Nomad Global Communication Solutions Inc.*, Columbia Falls, Mont., has been awarded a maximum $382,500,000 fixed-price with an economic-price-adjustment contract for the procurement of commercial type fire and emergency vehicles and other vehicles. This is a five year base contract. This contract was a competitive acquisition and 24 offers were received. Location of performance is Montana with a Sept. 18, 2018, performance completion date. Unimed Government Services LLC*, Lakeville, Minn., has been awarded a maximum $12,500,000 fixed-price with an economic-price-adjustment contract for dental supplies and accessories. This is a five year base contract with no option-year periods. This contract was a competitive acquisition and five offers were received. Location of performance is Minnesota with a Sept. 16, 2018, performance completion date. Using military services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies. Type of appropriation is fiscal 2013 through fiscal 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa., (SPM2DH-13-D-8221).

Hardigg Industries Inc., South Deerfield, Mass., has been awarded a maximum $10,607,100 modification (P00007) exercising the second option year period of contract (SPM1C1-11-D-1070) for plastic trunk lockers. The contract is a firm-fixed-price contract. Location of performance is Massachusetts with a Dec. 31, 2014, performance completion date. Using military services are Army, Navy, Air Force, and Marine Corps. Type of appropriation is fiscal 2013 through fiscal 2014 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa.

TRICARE MANAGEMENT ACTIVITY

PACMED Clinics, was awarded a $132,105,989, fixed-price, commercial contract to provide comprehensive health care services through a managed care plan, the Uniformed Services Family Health Plan, to approximately 13,048 eligible uniformed services’ beneficiaries in their designated geographical area. The services to be provided include: management of provider networks, medical management, enrollment, customer services and other related requirements. The base period runs from Oct. 1, 2013 through Sept. 30, 2014. This contract was not competitively procured pursuant to the authority of 10 U.S.C. 1073, Sections 722 (b & f); 724 (e); 726 (a-d) and the National Defense Authorization Act (NDAA), Paragraphs 722(b) (1) and (2) of Subtitle C, Fiscal Year 1997, Public Law 104-201. The TRICARE Management Activity, Aurora, Colo., is the contracting activity (HT9402-13-C-0007).

ARMY

CACI-ISS Inc., Chantilly, Va., was awarded a $74,826,531 firm-fixed-price, option-eligible, modification (P00001) of contract (W81K04-13-F-0013) for medical logistics and non-personal services support to the U.S. Air Force Expeditionary/Contingency Medical Material program. Performance locations will at DoD and Air Reserve/Guard installations within the continental United States, with funding from fiscal 2013 operations and maintenance, Army funds. This contract was a competitive acquisition via the web with one bid received. The U.S. Army Medical Command – Contracting Center, Fort Sam Houston, Texas, is the contracting activity.

Chesapeake Defense Services Inc.*, Belcamp, Md. (W91CRB-13-D-0023); HP White Laboratory Inc., Street, Md. (W91CRB-13-D-0024), and NTS Technical Systems, Wichita, Kan. (W91CRB-13-D-0025) were awarded a multiple vendor $18,000,000 firm-fixed-price, non-option-eligible, multi-year contract for ballistic and non-ballistic laboratory testing. Heeter Construction Inc.*, Spencer, W.Va., was awarded a $11,451,737 firm-fixed-price, option-eligible, non-multi-year contract modification (P00001) of contract (W91237-12-C-0006) for Bluestone Dam safety assurance and to install up to 278 anchors in Bluestone Dam, W.Va. Performance locations will be Hinton, W.Va., with funding from fiscal 2013 other authority funds. This contract was a competitive acquisition with three bids received. Air Methods Corp., Englewood, Colo., was awarded a $9,299,933 firm-fixed-price, non-option-eligible, non-multi-year contract for 61 Interim Medical Evacuation Mission Support System kits. Performance location will be Englewood, Colo., with funding from fiscal 2013 other procurement authority funds. This contract was a non-competitive acquisition with one bid received. The U.S. Army Contracting Command – Aviation Applied Technology Directorate, Fort Eustis, Va., is the contracting activity (W911W6-13-C-0037).

Manson Construction Co., Seattle, Wash., was awarded a $6,934,900 firm-fixed-price, option-eligible, non-multi-year contract for maintenance dredging of Oakland Inner & Outer Harbor Channel of approximately 421,000 cubic yards of materials. Performance location will be Oakland, Calif., with funding from fiscal 2013 operations and maintenance, Army funds. This contract was a competitive acquisition via the web with three bids received. AIR FORCE

Rolls-Royce Corp., Indianapolis Ind., was awarded a $48,949,100 firm-fixed price contract for engine depot activation. This contract provides for engine depot activation of the AE3007H engine. Work will be performed at Tinker Air Force Base, Okla., with an expected completion date of 2015. Fiscal 2012 aircraft procurement funds in the amount of 48,949,100 are being obligated at time of award. This contract was a sole-source acquisition. Lockheed Martin Space Systems Co., Sunnyvale, Calif. has been awarded a $42,410,080 modification (P00002) to previously awarded contract FA8810-13-C-0001 for advanced procurement of non-recurring engineering and long-lead materials for the space-based infrared systems GEO 5-6 program. This contract modification provides for the purchase of additional long-lead material items and the associated non-recurring engineering being procured under the basic contract. Work will be performed at Sunnyvale, Calif., with a completion date of June 19, 2016. Fiscal 2011 and 2012 procurement funds in the amount of $42,410,080 have been obligated at time of award. The contracting activity is the Space Based Infrared Systems Directorate of the Space and Missile Systems Center, Los Angeles Air Force Base Calif.

