Lockheed Martin Integrated Systems Inc., Bethesda, Md., was awarded a $138,476,929 modification (P00001) to previously awarded indefinite-delivery/indefinite-quantity contract (HC1028-13-D-0014) for communications technical support services (CTSS) II for the U.S. Air Force Central Command.  The total cumulative face value is $138,476,929.  The base period of performance is Sept. 21, 2013 to Sept. 20, 2014, with one three-month option period, should the option be exercised, shall end on Dec. 20, 2014.  Work will be performed at various locations across the U.S. Central Command area of responsibility.  This sole source bridge contract modification was made under the authority of 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.  Notice was provided on Federal Business Opportunities.  The Defense Information Technology Contracting Office, Scott Air Force Base, Ill., is the contracting activity (HC1028-13-D-0014, P00001).

AECOM — Tidewater Joint Venture, Alexandria, Va. (W912DR-13-D-0016); EA Engineering, Science and Technology, Hunt Valley, Md. (W912DR-13-D-0018); Science Applications International Corp., McLean, Va. CCI Solutions LLC, Anchorage, Alaska, was awarded a firm-fixed-price contract with a maximum value of $85,000,000 for various construction services at Redstone Arsenal, Ala.  Type of appropriation will be determined with each order.  One bid was solicited, with one bid received.  The Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity (W9124P-13-D-0004).

Leonie Industries LLC, Pacific Palisades, Calif., was awarded a $48,852,000 modification (000326) to a previously awarded firm-fixed-price, option-filled, multi-year contract (W52P1J-09-D-0053) for media and marketing services in support of the Information Operations Task Force-Afghanistan.  The cumulative total face value of this contract is $173,541,529.  Work will be performed in Afghanistan, with an estimated completion date of Feb. 5, 2014.  Fiscal 2013 operations and maintenance funds in the amount of $28,377,161 are being obligated on this award.  The Army Contracting Command, Rock Island, Ill., is the contracting activity.

Telecommunications Systems, Annapolis, Md. (W904TE-13-D-0461); By Light, Professional IT Services Inc., Arlington, Va. (W904TE-13-D-0462); Cytech Communications LLC, Nokesville, Va. (W904TE-13-D-0463); iGov Technologies Inc., Reston, Va. (W904TE-13-D-0464); Sierra Nevada Corp., Sparks, Nev. (W904TE-13-D-0465); and D & S Consultants Inc., Eatontown, N.J. (W904TE-13-D-0616); were awarded a firm-fixed-price, multi-year, multiple-award contract with a maximum value of $48,000,000 for various command, control, communications and computer support services for users located at Fort Bragg, N.C.  Type of appropriation will be determined with each order.  The bid was solicited through the Internet, with 10 bids received.  The Army Contracting Command, Fort Detrick, Md., is the contracting activity.

ECC Remediation Services, Burlingame, Calif., was awarded a firm-fixed-price, multi-year contract with a maximum value of $40,000,000 for various services in support of the Military Munitions Response Program.  Performance location and funding will be determined with each order.  The bid was solicited through the Internet, with three bids received.  The Army Corps of Engineers, Huntsville, Ala., is the contracting activity (W912DY-13-D-0065).

The Boeing Co., Ridley Park, Pa., was awarded a $17,028,790 modification (P00009) to a previously awarded firm-fixed-price, multi-year, foreign military sales contract (FMS) (W58RGZ-12-C-0010) for the procurement of CH-47 cargo aircraft.  This FMS contract is in support of Australia and United Arab Emirates.  A combination of fiscal 2010, fiscal 2011 and fiscal 2012 procurement funds are being obligated on this award.  The Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity.

BCI Construction USA Inc., Belleville, Ill., was awarded a firm-fixed-price, multi-year contract with a maximum value of $9,358,295 for the construction and installation services.  Work will be performed in De Valls Bluff, Ark.  Fiscal 2013 procurement funds are being obligated on this award.  The bid was solicited through the Internet, with 10 bids received.  The Army Corps of Engineers, Memphis, Tenn., is the contracting activity (W912EQ-13-C-0014).

Raytheon Oakley Systems, Salt Lake City, Utah, was awarded a $7,932,976 modification (P00007) to a previously awarded cost-plus-fixed-fee contract (W911NF-11-C-0214) for the research and development services in support of the detection of insider threats by identifying behaviors.  Fiscal 2013 research, development, testing and engineering funds in the amount of $802,083 are being obligated on this award.  The Army Contracting Command, Research Triangle Park, N.C., is the contracting activity.

International Business Machines Corp., Yorktown Heights, N.Y., was awarded a $7,788,423 modification (P00006) to a previously awarded contract (W911NF-11-C-0200) for the development of a scalable graph analytic and statistical learning methods to detect abnormal behavior from large, dynamic and heterogeneous media.  Fiscal 2013 research, development, testing and engineering funds in the amount of $718,750 are being obligated on this award.  The Army Contracting Command, Research Triangle Park, N.C., is the contracting activity.

Massman Construction Co., Kansas City, Mo., was awarded a firm-fixed-price, multi-year, option-filled contract with a maximum value of $6,633,675 for dredging services along the Mississippi River.  Performance location and funding will be determined with each order.  The bid was solicited through the Internet, with four bids received.  The Army Corps of Engineers, St. Louis, Mo., is the contracting activity (W912P9-13-D-0517).

 Defense Logistics Agency

Marlex Pharmaceuticals Inc.*, New Castle, Del., has been awarded a maximum $56,598,301 modification (P00007) exercising the first option period of a one-year base contract (SPM2D0-12-D-0005) with seven one-year options for various pharmaceuticals.  The contract is a fixed-price with an economic-price-adjustment, indefinite-delivery/indefinite-quantity contract.  Location of performance is Delaware with a July 8, 2014 performance completion date.  Using military services are Army, Air Force, and Marine Corps.  Type of appropriation is fiscal year 2013 Warstopper funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa.

EDO Professional Services Inc., Alexandria, Va., is being awarded a $22,120,993 modification (#P00011) to a previously awarded indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract (N66001-09-D-0032) for continued technical services in support of Space and Naval Warfare Systems Center Pacific (SSC Pacific) unmanned maritime systems performing fleet mine countermeasures and force protection.  Services will include engineering, logistics, configuration management, research, depot maintenance, system administration and tactical and strategic management.  Work will be performed in Manama, Bahrain (65 percent) and San Diego, Calif. (35 percent), and work is expected to be completed by July 22, 2014.  No funds will be obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  Operations and Maintenance, Navy and Research, Development, Test and Evaluation funds will be obligated at the task order level.  This is a one-year modification to a contract competitively procured via SSC Pacific Solicitation N66001-09-R-0032 and published on the Federal Business Opportunities website, with one offer received.  Space and Naval Warfare Systems Center Pacific, San Diego, Calif., is the contracting activity.
