  • Detection & Escalation: SHAPE’s internal security services flagged suspicious activity and alerted Belgium’s General Intelligence and Security Service (SGRS). The matter was subsequently transferred to the Federal Prosecutor’s Office.

  • Raids and Searches (July 23, 2026): Officers from the Charleroi Federal Judicial Police, supported by specialized computer crime units and forensic teams from Charleroi and Mons, executed coordinated search warrants at the suspect’s residence and her workspace inside the SHAPE facility in Mons, Belgium.

  • Arrest Warrant (July 24, 2026): An investigating judge at the Hainaut Court of First Instance formally served an arrest warrant, ordering her detention.

In late 2025 and early 2026, federal authorities arrested Chinese nationals conducting academic research who smuggled biological materials without required permits:

Yunqing Jian (33)

A postdoctoral fellow at the University of Michigan’s Molecular Plant-Microbe Interaction Laboratory. She was arrested in June 2025 for conspiring with her boyfriend, Zunyong Liu (34), to smuggle Fusarium graminearum a fungus that causes head blight in wheat and is categorized as a severe agricultural threat. In November 2025, Jian pleaded guilty to one count of smuggling and one count of making false statements. She was sentenced to time served (just over five months in jail) and immediately deported to China. Liu had previously been caught with the fungus at Detroit Metropolitan Airport and was sent back to China.

Chengxuan Han (28)

A visiting researcher pursuing a Ph.D. from a university in Wuhan, China. She was arrested for illegally shipping roundworm (C. elegans) DNA to colleagues in the U.S. In September 2025, she pleaded no contest to three counts of smuggling and one count of making false statements. She was sentenced to three months in federal prison (time served) and deported to China.

J-1 Researchers

Following Han’s arrest, the University of Michigan launched an internal investigation into the biology lab where her associates worked. Three J-1 research scholars: Xu Bai (28), Fengfan Zhang (27), and Zhiyong Zhang (30), refused to cooperate and were terminated. After their visa compliance was revoked, the three men engaged in evasive travel maneuvers, repeatedly rebooking flights before federal agents intercepted and arrested them on October 16, 2025, at JFK International Airport as they attempted to board a flight to Beijing. Bai and Fengfan Zhang were charged with conspiracy to smuggle biological materials, and Zhiyong Zhang was charged with making false statements.

Youhuang Xiang (32)

A postdoctoral research associate in the Department of Biology at Indiana University Bloomington. Triggered by tips stemming from the Michigan investigations, the FBI intercepted Xiang on November 23, 2025, at Chicago O’Hare International Airport returning from the UK. He was charged with smuggling after federal agents discovered he had received a package from China in March 2024 containing E. coli plasmid DNA that was intentionally mislabeled on shipping manifests as “Underwear of Man-Made Fibers, Other Womens” to circumvent customs laws. On April 7, 2026, Xiang pleaded guilty in the U.S. District Court for the Southern District of Indiana to one charge of smuggling. He was sentenced to more than four months in prison (time served), assessed a $500 fine, and subjected to a judicial order of removal resulting in his immediate deportation to China.

The academic cases centered on illicit material acquisition, customs evasion, and mislabeled shipments, the SHAPE case involves preliminary charges of direct espionage and criminal organization membership inside a strategic military command. The vector, however, remains the same: exploiting temporary administrative or research placements to benefit a third party, in the cases involving academia, China.

Strategic Implications

The SHAPE arrest underscores the vulnerability of auxiliary and temporary placements within secure environments. In this instance it is clear the SHAPE insider risk program functioned. The individual’s behavior was flagged, investigated and neutralized.
