DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $7.5 MILLION AND ABOVE

NAVY

Black Construction–Tutor Perini JV, Harmon, Guam (N62742-23-D-1320); Core Tech-HDCC-Kajima LLC, Tamuning, Guam (N62742-23-D-1321);  Gilbane Federal JV, Concord, California (N62742-23-D-1322); Granite-Obayashi 2 JV, Watsonville, California (N62742-23-D-1323); Hensel Phelps Construction Co., Honolulu, Hawaii (N62742-23-D-1324); Nan Inc., Honolulu, Hawaii (N62742-23-D-1325); and RQ Construction LLC, Carlsbad, California (N62742-23-D-1326), are awarded a combined $2,500,000,000 firm-fixed price, indefinite-delivery/indefinite-quantity contract for design-build and design-bid-build construction projects primarily located in Guam and other areas in the Naval Facilities Engineering Systems Command (NAVFAC) Pacific area of operations (AO).  Each awardee with the exception of Granite-Obayashi 2 JV, will be awarded a task order for $25,000 (minimum contract guarantee per awardee) at contract award. Fiscal 2023 supervision, inspection and overhead funds in the amount of $150,000 are obligated on these awards and will expire at the end of the current fiscal year.  Granite-Obayashi 2 JV, is being awarded a task order in the amount of $126,132,400 for the construction of facilities for the Ground Combat Element Infantry Battalions 1 and 2, which includes an auto shop, an electrical/communications building, a vehicle wash facility, vehicle laydown areas, roadway construction, ancillary mechanical enclosures and incidental work at Naval Support Activity Guam.  The task order also includes one option item that is being exercised at time of award and is included in the $126,132,400.  Work will be performed in Finegayan, Guam, and is expected to be completed by December 2025.  Fiscal 2023 military construction, (Navy) funds in the amount of $126,132,400 are obligated on this award which will not expire at the end of the current fiscal year.  All other funding will be made available at the task order level as contracting actions occur. All work on this contract will be performed primarily within the NAVFAC Pacific AO, which includes Guam (80%), Commonwealth of the Northern Mariana Islands (10%), Hawaii (5%), and other areas in the Pacific and Indian Oceans (5%).  The term of the contract is not to exceed 60 months with an expected completion date of March 2028. This acquisition was competitively procured via the Sam.gov website with nine proposals received.  These seven contractors may compete for task orders under the terms and conditions of the awarded contracts.  NAVFAC Pacific, Joint Base Pearl Harbor Hickam, Hawaii, is the contracting activity.

Northrop Grumman Systems Corp., San Diego, California, is awarded a $57,403,706 cost-plus-fixed-fee modification (P00017) to a previously awarded contract (N0001921C0060).  This modification exercises options to provide continued sustainment, engineering, logistics, and test support for MQ-4C Triton air vehicles, mission control and operator training systems; continued field service representative’s technical support to ensure that the MQ-4C Triton Unmanned Aerial System (UAS) aircraft are mission-capable for intelligence, surveillance and reconnaissance missions supporting aircraft early operational capability and initial operating capability; and continued reach-back engineering support for both the Navy and the government of Australia MQ-4C Triton UAS assets.  Work will be performed in Patuxent River, Maryland (36.5%); San Diego, California, California (22.5%); Jacksonville, Florida (7.7%); Mayport, Florida (6.5%); Baltimore, Maryland (5.3%); various location within the continental U.S. (CONUS) (8.8%); and various location outside CONUS (12.7%), and is expected to be completed in March 2024.  Fiscal 2023 operation and maintenance (Navy) funds in the amount of $51,124,242; fiscal 2023 research, development, test and evaluation (Navy) funds in the amount of $1,000; fiscal 2021 aircraft procurement (Navy) funds in the amount of $5,280,677; and Foreign Cooperative Project funds in the amount of $997,787 will be obligated at the time of award, $56,404,919‬ of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

WSM Pacific SIOP JV, Honolulu, Hawaii, is awarded $49,298,472 for a firm-fixed-price modification to a previously issued task order N4425522F4035 placed against basic contract N62742-21-D-0001.  This modification provides architect-engineer design services for a multi-mission dry dock at Puget Sound Naval Shipyard, Washington. This contract is part of the Shipyard Infrastructure Optimization Program, which is a holistic plan that integrates all infrastructure and industrial plant equipment investments at the Navy’s four public shipyards to meet nuclear fleet maintenance requirements. Work will be performed in Bremerton, Washington, and is expected to be completed by September 2023. Fiscal 2022 military construction – planning and design (Navy) (MILCON P&D, N) funds in the amount of $9,856,857; and fiscal 2023 MILCON P&D, N funds in the amount of $39,441,615 will be obligated at time of award, and will not expire at the end of the current fiscal year. The Naval Facilities Engineering Systems Command, Northwest, Silverdale, Washington, is the contracting activity.

