DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $6.5 MILLION AND ABOVE
DEFENSE INTELLIGENCE AGENCY
Booz Allen Hamilton Inc., McLean, Virginia (HHM402-16-D-0013), was awarded an indefinite-delivery/indefinite-quantity contract with a maximum ceiling value of $400,000,000. The contract supports enterprise management services for the Defense Intelligence Agency chief information officer and other Intelligence Community/Department of Defense elements. The contract will provide help desk support for community-wide Intelligence Community Information Technology Enterprise Desktop Environment implementation. Work will be performed in the National Capital Region and additional locations worldwide. This contract vehicle was solicited on the basis of a full and open competition, and five proposals were received. Funding will be obligated on fixed-price and cost-type task orders. The five-year ordering period is expected to expire on May 3, 2021. The Virginia Contracting Activity, Washington, District of Columbia, is the contracting activity.
DEFENSE THREAT REDUCTION AGENCY
Honeywell Technology Solutions Inc., Columbia, Maryland, is being awarded a $130,000,000 indefinite-delivery/indefinite-quantity contract for instrumentation test support for the Defense Threat Reduction Agency in support of the Research and Development Office, Test Support Division, Test Diagnostics Branch (J9CXTD). Bids were solicited and two received. Work will be performed at White Sands Missile Range, New Mexico; Kirtland Air Force Base, New Mexico; and Nevada National Security Site, Mercury, Nevada. The base period is five years and is expected to be completed in 2021. The option period is for five years and is expected to be completed in 2026. NAVY
Exelis Inc., a wholly owned subsidiary of Harris Corp., Van Nuys, California, is being awarded a $70,288,630 fixed-price, indefinite-delivery/indefinite-quantity contract for the procurement of a maximum of 42 commercial-off-the-shelf Precision Approach Radar (PAR) systems for the Army (21), Navy (16), and Air Force (5), to replace the currently fielded AN-FPN-63(V). This contract also includes the uninterruptible power supplies, training and ancillary installation support for each PAR system. Work will be performed in Van Nuys, California, and is expected to be completed in May 2021. Fiscal 2014 other procurement (Navy) funds in the amount of $6,252,158 are being obligated at time of award, all of which will expire at the end of the current fiscal year. This contract was competitively procured via a full and open solicitation request for proposals; two offers were received. Austal USA, Mobile, Alabama, is being awarded a not-to-exceed $24,604,790 undefinitized contract action for the procurement of long-lead-time material and initial engineering support for the Expeditionary Fast Transport (EPF) 12 (formerly Joint High Speed Vessel 12). The EPF will provide high speed, shallow draft transportation capability to support the intra-theater maneuver of personnel, supplies and equipment for the Navy, Marine Corps, and Army. This contract action is for the procurement of long-lead-time materials to support the detail design and construction of EPF 12. This action allows the procurement of ship sets for the specifications supporting main propulsion engines, shafting and bearings, waterjet propulsors, stern ramp, and anchor chains. Work will be performed in Novi, Michigan (65 percent); Houston, Texas (20 percent); Kingsford, Michigan (12 percent); Winter Haven, Florida (2 percent); and Blaine, Washington (1 percent); and is expected to complete by March 2020. Fiscal 2016 shipbuilding and conversion (Navy) funding in the amount of $18,453,592 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with U.S. Code 2304(c)(1) – only one responsible source and no other supplies or services will satisfy agency requirements. L-3 Communications Corp., doing business as L-3 KEO, Northampton, Massachusetts, is being awarded a $9,336,979 firm-fixed-price delivery order under basic ordering agreement N00024-15-G-5359 for MK 46 and MK 20 Electro-Optical Sensor System depot spares. The MK 46 and MK 20 Electro-Optical Sensor Systems are the primary gun check sight for the MK 34 and MK 48 Gun Weapon Systems employed by the DDG 51 class, CG 47 class and Coast Guard WMSL class, as well as ship classes of various allied nations. The spares procured are required to support the gun weapon systems by performing safety check-sighting, look-point-shoot, range, identification of counter-battery targets, identification of short range surface targets in support of anti-surface warfare. This contract combines purchases for the Navy (81 percent); and the government of Korea (19 percent) under the Foreign Military Sales program. Work will be performed in Northampton, Massachusetts (95 percent); and Brattleboro, Vermont (5 percent), and is expected to be completed by October 2018. Fiscal 2016 and 2015 other procurement (Navy); and fiscal 2016 foreign military sales funding in the amount of $9,336,979 is being obligated at the time of award and will not expire at the end of the current fiscal year. AIR FORCE
General Dynamics C4 Systems, Scottsdale, Arizona, has been awarded a $20,897,644 modification (P00009) to previously awarded contract FA8307-09-D-0003 for KIV-78 Identification Friend or Foe production. Contractor will provide addition of contract line items for the newly approved device configuration and associated spares. In addition, this modification provides for the purchase of an estimated additional 700 units per year for foreign military sales. Work will be performed at Scottsdale, Arizona, and is expected to be complete by Aug. 31, 2019. No funds are being obligated at the time of award. Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Division, Joint Base San Antonio, Texas, is the contracting activity.
HB&A LLC, Colorado Springs, Colorado, has been awarded a not-to-exceed $10,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for architectural and engineering services. Contractor will provide services to perform Title I, Title II and other services to administer, coordinate and technically support facility sustainment, restoration and modernization, military construction and non-appropriated funds projects. Work will be performed at U.S. Air Force Academy, Colorado; Buckley Air Force Station, Colorado; Cheyenne Mountain Air Force Station, Colorado; Fort Carson, Colorado; F.E. Warren Air Force Base, Wyoming; Peterson Air Force Base, Colorado; and Schriever Air Force Base, Colorado, and is expected to be complete by May 3, 2021. This award is the result of a competitive acquisition with 28 offers received. Fiscal 2016 operation and maintenance funds in the amount of $552,316 are being obligated at the time of award. The 10th Contracting Squadron, U.S. Air Force Academy, Colorado, is the contracting activity (FA7000-16-D-0004).
Harris Corp., formerly Exelis Inc., Colorado Springs, Colorado, has been awarded a $9,176,202 modification (P00654) to previously awarded contract F19628-02-C-0010 for system sustainment for Distributed Space Command and Control-Dahlgren. Contractor support includes program management, systems engineering, systems administration, software and hardware maintenance, and system test and evaluation. Work will be performed at Dahlgren, Virginia, and is expected to be complete by April 30, 2017. Fiscal 2016 operation and maintenance funds in the amount of $5,522,949 are being obligated at the time of award. ARMY
Y-Tech Services,* Huntsville, Alabama, was awarded an $18,112,580 modification (P00046) to contract W58RGZ-14-C-0007 for maintenance, repair, and logistics support for the Aviation Flight Test Directorate, Redstone Test Center. Work will be performed in Huntsville, Alabama, with an estimated completion date of May 4, 2019. Fiscal 2016 research, development, testing, and evaluation funds in the amount of $3,468,000 were obligated at the time of the award.
