DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $7 MILLION AND ABOVE

AIR FORCE

Boeing Co., Oklahoma City, Oklahoma, has been awarded a $150,000,000 indefinite-delivery/indefinite-quantity contract to exercise Option One for engineering support services for multiple commercial derivative aircraft platforms.  Work will be performed in Oklahoma City, Oklahoma; San Antonio, Texas; and various other locations in the U.S., and is expected to be complete by Jan. 31, 2019. This award is the result of a sole-source acquisition. No funds are being obligated at the time of the award.  Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity (FA8106-17-D-0002 P00002).

Atec Inc., Stafford, Texas, has been awarded an $80,328,845 firm-fixed-price contract for engine test stand repairs. This contract provides for the repair of aircraft engine test stands used in the intermediate maintenance test and evaluation phases of aircraft.  Work will be performed at various locations in the U.S. and overseas, and is expected to be complete by Jan. 21, 2022.  Fiscal 2018 operations and maintenance funds will be obligated on task orders, not at the time of the award.  This award was the result of a sole-source acquisition.  Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8533-18-D-0001).

Charles Stark Draper Laboratory Inc., Cambridge, Massachusetts, has been awarded an $11,193,029 cost-plus-fixed-fee contract for modernized receiver test asset modernized test asset test support services, in order to test support services to the Space and Missile Systems Center Global Positioning Systems Directorate’s Test and Verification Branch.  Work will be performed in Cambridge, Massachusetts, and is expected to be complete by Jan. 31, 2021.  This contract is the result of a sole-source acquisition.  Global Positioning Systems Directorate, Space and Missile Systems Center, Los Angeles Air Force Base, California is the contracting activity (FA8807-18-C-0001). ARMY

Leidos Inc., Reston, Virginia, was awarded a $75,110,227 firm-fixed-price contract for continued deployed contingency operations in support of the existing Night Eagle system. Bids were solicited via the Internet with one received. Work will be performed in Reston, Virginia; and Bagram, Afghanistan, with an estimated completion date of April 25, 2020. Fiscal 2018 operations and maintenance (Army) funds in the amount of $75,110,227 were obligated at the time of the award. U.S. Army Contracting Command, Orlando, Florida, is the contracting activity (W900KK-18-C-0009).

Barnard Construction Co. Inc., Bozeman, Montana, was awarded a $73,346,397 firm-fixed-price contract for the design-build replacement of 20 miles of U.S./Mexico border fencing in Santa Teresa, New Mexico. Bids were solicited via the Internet with three received. Work will be performed in Santa Teresa, New Mexico, with an estimated completion date of Feb. 16, 2019. Fiscal 2018 operations and maintenance (Army) funds in the amount of $73,346,397 were obligated at the time of the award. U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting activity (W9126G-18-C-0008).

Lockheed Martin Missiles and Fire Control, Orlando, Florida, was awarded a $33,916,629 modification (P00036) to contract W900KK-14-C-0020 for the national cyber range capability designed to allow potentially virulent code to be introduced and studied on the range without compromising the range. Work will be performed in Orlando, Florida, with an estimated completion date of May 25, 2019. Fiscal 2017 and 2018 research, development, test and evaluation funds in the amount of $33,916,629 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Dyncorp International LLC, Ft. Worth, Texas, was awarded a $13,253,810 modification (P00176) to contract W58RGZ-13-C-0040 for aviation field maintenance services in support of the U.S. Army Aviation and Missile Command. Work will be performed in Germany, Iraq and Afghanistan, with an estimated completion date of Dec. 31, 2018. Fiscal 2016 and 2018 operations and maintenance (Army); and other procurement (Army) funds in the amount of $13,253,810 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

EFW Inc., Fort Worth, Texas, was awarded a $12,630,240 a firm-fixed-price contract for Apache aviator integrated helmets and associated spare parts. Bids were solicited via the Internet with one bid received. Work locations and funding will be determined with each order, with an estimated completion date of Jan. 31, 2022. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-18-D-0015).

