DEPARTMENT OF DEFENSE CONTRACTS WORTH $6.5 MILLION AND ABOVE

DEFENSE LOGISTICS AGENCY

Meggitt Aircraft Braking Systems, Akron, Ohio, has been awarded a maximum $224,766,585 firm-fixed-price contract for aircraft wheels, brakes, and spare parts. Location of performance is Ohio, with an Aug. 31, 2018 performance completion date. Using military services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies. This contract is a basic five-year requirements contract. Fiscal 2013 through fiscal 2018 revolving capital funds will be obligated with each delivery order. This contract is a sole-source acquisition. The contracting activity is the Defense Logistics Agency Aviation, Richmond, Va., (SPE4AX-13-D-9418).

Zoll Medical Corp., Chelmsford, Mass., has been awarded a maximum $210,000,000 fixed-price with an economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for defibrillators, monitors, warmers, and infusers. This contract is a five-year base contract. Location of performance is Massachusetts, with a Sept. 2, 2018 performance completion date. Using military services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies. Fiscal 2014 defense working capital funds are being obligated at time of award. This contract was a competitive acquisition and 30 offers were received. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa., (SPM2DH-13-D-8220).

Interstate Storage and Pipeline Co.*, Nashua, N.H., has been awarded a maximum $17,627,072 firm-fixed-price, service requirement contract for a contractor-owned, contractor-operated fuel storage terminal within a twelve mile radius of McGuire Air Force Base, N.J. This contract is a five-year base contract. Locations of performance are New Hampshire and New Jersey, with an Aug. 31, 2018 performance completion date. Using military services are Army, Navy, Air Force, and Marine Corps. Fiscal 2013 through fiscal 2018 defense working capital funds are being obligated at time of award. This contract was a competitive acquisition and one offer was received. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Va., (SP0600-13-C-5355).

AIR FORCE

General Dynamics Information Technology, Fairfax, Va., has been awarded a $49,000,000 indefinite-delivery/indefinite-quantity (IDIQ), cost-plus-fixed-fee (CPFF) contract for the Directed Energy Bio-effects Research program. The program covers conducting bio-effects research on directed energy and kinetic energy systems to develop novel bio-effects applications and assist in transitioning Department of Defense technologies. Research efforts will include the following technical areas: directed energy weapon effectiveness and safety, directed energy bio-mechanisms, radio frequency bio-effects modeling and simulation, and human effectiveness analysis and integration. Work will be performed at Joint Base San Antonio-Fort Sam Houston, Texas, and is expected to be completed by March 2, 2020. Fiscal 2013 research and development funds will be obligated for a total amount of $725,745 that are being used to incrementally fund the initial task order 0001 for a total CPFF price of $3,232,252 under the basic IDIQ contract; no expiring funds are being used. Air Force Research Laboratory/RQKHA, Wright-Patterson Air Force Base, Ohio, is the contracting activity. (FA8650-13-D-6368)

GSD&M, Austin, Texas, has been awarded a $41,000,000 modification (P00013) to contract (FA3002-08-D-0019) for U.S. Air Force (USAF) national advertising and marketing services. The contract modification is to exercise option-year six of nine option years for USAF national advertising and marketing services requirements contract. Work will be performed at Austin, Texas, and is expected to be completed by Sept. 30, 2014. Air Education and Training Command/CONS, Joint Base San Antonio, San Antonio, Texas, is the contracting activity.

Georgia Tech Applied Research Corp., Atlanta, Ga., has been awarded a $24,973,043 cost-plus-fixed-fee, delivery order on an indefinite-delivery/indefinite-quantity contract (HC1047-05-D-4000-0241) for the SENSIAC program executive office (PEO) for command, control, communications, computers and intelligence (C4I), sensors development and integration engineering functions. The contract will explore, through analysis and experimentation, innovative sensor concepts and emerging technologies that will enable improved joint force commander situational awareness and C2 capability. The work will be performed at multiple government locations in Atlanta, Ga., San Diego Calif., Hawaii, and Panama City, Fla., and is expected to be completed by Nov. 26, 2015. Fiscal 2011 and 2013 research and development and operations and maintenance funds in the amount of $15,242,632 will be obligated at time of award. Enterprise Sourcing Group/PKS, Offutt Air Force Base, Neb., is the contracting activity.

