DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $7 MILLION AND ABOVE

ARMY

Lockheed Martin Corp., Grand Prairie, Texas, has been awarded a $523,836,625 modification (P00012) to domestic and foreign military sales (Qatar, Saudi Arabia, and Romania) contract W31P4Q-17-C-0006 for PATRIOT advanced capability-3 missile segment enhancement missiles, cost reduction initiative missiles and associate ground support equipment. Work will be performed in Grand Prairie, Texas; Huntsville, Alabama; Camden, Arizona; Lufkin, Texas; Chelmsford, Massachusetts; and Ocala, Florida, with an estimated completion date of Jan. 31, 2021. Fiscal 2016, 2017 and 2018 other procurement (Army) funds in the amount of $523,836,625 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Raytheon Co., Andover, Massachusetts, has been awarded a $17,590,754 modification (P00010) to domestic and foreign military sales (Israel, Qatar, Kuwait, Japan, South Korea, Taiwan, United Arab Emirates, Luxembourg, and Saudi Arabia) contract W31P4Q-17-C-0042 for support necessary to execute PATRIOT Field Surveillance program to include missile assessments, testing, recertification, and repair activities. Work will be performed in Andover, Massachusetts, with an estimated completion date of Jan. 31, 2020. Fiscal 2018 operations and maintenance (Army); and foreign military sales funds in the amount of $17,590,754 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

Valiant Government Services LLC, Hopkinsville, Kentucky, has been awarded a $13,148,686 firm-fixed-price contract for operations and maintenance services for U.S. Army Medical Research and Materiel Command facilities Navy, National Museum of Health and Medicine and Armed Forces Medical Examiner Service facilities. Bids were solicited via the Internet with two received. Work will be performed in Natick, Massachusetts; Gunpowder, Maryland; Fort Detrick, Maryland; Silver Spring, Maryland; Fort Rucker, Alabama; and Dover Air Force Base, Delaware, with an estimated completion date of Feb. 6, 2019. Fiscal 2018 operations and maintenance (Army) and research, development, test and evaluation funds in the combined amount of $13,148,686 were obligated at the time of the award. U.S. Army Corps of Engineers, Mobile, Alabama, is the contracting activity (W91278-18-C-0011).

AIR FORCE

Decypher Technologies Ltd., San Antonio, Texas (FA8604-18-D-3000); Mission Services LLC, McLean, Virginia (FA8604-18-D-3001); and Stellar Innovations & Solutions Inc., Moraine, Ohio (FA8604-18-D-3000), have been awarded a $97,300,000 indefinite-delivery/indefinite-quantity contract for Air Force Research Laboratory information technology support services. This contract provides for enterprise information technology support services including specialized helpdesk, systems administration, cybersecurity management, automatic data processing equipment asset tracking, development, and video teleconference/meeting support.  Work will be performed at Wright-Patterson Air Force Base, Ohio, and is expected to be complete by May 31, 2023.  This award is the result of a competitive acquisition, and 29 offers were received.  Fiscal 2018 research and development funds in the amount of $500,000 (Decypher Technologies, Ltd.); $230,000 (Mission Services LLC); and $300,000 (Stellar Innovations and Solutions, Inc.), will be obligated at the time of award. Air Force Life Cycle Management, Information Technology Contracting, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

Scientific Research Center, Atlanta, Georgia, has been awarded a $10,989,711 firm-fixed-price contract for the installation and integration of the AN/ALR-69A(V) radar warning receiver system on C-130H aircraft.  Work will be performed in Warner Robins, Georgia, and is expected to be complete by Oct. 19, 2022.  This award is the result of a competitive acquisition and five offers were received. Fiscal 2017 procurement funds in the amount of $10,989,711 is being obligated at the time of award. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia is the contracting activity (FA8553-18-C-0003).

NAVY

Raytheon Co., Tucson, Arizona, is being awarded a $44,610,302 cost-plus-fixed-fee, delivery order contract for one lot of research and development design, development, studies, and technology demonstrations for advanced insertion and integration support of Raytheon owned weapons systems including AIM-9 Sidewinder, AIM-120 advanced medium-range air-to-air missile (AMRAAM), AGM-65 Maverick, AGM-154 JSOW, R/UGM-109 Tomahawk, XM982 Excalibur, BGM-71 tube-launched, optically-tracked, wireless-guided (TOW) missile, Standard missile, Evolved Sea Sparrow missile, Talon, Rolling Airframe missile, Pyros, Small Diameter Bomb II and Griffin.  Work will be performed in Tucson, Arizona, and is expected to be completed in December 2022.  No funds are being obligated at time of award; funds will be obligated on individual delivery orders as they are issued.  This contract was not competitively procured pursuant to 10 U.S. Code 2304(c)(1).  The Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity (N68936-18-D-0017).

