These were competitive acquisitions with four responses received. These are two-year base contracts with three one-year option periods. Locations of performance are South Carolina, Maryland, United Kingdom and Italy, with an Aug. 2, 2023, ordering period end date. Using military services are Army, Navy, Air Force and Marine Corps. Draeger Inc., Telford, Pennsylvania, has been awarded a maximum $60,000,000 modification (P00031) exercising the seventh one-year option period of a one-year base contract (SPE2D1-14-D-0004) with nine one-year option periods for patient monitoring systems, subsystems, accessories, consumables and training. This is a fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract. Location of performance is Pennsylvania, with an Aug. 5, 2022, ordering period end date. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2021 through 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

Oshkosh Defense LLC, Oshkosh, Wisconsin, has been awarded a maximum $52,865,600 firm-fixed-price contract for Palletized Load System diesel engines with containers. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition regulation 6.302-1. This is a 30-month contract with no option periods. Location of performance is Wisconsin, with a Jan. 20, 2023, performance completion date. Using military service is Army. Type of appropriation is fiscal 2021 Army working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-21-C-0058).

DRS Network & Imaging Systems Inc., Melbourne, Florida, has been awarded a $51,666,667 modification (P00001) on subsumable contract SPRRA2-20-D-0014 under umbrella contract SPRRA2-20-D-0011 for four items to support the AN/VAS-5A/B Driver’s Vision Enhancer family of systems. This is a firm-fixed-price contract. This was a sole-source acquisition using 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a five-year base contract with one four-year option period. Location of performance is Florida, with a May 4, 2025, performance completion date. Using military service is Army. Type of appropriation is fiscal 2021 Army working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Aberdeen Proving Ground, Maryland.

U.S. TRANSPORTATION COMMAND

Crowley Government Services Inc., Jacksonville, Florida, was awarded a modification (P00012) on contract HTC711-17-D-R003 in the estimated amount of $453,000,000. This modification provides continued surface transportation coordination services for the movement of freight within the continental U.S. (CONUS) and Canada under the Department of Defense Freight Transportation Services program to the Defense Logistics Agency and Defense Contract Management Agency. Work will be performed CONUS and in Canada. The period of performance is from Aug. 1, 2021, to July 31, 2022. Fiscal 2021 transportation working capital funds were obligated at award. This modification brings the total cumulative face value of the contract from $766,285,829 to $1,219,285,829. ARMY

Isometrics Inc.,* Reidsville, North Carolina, was awarded a $102,421,556 firm-fixed-price contract for production of the Heavy Expanded Mobility Tactical Truck Load Handing System Compatible Water Tank Rack. Bids were solicited via the internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 2, 2030. U.S. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity (W56HZV-21-D-0068).

Harper Construction, San Diego, California, was awarded a $45,167,317 firm-fixed-price contract to construct a fixed-wing aircraft operations and maintenance hangar. Bids were solicited via the internet with seven received. Work will be performed in Yuma, Arizona, with an estimated completion date of Aug. 28, 2023. Fiscal 2021 military construction, Army funds in the amount of $45,167,317 were obligated at the time of the award. U.S. Army Corps of Engineers, Los Angeles, California, is the contracting activity (W912PL-21-C-0017).

Re-Engineered Business Solutions Inc.,* Cocoa, Florida, was awarded a $32,301,970 hybrid (cost-plus-fixed-fee and firm-fixed-price) contract for operation and maintenance services for the Arkansas Lakes flood control projects at Lake Ouachita, Lake Greeson and DeGray Lake. Bids were solicited via the internet with two received. Work will be performed in Royal, Arkansas; Murfreesboro, Arkansas; and Arkadelphia, Arkansas, with an estimated completion date of Feb. 28, 2027. Fiscal 2021 civil operation and maintenance funds in the amount of $567,751 were obligated at the time of the award. U.S. Army Corps of Engineers, Vicksburg, Mississippi, is the contracting activity (W912EE-21-C-0009).

