DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $7 MILLION AND ABOVE

DEFENSE LOGISTICS AGENCY

Zoll Medical Corp., Chelmsford, Massachusetts, has been awarded a maximum $400,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for deployable vital signs monitors. This is a one-year base contract with five one-year option periods. The maximum dollar amount is for the life of the contract. This was a competitive acquisition with two responses received. Location of performance is Massachusetts, with a Dec. 7, 2023, performance completion date. Using military services are Air Force and Army. Type of appropriation is fiscal 2018 through 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2D1-18-D-0005).

Darden Petroleum Energy,* Marietta, Georgia, has been awarded a $9,164,716 fixed-price with economic-price-adjustment, requirements-type contract for various types of fuel. This was a competitive acquisition with 38 offers received. This is a five-year contract with a 31-day carryover.  Locations of performance are Georgia and Virginia, with an Aug. 31, 2022, performance completion date. Type of appropriation is fiscal 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE605-18-D-4030).

AIR FORCE

General Atomics – Aeronautical Systems Inc., Poway, California, has been awarded a not-to-exceed $134,010,380 undefinitized contract action for the production of block 30 ground control stations.  Work will be performed in Poway, California, with an expected completion date of Jan. 31, 2020.  Fiscal 2017 and 2016 aircraft procurement; and research, development, test, and evaluation funds in the amount of $52,962,472 are being obligated at the time of award.  Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-15-G-4040, FA8620-18-F-2375).

The Boeing Co., Defense, Space and Security, Huntington Beach, California, has been awarded a ceiling $87,458,896 firm-fixed-price, cost-plus-fixed-fee, cost-reimbursable no-fee, indefinite-delivery/indefinite-quantity contract for the combat survivor evader locator contractor logistics support.  Work will be performed in Huntington Beach, California, with an expected completion date of Dec. 31, 2022.  Fiscal 2017 to 2024 operations and maintenance; and research, development, test, and evaluation funds in the amount of $13,298,783 are being obligated at the time of award.  This contract is a sole-source acquisition.  Air Force Life Cycle Management Center, Hill Air Force Base, Utah, is the contracting activity (FA8217-18-D-0001).

L-3 Communications Vertex Aerospace LLC, Madison, Mississippi, has been awarded a $79,387,452 firm-fixed-price contract for contractor operated and maintained base supply of the Air Education and Training Command fleet of 178 T-1A trainer aircraft.  Work will be performed at Randolph Air Force Base, Texas; Laughlin Air Force Base, Texas; Vance Air Force Base, Oklahoma; Columbus Air Force Base, Mississippi; and Pensacola Naval Air Station, Florida, with an expected completion date of June 7, 2018.  This contract was a competitive acquisition, and three offers were received.  Fiscal 2018 operations and maintenance funds in the amount of $1,502,988 are being obligated at the time of award.  Air Force Life Cycle Management Center, Tinker AFB, Oklahoma, is the contracting activity (FA8106-18-C-0001).

General Atomics – Aeronautical Systems Inc., Poway, California, has been awarded a $24,924,266 option (002606) to a previously awarded contract (FA8620-15-G-4040) for MQ-9 contractor logistics support phase 2.  The contractor will provide an additional period of contractor logistics support for the French air force.  Work will be performed in Poway, California, with an expected completion date of Dec. 31, 2018.  This contract involves 100 percent foreign military sales to France.  Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

Applied Technology Associates, Albuquerque, New Mexico, has been awarded a ceiling $9,705,640 cost-reimbursable contract for beam control and aero effects research and development.  Work will be performed at Kirtland Air force Base, New Mexico, with an expected completion date of Dec. 13, 2022.  Fiscal 2017 research, development, test and evaluation funds in the amount of $300,000 are being obligated at the time of award.  This contract was a competitive acquisition, and three offers were received.  Air Force Research Laboratory, Kirtland Air Force Base, New Mexico, is the contracting activity (FA9451-18-C-0053).

NAVY

Zenetex LLC, Herndon, Virginia, is being awarded a $69,975,908 indefinite-delivery/indefinite-quantity contract for integrated logistics services for the acquisition and life cycle sustainment of two weapon systems, the Naval Mission Planning Systems and the Theater Mission Planning Center.  These services are in support of the Strike Planning and Execution Systems Program Office (PMA-281).  Work will be performed in Marlton, New Jersey (76.91 percent); San Diego, California (6.15 percent); Norfolk, Virginia (4.62 percent); Whidbey Island, Washington (3.08 percent); Cherry Point, North Carolina (1.54 percent); Beaufort, South Carolina (1.54 percent); Lemoore, California (1.54 percent); Jacksonville, Florida (1.54 percent); Fallon, Nevada (1.54 percent); and Iwakuni, Japan (1.54 percent), and is expected to be completed in December 2022.  No funds will be obligated at time of award.  Funds will be obligated on individual task orders as they are issued.  This contract was competitively procured via an electronic request for proposal; three offers were received.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-18-D-0011).

