Nan Inc., Honolulu, Hawaii, was awarded a $32,395,717 firm-fixed-price contract to repair the Meck Island electrical distribution system. Bids were solicited via the internet with two received. Work will be performed in the Marshall Islands, with an estimated completion date of Aug. 18, 2024. Fiscal 2021 research, development, test and evaluation, Army funds in the amount of $32,395,717 were obligated at the time of the award. Cougaar Software Inc.,* Fairfax, Virginia, was awarded a $27,208,816 hybrid (cost-plus-fixed-fee and firm-fixed-price) contract for the Human-Machine Collaborative Automated Problem Solving application. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 17, 2027. International Business Machines Corp., Bethesda, Maryland, was awarded a $17,816,375 cost-plus-fixed-fee contract for a follow-on procurement to the existing Computer Hardware Enterprise Software Systems 3-S Financial Management services task order W91CRB-19-F-0151. Bids were solicited via the internet with one received. Work will be performed at Fort Belvoir, Virginia, with an estimated completion date of Aug. 19, 2027. Fiscal 2022 operation and maintenance, Army funds in the amount of $1,978,035 were obligated at the time of the award. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W91CRB-22-F-0383).

Rigid Constructors LLC,* Opelousas, Louisiana, was awarded a $10,730,600 firm-fixed-price contract for construction work at Cell 3 of the Eagle Island Confined Disposal Facility. Bids were solicited via the internet with four received. Work will be performed in Wilmington, North Carolina, with an estimated completion date of Sept. 14, 2024. Fiscal 2021 and 2022 civil construction funds; and fiscal 2022 Rivers and Harbors Contributed and Advance funds in the amount of $10,730,600 were obligated at the time of the award. NAVY

Ocean Shipholdings Inc., Houston, Texas, was awarded a $53,960,096 firm-fixed-price contract (N3220522C3100) for the operation and maintenance of Military Sealift Command’s five government-owned, contractor-operated transportation auxiliary general ocean surveillance (T-AGOS) ships, and two transportation auxiliary general missile range instrumentation (T-AGM) ships. The vessels under this award include USNS Victorious (T-AGOS 19); USNS Able (T-AGOS 20); USNS Effective (T-AGOS 21); USNS Loyal (T-AGOS 22); USNS Impeccable (T-AGOS 23); USNS Invincible (T-AGM 24); and USNS Howard O. Lorenzen (T-AGM 25).  These ships support the anti-submarine warfare mission of the commanders of the Atlantic and Pacific Ocean areas of responsibility, support the Navy’s Surveillance Towed Array Sensor System, monitor missile launches, and other U.S. government research missions. Work will be performed worldwide, with an expected completion date of Oct. 31, 2027, if all options are exercised. The maximum dollar value, including the base period and all options, is $292,663,562. Working capital funds (Navy) in the amount of $53,960,096 will be obligated for fiscal 2023, before Sept. 30, 2022.  This contract was competitively procured under solicitation number N3220521R3100 via the System for Award Management contracting opportunities website, and six offers were received. General Dynamics Bath Iron Works, Bath, Maine, is awarded a $19,999,814 cost-plus-fixed-fee modification to previously awarded contract N00024-19-C-2322 for procurement of long-lead time material for the Large Missile Vertical Launch System (LMVLS) launch module fabrication on DDG-1000. Work will be performed in Spring Grove, Illinois (48%); Houston, Texas (25%); Alma, Michigan (20%); and Merrill, Michigan (7%), and is expected to be completed by June 2024. Fiscal 2022 other procurement (Navy) funding in the amount of $19,999,814 will be obligated at the time of award and will not expire at the end of the current fiscal year. The Supervisor of Shipbuilding, Conversion, and Repair, Bath, Maine, is the contracting activity.