Calibre Systems Inc., Alexandria, Virginia, was awarded a $12,099,837 firm-fixed-price contract for U.S. Army Force Management School education and training support services. Bids were solicited via the Internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of Jan. 4, 2023. U.S. Army Mission and Installation Contracting Command, Fort Belvoir, Virginia is the contracting activity (W91QV1-18-D-0002).

Manson Construction Co., Seattle, Washington, was awarded a $10,519,000 firm-fixed-price contract for 2018-2020 maintenance dredging at the Port of Alaska Award. Bids were solicited via the Internet with two received. Work will be performed in Anchorage, Alaska, with an estimated completion date of May 20, 2019. Fiscal 2014 and 2018 operations and maintenance (Army) funds in the amount of $10,519,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Alaska District, is the contracting activity (W911KB-18-C-0004).

U.S. TRANSPORTATION COMMAND

Columbia Helicopters Inc., Aurora, Oregon, has been awarded a task order modification (HTC711-17-F-R006) on contract HTC711-17-D-R018.  This contract provides rotary wing airlift support within the U.S. Central Command area of responsibility, configured to simultaneously transport passengers and cargo. Work will be performed in Afghanistan.  Task order period of performance is Feb. 1, 2018, to Aug. 31, 2018.  The total value of the contract has increased by $35,690,649 from $189,982,167 to $225,672,816.  Fiscal 2018 operations and maintenance funds in the amount of $35,690,649 were obligated at time of award. The contracting activity is U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois.

NAVY

Pontiac Drywall Systems Inc.,* Pontiac, Michigan, is being awarded $13,510,244 for firm-fixed-price task order N4008018F4072 under a previously awarded multiple award construction contract (N40085-17-D-5039) for repair and restoration of Fuller Hall in Building 46NS at Naval Support Activity Annapolis.  The work to be performed provides for interior and exterior repairs, upgrades building systems, corrects building code deficiencies and incorporates energy efficient and sustainable elements to enhance enlisted personnel living conditions.  Work will be performed in Annapolis, Maryland, and is expected to be completed by January 2020.  Fiscal 2018 operations and maintenance (Navy) contract funds in the amount of $13,510,244 are obligated on this award and will expire at the end of the current fiscal year.  One proposal was received for this task order.  The Naval Facilities Engineering Command, Washington, Washington, District of Columbia, is the contracting activity.

Islands Mechanical Contractor Inc.,* Middleburg, Florida, is being awarded $7,994,605 for firm-fixed-price task order N6945018F0852 under a previously awarded multiple award construction contract (N69450-15-D-1620) for refurbishment of Villamar Substation at Naval Station Guantanamo Bay.  The work to be performed provides installing automatic closers, connections to supervisory control and data acquisition, and replacement of surge arrestor and potential transformers on the 34 kilovolt-ampere side.  The contractor shall provide the labor, supervision, engineering materials, equipment, tools, parts, supplies and transportation to perform all work described in the request for proposal.  Work will be performed in Guantanamo Bay, Cuba, and is expected to be completed by July 2019.  Fiscal 2018 operations and maintenance (Navy) contract funds in the amount of $7,994,605 are obligated on this award and will expire at the end of the current fiscal year.  Two proposals were received for this task order.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Jo-Kell Inc.,** Chesapeake, Virginia, has been awarded a maximum $7,226,520 firm-fixed-price, indefinite-quantity contract for UH-60A helicopter special purpose electrical cable assemblies. This is a five-year contract with no option periods. This was a sole source acquisition that utilized other than full and open competition under the authority of 10 U.S. Code 2304(c)(1).  Location of performance is Virginia, with a Jan. 21, 2023, performance completion date. Using military service is Army. Type of appropriation is fiscal 2018 through 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Richmond, Virginia (SPE4A6-18-D-0062).