Science Applications International Corp., San Diego, Calif., was awarded a $35,883,761 cost-plus-incentive-fee contract for software engineering, hardware, integration, technical support, and training requirements of the Integrated Strategic Planning and Analysis Network targeting function, including the areas of National Target Base production and National Desired Ground Zero List development. Work is being performed at Offut Air Force Base, Neb., with an expected completion date of Sept. 30 2018. This contract was a competitive acquisition and two offers were received. S.E.R.E. Solutions Inc., Airway Heights, Wash., has been awarded an estimated $8,043,817 modification (P00032) to previously awarded FA3002-06-D-0008 for survival, evasion, resistance, and escape instruction services. Work will be performed at Fairchild Air Force Base, Wash., and Lackland Air Force Base, Texas, with an expected completion date of Sept. 30, 2014. No funds have been obligated at time of award. The Air Education and Training Command contracting office in San Antonio, Texas, is the contracting activity.

Cherokee Nation Construction Services, Tulsa, Okla., was awarded a $7,485,615 fixed-price contract (FA8101-13-C-0020) for the repair of the South Admin Area of Building 9001. Work will be performed at Tinker Air Force Base, Okla., with an expected completion date of Aug. 25, 2014. Fiscal 2013 operations and maintenance funds in the amount of $7,485,615 are being obligated at time of award. The Air Force Sustainment Center, Tinker Air Force Base, Okla., is the contracting activity.

NAVY

Maritime International Inc.*, Broussard, La., is being awarded a $47,502,090 indefinite-delivery/indefinite-quantity, firm-fixed-price contract for the procurement triangular and cylindrical fender separators, DDG ship separators, Kevlar straps, and related contract support services for mooring equipment at shipyards inside and outside of the United States. Fiscal 2013 other procurement, Navy and fiscal 2013 operations and maintenance, Navy funding in the amount of $643,000 will be obligated at the time of award and contract funds will expire at the end of the current fiscal year. Work will be performed in Broussard, La., and work expected to be completed by September 2018. This contract was competitively procured as a total small business set-aside via the Federal Business Opportunities website, with two offers received. The Naval Surface Warfare Center, Carderock Division, Ship System Engineering Station, Philadelphia, Pa., is the contracting activity (N65540-13-D-0025).

Charles Stark Draper Laboratory Inc. Cambridge, Mass., is being awarded a $15,582,635 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract for engineering and technical services in areas of studies, analyses, engineering, component development, prototyping, development, test integration, operational demonstration and research and development of both hardware and software in order to maintain various Navy systems over their planned life cycle. Work will be performed in Cambridge, Mass., and is expected to be completed by February 2019. No funds are being obligated at the time of award. Other procurement, Navy, research, development, test and evaluation, and operations and maintenance, Navy contract funds will be obligated on individual task orders as they are issued under the base contract. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. XTRA Aerospace*, Miramar, Fla., is being awarded a $15,958,369 firm-fixed-price contract to procure Boeing 737 commercial spare parts for the low rate initial production Lot IV effort in support of the P-8A fleet. Work will be performed in Miramar, Fla., and is expected to be completed in December 2016. Fiscal 2013 aircraft procurement, Navy funds in the amount of $15,958,369 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. This contract was competitively procured via electronic request for proposals, with three offers received. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-13-C-0147).

TCOM L.P.*, Columbia, Md., is being awarded $14,926,978 for firm-fixed-price delivery order 0004 against a previously issued basic ordering agreement (N68335-13-G-0011) for 22M aerostat parts and spares in support of the Army’s Persistent Ground Surveillance System Program. Work will be performed in Elizabeth City, N.C. (90 percent) and Columbia, Md. (10 percent), and is expected to be completed in November 2013. Fiscal 2011 other procurement, Army contract funds in the amount of $14,926,978 are being obligated on this award, all of which will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity.

DEFENSE COMMISSARY AGENCY

Carothers Construction Inc., Oxford, Miss., is being awarded a $16,930,000 firm-fixed-price contract to construct a new commissary facility at Fort Rucker, Ala. The contract is for a 520-day period based on the issuance of the Notice to Proceed which is expected in November 2013. Offers were solicited via full and open competition and 10 offers were received. The contracting activity is the Defense Commissary Agency, Enterprise Acquisition Division, Construction Design Branch, Joint Base San Antonio-Lackland, Texas, (HDEC03-13-C-0004).
