With 35 years of federal service, Cattler’s career spanned the Navy, Intelligence Community, and NATO before culminating as Director of DCSA. His leadership was transformative for the agency—where he spearheaded the charge to modernize the National Background Investigation Services (NBIS) and strengthened counterintelligence operations for the defense industrial base.

The ClearanceJobs Policy Advisory Board brings together a diverse group of leaders with decades of experience across government, industry, and academia.

In addition to Cattler, board members include:
- The Honorable William Evanina, former Director of the National Counterintelligence and Security Center (NCSC) and the Founder and CEO of the Evanina Group.
- The Honorable Ellen McCarthy, former Assistant Secretary of State for Intelligence and Research (INR), and the current CEO and Founder of Trust in Media.
- Jamie Jones Miller, former Principal Deputy Assistant Secretary of Defense for Legislative Affairs and the current Dean and CEO, Northeastern University- Arlington.
- Charles Phalen, former Acting Director of the Defense Counterintelligence and Security Agency (DCSA) and the current principal of CS Phalen & Associates.
- Vice Admiral Bob Sharp, USN (Ret.), former Director of the National Geospatial-Intelligence Agency and current CEO of B Sharp Global Solutions.
Together, they help guide our efforts to serve recruiters, employers, and professionals working across the cleared community.
