DEPARTMENT OF DEFENSE Contracts VALUED AT $7 MILLION AND ABOVE


NAVY

Sentient Digital Inc., doing business as Entrust Government Solutions, New Orleans, Louisiana, is awarded a total $49,000,000 indefinite-delivery/indefinite-quantity contract for information technology (IT) engineering support services. IT services in this contract will assist Military Sealift Command’s (MSC) Command, Control, Communications, and Computer Systems (C4S) division (N6) in providing and sustaining Department of Defense (DoD) and Department of the Navy (DoN) compliant technical C4S solutions.  Additionally, this contract will satisfy emerging requirements, enhance and develop IT capabilities in support of MSC’s mission and assist in the development of governance to ensure IT capabilities align to MSC N6’s strategic business support plan, MSC N6’s technical architecture road maps, DoD, and DoN mandates. The solutions primarily satisfy emergent cyber security mandates and technical refreshes for end of life hardware and software.  Work will be performed in Norfolk, Virginia, and is expected to be completed Aug. 15, 2023.  Fiscal 2018 working capital funds in the amount of $10,000 will be obligated as the initial task order and will satisfy the minimum guarantee requirements.  Contract funds will expire at the end of the current fiscal year.  This contract was competitively procured, with proposals solicited via the Federal Business Opportunities website, with eight offers received.  The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N32205-18-D-1000).

Cardno-Amec Foster Wheeler Public Works JV, Charlottesville, Virginia, is awarded a maximum amount $45,000,000 indefinite-delivery/indefinite-quantity contract for services to support the Navy’s Public Works Business Line.  The work to be performed provides for but is not limited to: the preparation of reports and studies, manuals and other written documentation, conducting field surveys, inspections, testing, commissioning/re-commissioning, inventory assessments and logistics management, system analyses, productivity analyses, business case analyses, supply chain management support (including logistic analyses), developing initiatives, developing and/or performing processes improvements, preparing training manuals and delivering training, researching and recommending tools and processes to increase efficiencies, cost control studies, and management of public works assets.  Work will be performed primarily within the Naval Facilities Engineering Command, Atlantic area of responsibility which includes Virginia (60 percent); California (10 percent); Florida (10 percent); Hawaii (10 percent); and Naples, Italy (10 percent).  The term of the contract is not to exceed 60 months with an expected completion date of August 2023.  Fiscal 2018 operations and maintenance (Navy) contract funds in the amount of $10,000 are obligated on this award and will expire at the end of the current fiscal year.  No task orders are being issued at this time.  Future task orders will be primarily funded by operations and maintenance (Navy).  This contract was competitively procured via the Navy Electronic Commerce Online website, with three proposals received.  The Naval Facilities Engineering Command, Atlantic, Norfolk, Virginia, is the contracting activity (N62470-18-D-3009).

Straub Construction Inc., Santa Rosa, California, is awarded $16,800,000 for firm-fixed-price task order N6247318F4874 under a previously awarded multiple award construction contract (N62473-16-D-1887) for construction of the Air Wing Training Facility at Naval Air Station, Fallon.  The work to be performed provides for construction of the facility that will support desk-style aircraft simulators, Virtual Aegis Combat simulators, F-35 Mission Rehearsal Trainers, and unmanned aerial system simulators, E-2D simulators and support spaces.  Project will be constructed with reinforced concrete masonry with seismic upgrades, reinforced concrete slab, structural steel framing, elastomeric roof and structural elements that would allow the expansion of the facility in the future if required.  Work will be performed in Fallon, Nevada, and is expected to be completed by August 2020.  Fiscal 2017 military construction (Navy) contract funds in the amount of $16,800,000 are obligated on this award and will not expire at the end of the current fiscal year.  Three proposals were received for this task order.  The Naval Facilities Engineering Command, Southwest, San Diego, California, is the contracting activity.

