DEPARTMENT OF DEFENSE CONTRACTS VALUED AT $7.5 MILLION AND ABOVE

DEFENSE HEALTH AGENCY

United Concordia Companies Inc., Harrisburg, Pennsylvania, is awarded a $121,331,189 firm-fixed-price contract for the Active Duty Dental Program (ADDP3) to exercise Option Period 2 (HT9402-21-C-0006). The purpose of the contract is to provide worldwide dental coverage to active duty service members of the uniformed services of the Army, Navy, Air Force, Marine Corps, Space Force and the Coast Guard. For the purposes of this contract, reference to active duty service members are defined as the service members covered by ADDP3. Active duty service members also consist of eligible members of the Reserves and National Guard, Reserve Component members with delayed activation orders or discharged after serving more than 30 days on active duty in support of a contingency operation or a preplanned mission. The place of performance is the continental U.S., including the 50 states, Washington, D.C., Puerto Rico, Guam, and the U.S. Virgin Islands; and outside the continental U.S., including all other countries, island masses, and territorial waters. The period of performance is May 1, 2023, to April 30, 2024. Fiscal 2023 operations and maintenance funds are being obligated at the time of award. The Defense Health Agency Managed Care Contracting Division, Aurora, Colorado, is the contracting activity.

NAVY

Huntington Ingalls Inc., Ingalls Shipbuilding Division, Pascagoula, Mississippi, is being awarded a $64,087,795 hybrid cost-plus award fee, cost-plus fixed fee with a special performance incentive, and cost only modification to previously awarded contract N00024-21-C-4205 to exercise options for planning yard support for LPD 17 amphibious transport dock ships, LHD 1/LHA 6 amphibious assault ships, LSD 41/49 dock landing ships and LCC 19 amphibious command ship. Work will be performed in Pascagoula, Mississippi, with on-site technical support for Chief of Naval Operations availabilities at Mayport, Florida; Norfolk, Virginia; San Diego, California; and Sasebo, Japan. Work is expected to be completed by May 2024. No funding will be obligated at the time of award. This contract was competitively procured. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

L3 Harris, Northampton, Massachusetts, is awarded a $15,590,113 firm-fixed-price modification to previously awarded contract N00024-20-C-6205 to exercise options for system production and associated components in support of all new-construction and in-service class submarines. Work will be performed in Bologna, Italy (74%); and Northampton, Massachusetts (26%), and is expected to be completed by August 2025. Fiscal 2023 shipbuilding and conversion (Navy) funds in the amount of $15,590,113 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Lockheed Martin Rotary and Mission Systems, Manassas, Virginia, is awarded an $8,811,028 cost-plus-incentive-fee contract modification to previously awarded contract N00024-20-C-6117 to exercise an option for Navy equipment and spares. Work will be performed in Manassas, Virginia (65%); Clearwater, Florida (32%); Syracuse, New York (2%); and Marion, Florida (1%), and is expected to be completed by July 2027. Fiscal 2023 research, development, test and engineering (Navy) funds in the amount of $7,423,000 (84%); and fiscal 2023 other procurement (Navy) funds in the amount of $1,388,028 (16%) will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington Navy Yard, Washington, D.C., is the contracting activity.

The Boeing Co., St. Louis, Missouri, is awarded an $8,111,405 firm-fixed-price order (N6833523F0186) against a previously issued basic ordering agreement (N0001921G0006). This order provides for the manufacture, assembly and delivery of various peculiar support equipment in support of the F/A-18E/F program for the Navy. Work will be performed in St. Louis, Missouri, and is expected to be completed in December 2025. Fiscal 2021 aircraft procurement (Navy) funds in the amount of $8,111,405 will be obligated at the time of award, all of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity.

ARMY

Inland Dredging Company LLC, Dyersburg, Texas, was awarded a $30,000,000 firm-fixed-price contract for the rental of a 24-inch cutterhead pipeline dredge. Bids were solicited via the internet with three received. Work locations and funding will be determined with each order, with an estimated completion date of June 18, 2024. U.S. Army Corps of Engineer, Mobile, Alabama, is the contracting activity (W91278-23-D-0056).

DEFENSE LOGISTICS AGENCY

Pentaq Manufacturing Corp.,** Sabana Grande, Puerto Rico, has been awarded a maximum $21,781,575 modification (P00024) exercising the third one-year option period of a one-year base contract (SPE1C1-20-D-1258) with four one-year option periods for various types of trousers. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. The ordering period end date is April 20, 2024. Using military services are Army and Air Force. Type of appropriation is fiscal 2023 through 2024 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

UPDATE: Covidien Sales LLC, Mansfield, Massachusetts (SPE2D1‐23‐D‐0003, $450,000,000), has been added as an awardee to the multiple award contract for patient monitoring systems, accessories and training for the Defense Logistics Agency Electronic Catalog, issued against solicitation SPE2D1-17-R-0001 and awarded Dec. 14, 2018.