The Dutra Group, San Rafael, California, was awarded a $7,936,503 firm-fixed-price contract for maintenance dredging of Bay Ridge and Sandy Hook channels in New York. Bids were solicited via the internet with five received. Work locations and funding will be determined with each order, with an estimated completion date of Dec. 16, 2021. NAVY

Alliant Techsystems Operations LLC, a wholly owned subsidiary of Northrop Grumman Defense Systems Sector, Northridge, California, is awarded a $94,880,370 firm-fixed-price contract. This contract procures full rate production of Lot 10 Advanced Anti-Radiation Guided Missiles (AARGM), to include conversion of 87 U.S. government-provided AGM-88B High Speed Anti-Radiation Missiles (HARMs); and 40 Germany Air Force-provided AGM-88B HARMs into 127 AGM-88E AARGM All-Up-Rounds, and related supplies and services necessary for their manufacture, spares, and fleet deployment in support of F/A-18C/D, F/A-18E/F, and EA-18G aircraft for the Navy and Foreign Military Sales (FMS) customers. Work will be performed in Northridge, California (80%); and Ridgecrest, California (20%), and is expected to be completed in March 2024. Fiscal 2021 operation and maintenance (Navy) funds on the amount of $152,852; fiscal 2021 weapons procurement (Navy) funds in the amount of $64,838,045; fiscal 2020 weapons procurement (Navy) funds in the amount of $1,591,212; fiscal 2019 weapons procurement (Navy) funds in the amount of $662,782; and FMS customer funds in the amount of $27,635,479 will be obligated at time of award, $815,634 of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to Defense Federal Acquisition Regulation 6.302-5. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N0001921C0013).

Saab Inc., East Syracuse, New York, was awarded a $32,245,366 firm-fixed-price, cost-plus-fixed fee and cost-only contract (N00024-21-C-5414) for the MK 9 Tracker Illuminator System Replacement Continuous Wave Tracking Illuminator development and production effort. This contract includes options which, if exercised, would bring the cumulative value of this contract to $104,840,812. Work will be performed in East Syracuse, New York (93%); and Syracuse, New York (7%), and is expected to be completed by August 2023. If all options are exercised, work will continue through March 2030. Fiscal 2021 research, development, test and evaluation (Navy) funding in the amount of $9,000,000 (99%); and fiscal 2020 research, development, test and evaluation (Navy) funding in the amount of $3,184 (1%) will be obligated at the time of award, of which $3,184 will expire at the end of the current fiscal year. Alpha Marine Services LLC, Cut Off, Louisiana, is awarded a $12,408,175 firm, fixed-price with reimbursable elements contract (N3220521C4030) for long-term charter of one U.S.-flagged Jones Act Anchor Handling Towing and Supply vessel to support fleet towing, diving and salvage operations, submarine rescue, and training exercises. This contract includes a 12-month base period with two 12-month option periods which, if exercised, would bring the cumulative value of this contract to $38,008,507. Work will be performed primarily on the U.S East Coast and Atlantic Ocean and is expected to be completed, if all options are exercised, by July 29, 2024. Working capital funds (Navy) in the amount of $12,408,175 are obligated for the firm period which begins in fiscal 2021, and will not expire. This contract was competitively procured with proposals solicited via the Federal Business Opportunities website and two offers were received. The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N3220521C4030).

Aviation Systems Engineering Company Inc.,* Lexington Park, Maryland, is awarded an $11,057,621 modification (P00045) to a previously awarded cost-plus-fixed-fee contract (N6833516C0330). This modification exercises an option to provide technical engineering services, to include systems engineering, research and technical analysis, advanced capabilities analysis, functional requirements definition and allocation, information assurance, verification/test, system documentation, and technical data in support of maritime patrol and reconnaissance aircraft programs involved in the development of new operational requirements to provide improved intelligence, surveillance, reconnaissance and tracking capabilities. Work will be performed in Patuxent River, Maryland (51%); Jacksonville, Florida (46%) and Seattle, Washington (3%), and is expected to be completed in February 2022. Fiscal 2021 research, development, test and evaluation (Navy) funds in the amount of $380,150; and fiscal 2021 aircraft procurement (Navy) funds in the amount of $32,602 will be obligated at time of award, none of which will expire at the end of the current fiscal year. Leisnoi-Kemron 8A JV LLC,* Anchorage, Alaska, is awarded a $9,253,984 firm-fixed-price modification to previously-awarded contract N62473-19-C-0008 for remedial action Parcel E-2 installation of soil cover, wetlands, and landfill gas control and containment system (Phase III) at the former Hunters Point Naval Shipyard. Work will be performed in San Francisco, California, and is expected to be completed by September 2022. Fiscal 2021 Base Realignment and Closure environmental (Navy) funds in the amount of $9,253,984 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Facilities Engineering Systems Command Southwest, San Diego, California, is the contracting activity.