L3Harris Corp., Millersville, Maryland, is awarded a $19,901,705 fixed-priced-incentive-fee, cost-plus-fixed-fee, and cost only modification to previously awarded contract N00024-16-C-6239 to establish and exercise an option for Navy equipment, components, engineering services, and other direct costs. Work will be performed in Millersville, Maryland (57%); Liverpool, New York (40%); and Ashaway, Rhode Island (3%), and expected to be completed by 21 November 2025. Fiscal 2023 other procurement (Navy) funds in the amount of $9,574,738 (48%); fiscal 2022 ship building and conversion (Navy) funds in the amount of $4,325,982 (22%); fiscal 2021 ship building and conversion (Navy) funds in the amount of $3,150,284 (16%); fiscal 2023 ship building and conversion (Navy) funds in the amount of $1,475,281 (7%); and fiscal 2020 ship building and conversion (Navy) funds in the amount of $1,375,420 (7%) will be obligated at time of award and will not expire at the end of the current fiscal year.  Naval Sea Systems Command, Washington Navy Yard, Washington, D.C., is the contracting activity (N00024-16-C-6239).

ARMY

General Dynamics Wilkes Barre, Wilkes Barre, Pennsylvania, was awarded a $1,476,629,900 modification (P00008) to contract W52P1J-19-D-0075 to manufacture large-caliber metal projectiles and mortar projectiles. Work locations and funding will be determined with each order, with an estimated completion date of July 30, 2029. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

CORRECTION: A contract award (W912DS-23-C-0004) announced on Feb. 17, 2023, for International Construction Contracting Inc.,* Passaic, New Jersey, to construct an information systems node facility was actually awarded to Intercontinental Construction Contracting Inc.,* Passaic, New Jersey.

AIR FORCE

InDyne Inc., Lexington Park, Maryland, has been awarded an $80,165,175 contract modification (P00025) to previously awarded contract FA251822C0001 for Solid State Phased Array Radar Systems (SSPARS). This modification brings the total cumulative face value of the contract to $383,470,539 from $303,305,365. Work will be performed at Beale Air Force Base, California; Cape Cod Space Force Station, Massachusetts; Clear Space Force Station, Alaska; Thule Air Base, Greenland; Cheyenne Mountain Space Force Station, Colorado; and Royal Air Force Fylingdales, United Kingdom, and is expected to be completed by April 30, 2024. Fiscal 2023 operation and maintenance funds in the amount of $73,160,900 are being obligated at time of award. Space Operations Command, Space Acquisition & Integration Office, Peterson Space Force Base, Colorado, is the contracting activity.

Lockheed Martin Rotary and Mission Systems, Liverpool, New York, has been awarded a $10,098,530 option exercise modification (P00018) to previously awarded FA8730-21-C-0022 for the Three-Dimensional Expeditionary Long-Range Radar (3DELRR) system. This modification provides for the option exercise of three enhancements to the TPY-4 radar system. Work will be performed at Liverpool, New York, and is expected to be completed by March 31, 2025. Fiscal 2023 research, development, test, and evaluation funds in the amount of $6,924,850 are being obligated at time of award. Total cumulative face value of the contract is $193,229,635 and the total obligated amount of this contract is $189,905,908. Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity.

The Boeing Co., Tukwila, Washington, has been awarded a maximum $10,000,000 modification P00113 to previously awarded FA8625-16-C-6599 for two VC-25B aircraft. The modification brings the total cumulative face value of the contract to $4,184,550,338 from $4,183,550,338. Work will be performed at San Antonio, Texas, and is expected to be completed by Aug. 2, 2024.  Fiscal 2022 research, development, test and evaluation funds in the amount of $5,000,000 are being obligated at time of award. The Air Force Life Cycle Management Center, Wright Patterson Air Force Base, Ohio, is the contracting activity.
