S23 Holdings is making a major expansion in Newport News, Virginia, with plans to invest $180 million and create 414 new jobs. The maritime industrial company will expand its River Port facility into a larger ship repair and manufacturing complex, adding roughly 48,000 square feet of production space along with a new shiplift system. The added capacity will support fabrication, machining, coatings and vessel repair work for both the U.S. Navy and commercial maritime customers.

The expansion is particularly notable for the defense workforce. S23 affiliate East Coast Repair & Fabrication, which already performs Navy maintenance, repair and modernization work, will operate the new shiplift and use the expanded facility to take on larger vessels and more complex Navy projects. S23 is also strengthening its partnership with the Hampton Roads Maritime Training Academy to provide hands-on training for ship repair and maritime manufacturing careers. The latest investment follows a $64.4 million Newport News expansion announced in 2020 that created 332 jobs, adding another sizable round of workforce growth in the Hampton Roads maritime industrial base.


Contract Opportunities: SpaceX

SpaceX has secured a potential $946 million NASA contract modification for three additional crew rotation missions to the International Space Station. The award adds Crew-15, Crew-16 and Crew-17 to SpaceX’s Commercial Crew Transportation Capability contract, bringing the company’s total number of missions under the contract to 17. The firm-fixed-price, IDIQ award covers the three flights as well as ground, launch, in-orbit, return and recovery operations, cargo transportation and lifeboat capability while Dragon is docked at the station.

The additional missions extend SpaceX’s role in NASA’s Commercial Crew Program as the agency plans for continued ISS operations through the end of the decade. The period of performance runs through 2030, and the modification raises SpaceX’s total CCtCap contract value to $5.92 billion. SpaceX also holds a separate $843 million NASA contract to develop the vehicle that will help deorbit the ISS as the station approaches retirement, giving the company roles on both the operational and eventual retirement sides of the program.

Cleared Opportunities

Herndon, VA-based Finch AI has been selected by AFWERX for a Small Business Technology Transfer (STTR) Phase I contract focused on identifying foreign influence within the U.S. industrial base. The project will use AI to uncover hidden relationships within intellectual property supply chains tied to U.S. industry and research institutions, giving Air Force teams another tool for identifying potential risks buried across large volumes of data.

The award also puts a spotlight on the growing intersection of AI, supply chain security and national security. Finch AI says its technology analyzes enterprise-scale text to identify relationships and signals that would be difficult for analysts to uncover manually. The project began June 30 and comes through AFWERX and the Air Force Research Laboratory’s broader SBIR/STTR effort to bring technology from small businesses and nontraditional companies into Department of the Air Force missions.