Vectrus Systems Corp., Colorado Springs, Colorado, is awarded a $7,834,300 indefinite-delivery/indefinite-quantity modification to exercise Option One under previously-awarded contract N62470-20-D-0004 for base operations support services at Deveselu, Romania, in the Naval Facilities Engineering Systems Command Europe, Africa Central (EURAFCENT) area of responsibility. This option brings the total cumulative contract value to $13,630,348. Work will be performed in Deveselu, Romania, and expected to be completed by July 2022. Fiscal 2021 operation and maintenance (Navy) funds in the amount of $4,118,829 will be obligated at time of award and will expire at the end of the current fiscal year. The Naval Facilities Engineering Systems Command EURAFCENT is the contracting activity.

AIR FORCE

Lockheed Martin Missiles and Fire Control, Orlando, Florida, has been awarded a cost-plus-fixed-fee contract modification (P00023), increasing the face value of contract FA8682-18-C-0009, Group One Joint Air-to-Surface Standoff Missile (JASSM) development, by $21,781,695. This modification provides for the change in the work and contract type necessary to develop the new air to ground (AGM-158) JASSM B-2 missile variant. Work will take place in Orlando, Florida, and is expected to be completed by June 28, 2024. This award is the result of a sole source acquisition. Fiscal 2020 research, development, test and evaluation funds in the amount of $7,365,764; and fiscal 2020 other procurement funds in the amount of $8,672,136 are being obligated at the time of award. The total cumulative face value of the contract is $235,023,264.  The Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity.

L3Harris Technologies Inc., Colorado Springs, Colorado, has been awarded a $20,226,812 contract modification (P00071) to previously awarded contract FA8819-19-C-0002 for the Meadowlands Engineering Change Proposal 2 (ECP-2) effort under the Combat Mission Systems Support (CMSS) Program. The modification augments the System Block 10.2 (CCS B10.2) and B10.3 (Meadowlands) system capabilities, to include integrating and demonstrating an alternate antenna on a Meadowlands system; develop, integrate, test and field the capabilities; develop and provide Meadowlands Mission Development Kit (MDK) enhancements; upgrade the outside the continental U.S. test bed site; and procure remote operations equipment. Work will be performed in Colorado Springs, Colorado, and is expected to be completed by Dec. 31, 2022. Fiscal 2021 Space Force research, development, test and evaluation funds in the amount of $16,979,818 are being obligated at the time of award. The total cumulative face value of the contract is $284,002,276. The Air Force Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity.

Diversified Maintenance Systems Inc., Sandy, Utah, has been awarded a $9,999,999 firm-fixed-price, indefinite-delivery/indefinite-quantity contract to provide the personnel, labor, tools, materials, and equipment necessary to perform maintenance and repair task orders with a five year ordering period. The location of performance is Luke Air Force Base, Phoenix, Arizona; and Flagstaff, Arizona. The work is expected to be completed by Aug. 2, 2026, and is the result of a competitive acquisition during which eight offers were received. Fiscal 2021 operation and maintenance funds in the amount of $2,000 are being obligated at the time of award, and the 56th Contracting Squadron, Luke AFB, Arizona, is the contracting activity (FA488721D0003).

Globe Machine Manufacturing Co., Tacoma, Washington, has been awarded a $8,376,704 cost-plus-fixed-fee Small Business Innovation Research (SBIR) III contract to continue the development and demonstration of Technology for Agile Rapid Manufacturing of Aerospace Composite Structures (TARMACS). Work will be performed in Tacoma, Washington; and Kettering, Ohio, and is expected to be completed 33 months after award. This award is the result of a SBIR program competitive acquisition, and multiple Phase I offers were received. Fiscal year 2020 3600 research and development funds in the amount of $8,296,800 are being obligated at the time of award. The Air Force Research Laboratory, Wright Patterson Air Force Base, Ohio, is the contracting activity (FA8650-21-C-5000).