AIR FORCE

Booz Allen Hamilton Inc., McLean, Virginia, has been awarded a $47,435,959 cost-plus-fixed-fee contract for operational resilient cyber advancements.  This contract provides the Air Force with the capability to rapidly respond to cyber development, engineering, penetration testing, integration, and transition requirements for cyber assurance and associated Air Force Research Laboratory Information Directorate mission division programs; to improve cost efficiencies for supported Air Force, intelligence community, and other U.S. government customer organizations by exposing and reusing capabilities and software systems; and to foster the development and delivery of prototype systems that will meet the needs of existing operational users and potential new cyber weapon system customers.  Work will be performed in McLean, Virginia; and Rome, New York, and is expected to be completed by Aug. 5, 2023.  This award is the result of a competitive acquisition, offers were solicited electronically via an open broad agency announcement and two offers were received. Fiscal 2018 research, development, test and evaluation funds in the amount of $1,287,783 are being obligated at the time of award.  Air Force Research Laboratory, Rome, New York, is the contracting activity (FA8750-18-C-0116).

Cummins Power Generation Inc., Minneapolis, Minnesota, has been awarded a $46,760,000 firm-fixed-price delivery order (FA8534-18-F-0073) against previously awarded contract FA8533-09-D-0004 for basic expeditionary airfield resources power units. This delivery order brings the total cumulative face value of the contract to $256,896,007.  Work will be performed in Minneapolis, Minnesota, and is expected to be completed by Nov. 2, 2020. Fiscal 2018 procurement funds in the amount of $46,760,000 are being obligated at time of award.  Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity.

Raytheon Missiles Systems, Tucson, Arizona, has been awarded a $13,100,000 cost-plus-fixed-fee, cost-plus-incentive-fee, firm-fixed-price, indefinite-delivery/indefinite-quantity modification (P00007) to contract FA8656-15-D-0019 for advanced medium-range air-to-air missile (AMRAAM) technical support. The contractor will provide technical services and analysis supporting the AMRAAM weapon system.  Work will be performed in Tucson, Arizona, and is expected to be completed by Sept. 30, 2020. The modification brings the total cumulative face value of the contract to $35,000,000. No funds are being obligated at the time of award. Air Force Lifecycle Management Center, Eglin Air Force Base, Florida, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Navistar Defense, Lisle, Illinois, has been awarded a maximum $29,580,890 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for rocket propelled grenade netting kits. This was a sole-source acquisition using justification 10 U.S. Code 2304(c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a three-year contract with no option periods. Location of performance is Illinois, with an Aug. 4, 2021, performance completion date. Using military service is Army. Type of appropriation is fiscal 2018 through 2021 Army working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-18-D-0132).

ARMY

SAIC, Reston, Virginia, was awarded a $23,514,100 modification (0001 04) to contract W31P4Q-18-A-0011 for the performance of system improvement and design optimization systems engineering and live-virtual modeling and analysis to Entry Control Point and associated force protection systems. Work will be performed in Redstone Arsenal, Alabama; Bagram Airfield and Kandahar, Afghanistan; Quayyarah Airfield West, Iraq; Camp Arifjan, Kuwait; Syria and Jordan, with an estimated completion date of May 31, 2019. Fiscal 2018 operations and maintenance Army funds in the amount of $23,514,100 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

University of Central Florida, Orlando, Florida, was awarded a $10,572,866 cost contract for an evaluation of performance and suitability of the compressed versions of exposure psychotherapy to support the capability gap for the treatment of active duty service members and veterans with Post-Traumatic Stress Disorder by comparing different exposure psychotherapy modalities. Bids were solicited via the Internet with one received. Work will be performed in Orlando, Florida, with an estimated completion date of May 15, 2023. Fiscal 2017 research, development, test and evaluation funds in the amount of $2,915,000 were obligated at the time of the award. U.S. Army Medical Research Acquisition Activity, Fort Detrick, Maryland, is the contracting activity (W81XWH-18-C-0331).