Lockheed Martin Rotary and Mission Systems, Manassas, Virginia, is being awarded a $33,763,548 cost-plus-incentive-fee contract modification to a previously awarded contract (N00024-15-C-6222) to exercise options for the procurement of Technical Insertion (TI)-16 Acoustic Rapid Commercial Off-the-Shelf Insertion (A-RCI) systems and pre-cable kits. Work will be performed in Manassas, Virginia (95 percent); Clearwater, Florida (5 percent), and is expected to be completed by February 2020.  Fiscal 2018 other procurement (Navy) funding in the amount of $33,763,548 will be obligated at the time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington Navy Yard, Washington, District of Columbia, is the contracting activity.

Lockheed Martin Space Systems Co., Sunnyvale, California is being awarded $28,732,771 for cost-plus-fixed-fee modification P00006 to exercise options under a previously awarded and announced contract (N00030-17-C-0100) for Trident II (D5) missile deployed system support.  The work will be performed in Sunnyvale, California (71.81 percent); Cape Canaveral, Florida (9.14 percent); Clearwater, Florida (4.68 percent); Denver, Colorado (4.68 percent); Titusville, Florida (3.62 percent); and other various locations (less than 1.00 percent each; 6.07 percent total), and work is expected to be completed Sept. 30, 2020. Fiscal 2018 weapons procurement (Navy) funds in the amount of $26,779,236; and fiscal 2018 operation and maintenance (Navy) funds in the amount of $1,953,535 are being obligated on this award, $1,953,535 of which will expire at the end of the current fiscal year.  Strategic Systems Programs, Washington, District of Columbia, is the contracting activity.

General Dynamics Mission Systems, Pittsfield, Massachusetts, is being awarded $16,038,136 for modification P00018 to a previously awarded cost-plus-incentive-fee, cost-plus-fixed-fee contract (N00030-16-C-0005) for sustainment of the U.S. and United Kingdom (UK) SSBN Fire Control System, the U.S. SSGN attack weapon control system, including training and support equipment.  Also included is missile fire control for the Columbia-class and UK Dreadnought-class Common Missile Compartment program development, through first unit UK production, and strategic weapon interface simulator.  The work will be performed in Pittsfield Massachusetts (90.5 percent); Bremerton, Washington, (3.6 percent); Kings Bay, Georgia (2.7 percent); Dahlgren, Virginia (1.0 percent); Cape Canaveral, Florida (0.9 percent); Portsmouth, Virginia (0.9 percent); and the United Kingdom (0.4 percent), with an expected completion date of September 2023.  Fiscal 2018 operations and maintenance (Navy) funds in the amount of $16,038,136 are being obligated on this award, all of which will expire at the end of the current fiscal year.  Strategic Systems Programs, Washington, District of Columbia, is the contracting activity.

Lockheed Martin Rotary and Mission Systems, Liverpool, New York, is being awarded an $11,525,263 cost-plus-incentive-fee modification to a previously awarded contract (N00024-17-C-5353) to exercise options for engineering, manufacturing and development for advanced off-board electronic warfare (AOEW).  The AOEW program will provide an electronic warfare mission package to integrate with a flight vehicle.  The AOEW program will provide MH-60 helicopters with enhanced electronic warfare surveillance and countermeasure capabilities against anti-ship missile threats.  Work will be performed in Syracuse, New York (88 percent); Lansdale, Pennsylvania (10 percent); Stratford, Connecticut (1 percent); and Orlando, Florida (1 percent), and is expected to be completed by December 2020.  Fiscal 2018 research, development, test and evaluation (Navy) funding in the amount of $3,602,691 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia is the contracting activity.

DEFENSE FINANCE AND ACCOUNTING SERVICE

CACI Inc. Federal, Chantilly, Virginia, has been awarded a not-to-exceed $10,618,687 modification, P00008 to previously awarded HQ0423-15-F-5001 for comptroller mission systems support for the Office of the Under Secretary of Defense (Comptroller).  This modification exercises option year three with a period of performance of Feb. 16, 2018, through Feb. 15, 2019.  The modification brings the total cumulative face value of the contract to $39,482,688 from $28,864,001. Work will be performed at the Pentagon; and remote locations within the National Capital Region with an expected completion date of Feb. 15, 2019.  Operations and maintenance (defense-wide) funds in the amount of $10,618,687 are being obligated at time of award. The Defense Finance and Accounting Service in Columbus, Ohio, is the contracting activity.