MN-BMCD JV, Norfolk, Virginia, is being awarded a maximum amount $60,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity architect-engineering contract with for multiple-discipline architect-engineering services in support of waterfront projects in the Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic area of responsibility (AOR), located primarily in the Hampton Roads Area of Virginia.  The work to be performed provides for architect-engineering and engineering services including new construction, repair, replacement, demolition, alteration, and/or improvement of waterfront projects.  Projects may include single or multiple disciplines, including, but not limited to, structural, civil, mechanical, electrical, architectural, planning, environmental, fire protection, cost estimating, and/or geotechnical.  The types of waterfront projects may include: piers; wharves; quay walls; dry docks; bulkheads; crane rail systems; fender systems; berthing and mooring; dredging; coastal and shoreline protection; and waterfront related utilities.  Work may also include services for projects ancillary to waterfront projects, such as: buildings; roads; parking areas; railroads; bridges; foundations; retaining walls; failure investigation including destructive and non-destructive testing; seismic evaluation and design; progressive collapse analysis; blast resistant design; structural engineering investigations; utility systems including sanitary and storm; water systems; storm water management; sediment and erosion control; earthwork; coastal and shoreline; surveying; pavement design; and civil engineering studies. The initial task order is being awarded at $769,620 for dry dock flood protection improvements at Norfolk Naval Shipyard, Portsmouth, Virginia.  Work for this task order is expected to be completed by April 2018.  All work on this contract will be performed in Portsmouth, Virginia (35 percent); Norfolk, Virginia (30 percent); Yorktown, Virginia (15 percent); Virginia Beach, Virginia (15 percent), and other facilities within the NAVFAC Mid-Atlantic AOR (5 percent).  The term of the contract is not to exceed 60 months with an expected completion date of December 2022.  Fiscal 2017 military construction (planning and design) contract funds in the amount of $769,620 are obligated on this award and will not expire at the end of the current fiscal year.  Future task orders will be primarily funded by military construction (Navy) funds.  This contract was competitively procured via the Navy Electronic Commerce Online website, with four proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-18-D-1100).

Diesel Engineering Inc., Englewood Cliffs, New Jersey, is being awarded a $10,483,409 firm-fixed-price contract for engines and transmissions kits for the Achzarit heavy armored personnel carriers for the Israeli Defense Forces.  This contract includes one option which, if exercised, would bring the cumulative value of this contract to $10,592,891. This contract involves foreign military financing to the state of Israel.  Work will be performed in Detroit, Michigan (68 percent); and Prague, Czech Republic (32 percent), and is expected to be completed by December 2019.  Foreign military financing funding in the amount of $10,483,409 will be obligated at time of award and not expire at the end of the fiscal year.  This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(4) – international agreement between the U.S. and a foreign government. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-18-C-4108).

Raytheon Co., Marlborough, Massachusetts, is being awarded an $8,398,056 not-to-exceed undefinitized contract action, on a firm-fixed-price basis, as a modification to a previously awarded contract (N00024-14-C-5315) to procure Air and Missile Defense Radar-S Band/Radar Suite Controller (AMDR-S/RSC) detection simulation only low-rate initial production (LRIP) emulators and spares under provisioned item order contract line item number 0003. The contractor shall build, test, and deliver a quantity of two AMDR-S/RSC DetSim LRIP emulators and associated spares to support AEGIS Baseline 10.0 integration and testing. Work will be performed in Marlborough, Massachusetts, and is expected to be completed by July 2018. Fiscal 2016 shipbuilding and conversion (Navy) funding in the amount of $4,199,028 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

ARMY

Messer Construction Co., Dayton, Ohio, has been awarded an $11,611,000 firm-fixed-price contract for renovation and construction of Building 254 at Wright-Patterson Air Force Base, Ohio. Bids were solicited via the Internet with three received. Work will be performed in Wright-Patterson Air Force Base, Ohio, with an estimated completion date of Dec. 31, 2019. Fiscal 2017 research, development, test and evaluation funds in the amount of $11,611,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Louisville, Kentucky, is the contracting activity (W912QR-18-C-0008).

SRI International, Menlo Park, California, has been awarded a $7,214,334 cost-plus-fixed-fee contract to support the Defense Advanced Research Project Agency World Modelers Program, which requests research proposals in the area of causal modeling, forecasting, and analysis techniques. Bids were solicited via the Internet with seven received. Work will be performed in Menlo Park, California; Pittsburgh, Pennsylvania; Stanford, California; and Santa Barbara, California, with an estimated completion date of Dec. 9, 2021. Fiscal 2017 research, development, test and evaluation funds in the amount of $1,368,283 were obligated at the time of the award. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W911NF-18-C-0012).

MISSILE DEFENSE AGENCY

The Boeing Co., Huntington Beach, California is being awarded an $8,966,976 competitive, cost-plus-fixed-fee contract for the Low Power Laser Demonstrator (LPLD) Phase 1 effort. No options are contemplated.  Under this new contract, the contractor will perform the next step for the LPLD effort that addresses laser power and aperture size by integrating and testing a low power laser on an unmanned aerial vehicle.  The work will be performed in Huntington Beach, California; and Albuquerque, New Mexico, with an estimated completion date of Sept. 3, 2018.  The period of performance is nine months from Dec. 6, 2017, through Sept. 3, 2018. This contract was competitively procured via publication on the Federal Business Opportunities website through an Advanced Technology Innovation Broad Agency Announcement HQ0147-15-ATI-BAA.  Fiscal 2018 research, development, test and engineering funds in the amount of $2,000,000 are being obligated at the time of award.  The Missile Defense Agency, Albuquerque, New Mexico, is the contracting activity (HQ0277-18-C-0003).