Pacific Shipyards International LLC,* Honolulu, Hawaii, is awarded a $17,153,775 cost-plus-award-fee modification to exercise an option to previously awarded contract N00024-21-C-2310 for the accomplishment of post shakedown availability (PSA). The PSA is for one Arleigh Burke-class guided missile destroyer (DDG 120). Work will be performed in Pearl Harbor, Hawaii, and is expected to be completed by September 2023. Fiscal 2022 shipbuilding and conversion (Navy) funds in the amount of $16,062,171 will be obligated at the time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Kratos Unmanned Aerial Systems Inc., Sacramento, California, is awarded a not-to-exceed $14,748,471 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract. This contract provides for software engineering support services, including analysis, modification, and implementation of software changes in support of the BQM-177A Subsonic Aerial Target system for the Navy. Work will be performed in Sacramento, California (93.6%); and Phoenix, Arizona (6.4%), and is expected to be completed in July 2027. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was not competitively procured pursuant to Defense Federal Acquisition Regulation 6.302-1. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N0001922D0022).

Lockheed Martin Space, Titusville, Florida, is awarded a $10,913,000 fixed-price incentive with unpriced letter contract (N0003022C0100) for long-lead time material and the labor, planning, and scheduling necessary to support the fiscal 2023 Trident II (D5) missile production schedule. This contract award also benefits a Foreign Military Sale to the United Kingdom. Work will be performed in Titusville, Florida, and is expected to be completed by Sept. 30, 2027. Fiscal 2022 weapons procurement (Navy) in the amount of $9,736,000.00 will be obligated on this award. No funds will expire at the end of the current fiscal year. This contract is being awarded to the contractor on a sole source basis under 10 U.S. Code 2304(c)(1) and was previously synopsized on the Federal Business Opportunities website. Strategic Systems Programs, Washington, D.C., is the contracting activity.

WASHINGTON HEADQUARTERS SERVICES

Washington Headquarters Services will increase the ceiling on a cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract (HQ003418D0005) held by the University of Maryland, College Park, Maryland, by $35,000,000. The total if all options are exercised is $177,000,000, which is the ceiling amount. No funds are being obligated at this time. This contract fulfills a requirement of the Under Secretary of Defense for Intelligence and Security for a University Affiliated Research Center for Research and Development in Language, Information, Culture, Cognition, and Behavior. The University shall provide personnel from academic disciplines required to accomplish the following core research and development competencies: foreign languages and dialects; linguistics; disciplines relevant to the acquisition and practice of analysis and critical thinking; and disciplines relevant to the manipulation, use and sharing of information of varying quantities and diverse forms. The estimated completion date is Dec. 30, 2022. The work will be performed at the University of Maryland, College Park, Maryland. Washington Headquarters Services, Arlington, Virginia, is the contracting activity.

AIR FORCE

Raytheon BBN Technologies Corp., Cambridge, Massachusetts, has been awarded a $9,707,982 cost-plus-fixed-fee completion contract for Air Plan Environment for Execution, Gaming, Exploration, Assessment, and Refinement software. This contract provides for the effort to design, develop, demonstrate, test, integrate, and deliver air attack planning software. Work will be performed in Cambridge, Massachusetts, and is expected to be complete by Aug. 17, 2023. This award is the result of a competitive acquisition and 12 offers were received. Fiscal 2022 research, development, test and evaluation funds in the amount of $2,173,750 are being obligated at the time of award. Air Force Research Laboratory, Rome, New York, is the contracting activity (FA8750-22-C-1532).

Lockheed Martin Space, Sunnyvale, California, has been awarded a $9,100,000 cost-plus-fixed-fee modification (P000102) to previously awarded contract FA8810-13-C-0001 for the SBIRS GEO 5/6 Program. The contract modification is for the implementation and application of SBIRS Alternate Capability Assessment Special Study results into the SBIRS GEO 5 and 6 satellites. Work will be performed in Sunnyvale, California, and is expected to be completed by May 2023. Fiscal 2022 procurement funds are being obligated at the time of award.
