DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $7 MILLION AND ABOVE

NAVY

Raytheon Missile Systems Co., Tucson, Arizona, is being awarded a not-to-exceed $48,061,000 for firm-fixed-price delivery order 0030 under previously awarded contract N00104-11-D-ZD43 as an undefinitized contractual action for performance-based logistics support of the Phalanx close-in-weapon system in managing the systems by furnishing repaired and new units for 1041 line items under prescribed performance metrics in response to Fleet requisitions.  Work will be performed in Louisville, Kentucky, and work is to be completed by August 2019.  Fiscal 2018 working capital funds (Navy) in the amount of $23,549,890 will be obligated at the time of award and funds will not expire at the end of the current fiscal year.  One firm was solicited for this non-competitive requirement, and one offer was received in accordance with Federal Acquisition Regulation 6.302-1.  Naval Supply Systems Command Weapon Systems Support, Mechanicsburg, Pennsylvania, is the contracting activity.

L-3 Technologies Inc., Salt Lake City, Utah, is being awarded a $25,623,007 firm-fixed-price, cost-plus-fixed-fee contract to manufacture, test, deliver, manage, and support Common Data Link Hawklink AN/SRQ-4 systems for the MH-60R aircraft.  Work will be performed in Salt Lake City, Utah (60 percent); Atlanta, Georgia (14 percent); Mountain View, California (6 percent); Exeter, New Hampshire (2 percent); Derby, Kansas (1 percent); El Cajon, California (1 percent); Boise, Idaho (1 percent); Dover, New Hampshire (1 percent); Sunnyvale, California (1 percent); York Haven, Pennsylvania (1 percent); Bohemia, New York (1 percent); Oxnard, California (1 percent); Littleton, Massachusetts (1 percent); Providence, Rhode Island (1 percent); Cedar Park, Texas (1 percent); Minnetonka, Minnesota (1 percent); Phoenix, Arizona (1 percent); Stow, Massachusetts (1 percent); Salinas, California (1 percent); Ft. Worth, Texas (1 percent); Skokie, Illinois (1 percent); and Toronto, Canada (1 percent), and is expected to be completed August 2020.  Fiscal 2014, 2016, and 2017 shipbuilding and conversion (Navy); and fiscal 2017 and 2018 other procurement (Navy) funds in the amount of $25,623,007 will be obligated at time of award, $2,000,000 of which will expire at the end of the current fiscal year.  This contract was competitively procured via an electronic request for proposals; one offer was received.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-18-C-1030).

DEFENSE LOGISTICS AGENCY

Hamilton Sundstrand Corp., Windsor Locks, Connecticut, has been awarded a maximum $34,142,529 firm-fixed-price delivery order (SPRPA1-18-F-L30L) against a five-year basic ordering agreement (SPRPA1-13-G-001X) for constant frequency generators. This is a three-year, seven-month contract with no option periods. This was a sole source acquisition using justification 10 U.S. Code 2304 (c)(1). Locations of performance are Connecticut and Illinois, with an Oct. 31, 2021, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2018 through 2021 Navy working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania.

ARMY

Manson Construction Co., Seattle, Washington, was awarded an $11,318,750 firm-fixed-price contract for Mississippi River dredging, Baton Rouge to the Gulf of Mexico, Southwest Pass maintenance dredging, and cutterhead dredge rental. Bids were solicited via the Internet with two received. Work will be performed in Belle Chasse, Louisiana, with an estimated completion date of June 11, 2018. Fiscal 2018 civil works funds in the amount of $11,318,750 were obligated at the time of the award. U.S. Army Corps of Engineers, New Orleans, Louisiana, is the contracting activity (W912P8-18-C-0014).

QED Systems,* Aberdeen Proving Ground, Maryland, was awarded a $8,452,764 modification (P00023) to contract W15P7T-14-C-C012 for program management, engineering, logistics, business, administrative, operations, and security service support in support of the Program Director Aerostats mission. Work will be performed in Aberdeen Proving Ground, Maryland, with an estimated completion date of Feb. 28, 2019. Fiscal 2018 operations and maintenance (Army) funds in the amount of $3,750,000 were obligated at the time of the award. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity.

AIR FORCE

Alpha-Omega Change Engineering Inc., Williamsburg, Virginia, has been awarded an $8,458,394 firm-fixed-price modification (P00012) to previously awarded contract FA4890-17-C-0006 for F-15E, F-16 and F-22A aircrew training and courseware development. This modification is for the exercise of option one, and brings the total cumulative face value of the contract to $44,285,960.  Fiscal 2018 operations and maintenance funds in the amount of $8,458,394 are being obligated at the time of award. Work will be performed at Langley Air Force Base, Virginia; Seymour Johnson Air Force Base, North Carolina; Shaw Air Force Base, South Carolina; Tyndall Air Force Base, Florida; Nellis Air Force Base, Nevada; Hill Air Force Base, Utah; and Mountain Home Air Force Base, Idaho.  Work is expected to be complete by March 31, 2019.  Air Combat Command Acquisition Management and Integration Center, Langley AFB, Virginia, is the contracting activity.
