DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $6.5 MILLION AND ABOVE

AIR FORCE

The Massachusetts Institute of Technology, Cambridge, Massachusetts, has been awarded a $1,734,516,083 modification (P00538) for the operation of the Lincoln Laboratory. This modification provides for a continuation of the research and development projects that began execution prior to April 1, 2015, without a break in service. Work will be performed at Lexington, Massachusetts, and is expected to be complete by March 31, 2018. This contract is incrementally funded; additional funds are not being obligated at time of award. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA8721-05-C-0002).

ARMY

Sikorsky Aircraft Corp., Stratford, Connecticut, was awarded a $93,312,100 modification (P00233) to contract W58RGZ-12-C-0008 for eight “Green” configured UH-60M Blackhawk Helicopters for the Tunisian government.  Fiscal 2015 other procurement funds in the amount of $93,312,100 were obligated at the time of the award.  Estimated completion date is Dec. 31, 2016.  Work will be performed in Stratford, Connecticut.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Washington Gas Energy Services Inc., Herndon, Virginia, has been awarded a maximum $52,969,173 fixed-price with economic-price-adjustment contract for direct supply natural gas.  This contract was a competitive acquisition, and four offers were received.  This is a two-year base contract with no option periods.  Locations of performance are Virginia, Maryland,
and District of Columbia with a March 31, 2017 performance completion date. Using military services are Army, Navy, Air Force, and federal civilian agencies.  Type of appropriation is fiscal year 2015 multi-Agency funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-15-D-7513).

Pentaq Manufacturing Corp., Sabana Grande, Puerto Rico, has been awarded a maximum $27,154,760 modification (P00113) exercising the second one-year option period of a one-year base contract (SPM1C1-13-D-1036) with four one-year option periods for various Army combat uniform coats. This is a firm-fixed-price contract.  Locations of performance are Puerto Rico and Alabama with a March 17, 2016, performance completion date.  Using military service is Army.  Types of appropriation are fiscal years 2015 and 2016 defense working capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

Washington Gas Energy Services Inc., Herndon, Virginia, has been awarded a maximum $9,416,863 fixed-price with economic-price-adjustment contract for direct supply natural gas.  This contract was a competitive acquisition and eight offers were received.  This is a two-year base contract with no option periods.  Locations of performance are Virginia and Delaware with a March 31, 2017 performance completion date.  Using military services are Army, Air
Force, and federal civilian agencies.  Type of appropriation is fiscal year 2015 multi-Agency funds.  The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-15-D-7511).

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

System High Corp.,* Chantilly, Virginia, has been awarded a ceiling $19,490,440 modification (P00029) exercising the third option period on a previously awarded contract (HR0011-12-C-0024) for contractor support services for the Defense Advanced Research Projects Agency security and intelligence directorate. The modification brings the total cumulative face value of the contract to $76,475,347 from $56,984,908. Work will be performed at DARPA headquarters in Arlington, Virginia, with an expected completion date of March 31, 2016. Fiscal 2014 research, development, test and evaluation funds in the amount of $7,113,736, and fiscal 2015 research, development, test and evaluation funds in the amount of $6,816,557, are being obligated at time of award. DARPA, Arlington, Virginia, is the contracting activity.

NAVY

Johnson Controls Government Systems LLC, Milwaukee, Wisconsin, is being awarded $14,830,455 for firm-fixed-price task order N39430-15-F-1626 under a previously awarded multiple award contract (DE-AM36-09GO29036) for heating, ventilation, and air conditioning and lighting improvements at Joint Base Pearl Harbor-Hickam.  The work to be performed provides for the design and installation of the following:  heating, ventilation and air conditioning for six buildings and light improvements encompassing 559 lamps on 220 exterior lighting poles as well as performance period services which consist of measurement and verification, operation and maintenance, and repair and replacement services.  Work will be performed in Pearl Harbor, Hawaii, and is expected to be completed by March 2031.  No funds will be obligated with this award.  The Energy Policy Act of 1992 authorizes agencies to use private financing to fulfill its requirements for energy savings performance contracts for project implementation.  For this project, Naval Facilities Engineering Command, Joint Base Pearl Harbor-Hickam, has agreed to pay for the costs of services and construction from project financing which will be obtained by Johnson Controls Government Systems LLC.  Ten proposals were received for this task order.  The Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity.

Simmonds Precision Products Inc., Vergennes, Vermont, is being awarded an $8,092,320 firm-fixed-price order (0008) against a previously issued basic ordering agreement (N00019-11-G-0010) for the procurement of 32 Integrated Mechanical Diagnostic and Health Usage Monitoring System (IMD HUMS) kits in support of the H-1 production upgrades, AH-1Z and UH-1Y aircrafts.  Work will be performed in Vergennes, Vermont, and is expected to be completed in February 2018.  Fiscal 2014 and 2015 aircraft procurement (Navy) funds in the amount of $8,092,320 are being obligated on this award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

WASHINGTON HEADQUARTERS SERVICES

QUALX Corp.,* Springfield, Virginia, is being awarded an $8,922,580 modification (P00015) to firm-fixed-price contract HQ0034-12-F-0213 for records management support services, including development of governance strategy and document conversion from paper-based to electronic enterprise content management. Work will be performed in Vienna, Virginia; Arlington, Virginia; Alexandria, Virginia; and College Park, Maryland. This contract was competitively processed, among service-disabled veteran-owned small businesses through the General Services Administration, with one bid received. The estimated completion date is March 16, 2017. Fiscal 2015 operations and maintenance funds are being obligated on award. Washington Headquarters Services, Washington, District of Columbia, is the contracting activity.
