necessary for construction of various types of stone navigation structures and related work. Bids were solicited online, with six received. Work locations and funding will be determined with each order, with an estimated completion date of June 3, 2031. U.S. Army Corps of Engineers, Vicksburg, Mississippi, is the contracting activity.

Repkon USA – Defense LLC,* Tampa Bay, Florida, was awarded a $77,909,372 modification (P00003) to contract W519TC-25-F-0015 for the design, construction, and commissioning of a TNT facility. The modification brings the total cumulative face value of the contract to $404,159,372. Work will be performed in Graham, Kentucky, with an estimated completion date of Feb. 15, 2029. Army Contracting Command, Rock Island, Illinois, is the contracting activity.

Norfolk Dredging Co., Chesapeake, Virginia, was awarded a $15,762,975 firm-fixed-price contract for the Beach Nourishment Townsends Inlet to Cape May Inlet Project. Bids were solicited online, with three received. Work will be performed in Avalon, New Jersey, with an estimated completion date of Nov. 9, 2026. Fiscal 2025 civil flood control and coastal emergencies funds in the amount of $15,762,975 were obligated at the time of the award. WASHINGTON HEADQUARTERS AGENCY

Systems Planning and Analysis Inc, Alexandria, Virginia, has been awarded a task order contract (HQ003426FE228) with a value of $23,637,440. The purpose of this contract is to provide operations and analysis support for the Office of the Under Secretary of War for Acquisition and Sustainment. These requirements include providing foreign and domestic investment risks in the defense industrial base by supporting inter- and intra-agency initiatives, developing economic security policy, engaging stakeholders, analyzing economic trends and enhancing strategic analytics.