Trex Enterprises Corp., San Diego, Calif., has been awarded a $23,550,321 cost-plus-fixed-fee contract for military imaging surveillance technology-long range (MIST-LR) technical area 1. The objective of this program is to research and advance computational imaging techniques in support of beyond-the-diffraction-limit imaging. These techniques will provide high-resolution imagery from available apertures and thus will support target identification missions at extended ranges supporting operations in denied environments. Work will be performed at San Diego, Calif., and is expected to be completed by Feb. 5, 2015. This award is result of competitive acquisition from a Defense Advanced Research Projects Agency broad agency announcement and three offers were received. Fiscal 2013 research and development funds in the amount of $11,355,497 are being obligated at time of award. This contract is not a multiyear contract. Air Force Research Laboratory/RQKDB, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-13-C-7371).

United Technologies Corp., Pratt & Whitney Division, East Hartford, Conn., has been awarded an $18,386,813 modification (P00110) on contract (FA8611-08-C-2896) for the purchase of an additional 5,434 low pressure turbine blades for the F119 PW-100 engines. The total cumulative face value of the contract is $1,848,293,514. Work will be performed at East Hartford, Conn., and is expected to be completed by Dec. 31, 2014. Fiscal 2013 operations and maintenance funds in the amount of $18,386,813 are being obligated at time of award. Air Force Life Cycle Management Center/WWUK, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

Northrop Grumman Systems Corp., Rolling Meadows, Ill., has been awarded a $6,637,223 modification (P00041) on contract (FA8625-12-C-6598) for large aircraft infra-red counter measures (LAIRCM). The contract modification incorporates interim contract support of the U.S. LAIRCM line replacement units. The total cumulative face value of the contract is $529,124,094. Work will be performed at Rolling Meadows, Ill., and is expected to be completed by one year from award. Fiscal 2011, 2012, and 2013 aircraft procurement funds in the amount of $6,637,223 are being obligated at time of award. This is a multi-year contract. Air Force Life Cycle Management Center/WLYK – LAIRCM, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

NAVY

Lockheed Martin, Mission Systems and Training, Moorestown, N.J., is being awarded a $48,817,610 modification to previously awarded contract (N00024-13-C-5132) to exercise options for technical engineering, configuration management, associated equipment/supplies, quality assurance, information assurance, and other operation and maintenance efforts required for the Aegis development and test sites, including the Combat Systems Engineering Development Site, SPY-1A Test Facility, and the Naval Systems Computing Center. Work will be performed in Moorestown, N.J., and is expected to be completed by June 2014. Fiscal 2005 and 2010 shipbuilding and conversion, Navy, fiscal 2013 research, development, test and evaluation, and fiscal 2013 operations and maintenance, Navy funding in the amount of $13,652,890 will be obligated at time of award and contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Hensel Phelps Construction Co., Chantilly, Va., is being awarded a $30,516,000 firm-fixed-price contract for construction of a new addition to the existing Vice Admiral James H. Doyle Jr. combat systems engineering site building at Moorestown, N.J. Work will be performed in Moorestown, N.J., and is expected to be completed by November 2014. Fiscal 2013 military construction, Navy contract funds in the amount of $30,516,000 are obligated on this award and will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website with two proposals received. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity (N40085-13-C-3513).

R. A. Burch Construction Co., Inc., Ramona, Calif., is being awarded $14,688,088 for firm-fixed-price task order #0003 under a previously awarded multiple award construction contract (N62473-10-D-5410) for renovation and modernization of the existing spaces in building 3230 for the dental clinic at Naval Base San Diego. The task order also contains one planned modification, which if exercised would increase cumulative task order value to $15,423,088. Work will be performed in San Diego, Calif., and is expected to be completed by September 2015. Fiscal 2013 operations and maintenance, defense health program contract funds in the amount of $14,688,088 are obligated on this award and will expire at the end of the current fiscal year. Four proposals were received for this task order. The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.

ARMY

SENTEL Corporation, Alexandria, Va., was awarded a $9,609,809 cost-plus-fixed-fee, option-eligible, non-multi-year contract modification (P0003) of contract (W52P1J-12-C-0077) for integrated logistics support and related services. Performance location will be in Afghanistan with incremental funding from fiscal 2013 Operations and Maintenance Army funds. This contract was a competitive acquisition via the web with five bids received. The U.S. Army Contracting Command – Rock Island Arsenal, Rock Island, Ill., is the contracting activity.

Great Lakes Dredge & Dock Company, LLC., Oakbrook, Ill., was awarded a firm-fixed-price, non-option eligible, non-multi-year contract of $8,030,480 for maintenance and associated dredging services for the U.S. Naval Station Kings Bay. Performance location will be Fernandina, Fla., and St. Mary’s, Ga., with funding from fiscal 2013 military construction funds. This contract was a competitive acquisition via the web with two bids received. The U.S. Army Corps of Engineers – Jacksonville District, Jacksonville, Fla. is the contracting activity (W912EP-13-C-0023).
